ABSTRACT: We compare changes in the effect of child support payments on the educational attainment of children age 16 to 19 before and after passage of the Child Support Enforcement Amendments of 1984, which strengthened enforcement of child support obligations in the United States. Using 1979, 1984, and 1988 Current Population Survey data, we hypothesize and find a decline in the positive effect of child support between 1984 and 1988 that exceeds any earlier decline. Instrumental variables estimates provide additional evidence consistent with the idea that child support serves as an indicator of unobservable characteristics of noncustodial fathers who pay support. 相似文献

Employment protection systems are widely believed to generate distortions in firms' hiring and firing decisions. However, much less is known about the impact of these regulations on workers' behavior. In this paper we provide evidence on the latter question using data from a large Italian bank. Our analysis is based on weekly observations for 545 men and 313 females hired as white‐collar workers between January 1993 and February 1995. These workers begin to be protected against firing only after the 12th week of tenure, and we observe them for one year. We show that—particularly for men—the number of days of absence per week increases significantly once employment protection is granted at the end of probation. This suggests that the provision of employment protection causes the increase in absenteeism. Alternative explanations based on career concerns or on learning about social norms would predict a smooth relationship between absenteeism and tenure instead of the observed discrete jump. The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes. 相似文献

The financialization of food and agricultural land has been a critical driver of the “land-grabbing” phenomenon in the post 2007–2008 period: the potential for land to be both a productive and financial asset has driven interest in long-term land rentals and sales. Scholars and activists have highlighted the negative effects of these trends for rural populations. International institutions have promoted the recognition of land rights as a means to secure land from seizure, ensure equal participation in land acquisitions, and enable low-income populations, including women, to access credit. At the same time, activists are promoting collective land rights, customary modes of land tenure and the rights of Indigenous peoples. For activists, land reform models that promote the collective rights of peoples to govern land are critical to resisting individualized land ownership models that encourage the alienation of land. This article reviews these rights-based frameworks using a critical feminist perspective and argues that both the institutionalist and activist approaches require more nuanced understandings of gender and difference in order to effect gender-equitable change. This article concludes by mapping new feminist research directions that consider land and resources within the context of local–global processes, the global economy, intersectionality and global rights-based discourses. 相似文献

Access to social services is a multifaceted and multifactorial process, involving social policy lines, services organization, and professional front line practices. It appears to have a crucial role in how personal social services work: depending on the way the process is handled, access to social services could provide a bridge to an inclusive and solidarizing community or worsen discrimination and marginalization. Many underline how studying the actual encounters between citizens and practitioners can provide a privileged site to highlight the interconnections between the abovementioned factors. This is the focus of our research that explored access in a specific Italian region using a case study strategy. After a pilot study, the main points of access to social services were identified, and three units were selected as best examples of different approaches. The three units were explored using mainly qualitative methods inspired by ethnography. We were able to gain in depth understanding of three cultural approaches to access, defined as the “ethical duty,” the “good organization,” and the “professional approach” and reach an in‐depth understanding of their impact on access. There is a vast literature on the power of street‐level bureaucrats, seen as similar to gatekeepers. However, our research suggests that specific organizational cultures also play an important part: different organizational cultures may impact the implementation of local social policy, the organizational procedures, and social workers' practices. 相似文献
