This discussion paper will examine the lessons from the Munro Review relevant for looked after children. Although the Munro Review focuses on child protection, we will argue that some of its key principles have relevance for understanding looked after childhoods. The Munro Review provides an analysis of the current state of the child protection system, challenging bureaucratised practice and arguing for a reclaiming of professional social work identity, knowledge and understanding. There are three key principles of the Munro Review that this paper will focus upon. The first two are the recognition that risk cannot be eradicated and the bureaucratisation of practice is an inadequate response to the demand for public accountability. The third principle is that ethical integrity lies at the heart of services for children in public care. The key message of this paper is that a Munro approach can transform looked after childhoods. However, the current ‘child protection’ model of social work in England may prevent this shift in social work practice. 相似文献
In this article, we highlight some interesting facts about Bayesian variable selection methods for linear regression models in settings where the design matrix exhibits strong collinearity. We first demonstrate via real data analysis and simulation studies that summaries of the posterior distribution based on marginal and joint distributions may give conflicting results for assessing the importance of strongly correlated covariates. The natural question is which one should be used in practice. The simulation studies suggest that posterior inclusion probabilities and Bayes factors that evaluate the importance of correlated covariates jointly are more appropriate, and some priors may be more adversely affected in such a setting. To obtain a better understanding behind the phenomenon, we study some toy examples with Zellner’s g-prior. The results show that strong collinearity may lead to a multimodal posterior distribution over models, in which joint summaries are more appropriate than marginal summaries. Thus, we recommend a routine examination of the correlation matrix and calculation of the joint inclusion probabilities for correlated covariates, in addition to marginal inclusion probabilities, for assessing the importance of covariates in Bayesian variable selection. 相似文献
The increasing environmental challenges associated with the Global South is potentially associated with the socioeconomic changes amid potential institutional deficiencies such as the weak or inefficient environmental regulation. Thus, this twenty-first century challenge has increasingly necessitated more climate action from the Global South as championed by the developed economies. On this note, examines the environmental aspects of law and order (LO) vis-à-vis legal system and socioeconomic (SE) indexes of the Political Risk Services for a panel of 80 selected Global South countries over the period 1984–2014. Additionally, by employing the economic growth vis-à-vis the Gross Domestic Product per capita (GDPC) as additional explanatory variable, the study employs the more recent experimental techniques of Mean Group Estimator (MG), the Augmented Mean Group Estimator (AMG) and the Common Correlated Effects Mean Group (CCEMG). Importantly, with the more efficient CCEMG, the study found that the strength of the legal system in the Global South (although not statistically significant) is a crucial factor to mitigated carbon emission in the panel countries. However, the study found that an improved socioeconomic condition and economic expansion is detrimental to the Global South’s environmental quality. Furthermore, the Granger causality result implied that each of LO, SE and GDPC exhibits a feedback relationship with carbon emissions. Hence, the study suggests the need for a stronger implementation of environmental regulations through a revitalized legal system and some concerted socioeconomic policies that address poverty and unemployment among other factors.
AbstractIn February 1946, the 20,000 sailors of the Royal Indian Navy, the colonial navy of the Government of India, mutinied. Having a number of grievances, from colonial rule of India, inefficient demobilisation procedures and ill treatment from superior officers, sailors on ships and shore establishments across the Indian Ocean took part in the mutiny, which represented the largest time a military force had disobeyed British Rule since the Mutiny of 1857. This paper examines the ways in which the geographies and mobilities of naval service shaped the political lives of the sailors in the RIN. On the one hand, both military (naval) and colonial forms of discipline worked through the spaces of the ship to attempt to control and order sailors’ lives. On the other, the mobile nature of life at sea, travelling from place to place and encountering colonial difference within the RIN, opened the door to different political ideas to influencing the sailors. At the same time, far from being a disconnected space, separate from the land, the naval ship combined with sailors’ land-based connections allowed them to contest and rework ‘landed’ political activity from the sea. 相似文献
Calls for greater leadership on the issue of Aboriginal reconciliation are often vague about what they actually mean by ‘leadership’. The most appropriate lens through which to regard leadership on the issue of reconciliation is not the usual notion of leadership‐as‐influence, but instead the theory of ‘adaptive leadership ’, developed by Harvard professor Ronald Heifetz. Applying these ideas to the problems of Aboriginal reconciliation, 1 propose four principles that might promote progress on this difficult and complex issue. 相似文献
This paper draws on the author's experience of undertaking play therapy with the brothers of sexually abused children. It illustrates the range of difficulties that such boys may face and identifies implications for professional practice. Difficulties are understood as arising from the struggle to develop a coherent narrative about the abuse, often in the face of incomplete or contested information. The outcome is influenced by the nature of the child's attachment relationships with his non‐abusing parents or carers, his abused sibling and with the abuser himself. This struggle for a coherent narrative about the sexual abuse can have a significant impact on the development of a sense of masculine identity, particularly when the abuser is the boy's own father and/or the abused child is male. In the context of increasing professional awareness of the need to support siblings of sexually abused children it is argued that there should be a specific focus on gender and identity issues for boys. 相似文献
Objective. This research examines the migration behavior of the elderly, recognizing that the older and younger elderly may make different decisions and have different consequences for the states in which they live. Methods. Using U.S. Census migration flow data, we describe the movements of the younger and older elderly. Our econometric analysis brings together the wisdom of elderly migration research that focuses on motives (amenity vs. return/assistance) and the Tiebout‐related research that considers the effects of policy. Results. We find that all elderly age groups avoid moving to states with high estate/inheritance/gift taxes, although the effect weakens with age. Likewise, the younger elderly appear to be “shopping around” for destinations with a temperate climate and favorable government policies regarding income taxes and welfare spending, whereas the older elderly are more likely to be “driven out” of their origin state by a high cost of living and income and property taxes. Conclusions. Our findings suggest that both the patterns of migration and the factors that affect migration decisions differ between the younger and older elderly. 相似文献
