This paper presents an analytical evaluation of the initial entry qualifications, induction and in‐service requirements of education welfare officers (EWO)/education social workers (ESW) in Wales. These data were obtained from a sponsored research project funded by the Welsh Assembly Government conducted on a pan‐Wales basis. The findings indicate that only five local education authorities (LEAs) in Wales presently require social work qualifications for entry to the service. A majority of staff in the remaining LEAs tend to hold low level qualifications. Whilst induction practices vary between LEAs, better and improved practice is beginning to emerge. Similarly, the in‐service needs of ESW/EWS staff are not normally analysed systematically. Therefore, a variety of different approaches are used within LEAs to meet the in‐service needs of education welfare/social work staff. Some examples of good practice are postulated. Recommendations to improve the induction, initial training and in‐service requirements of staff in Wales are made alongside the need for further research. 相似文献

Abstract We examine ethnic differences in objective and perceived economic well‐being in rural Guatemala. The evidence shows that long‐standing ethnic differentials in objective indicators of household economic well‐being actually widened between 1988 and 1995, a period characterized by rapid economic growth rates. We examine the effects of a major determinant of household economic well‐being in rural Guatemala, educational attainment, in accounting for ethnic and language differentials in household consumption. Our results show that returns to education appear to be substantially lower for indigenous households, especially indigenous households where the head of household does not speak Spanish. Ethnic differentials in perceived economic well‐being do not strictly parallel differences in objective indicators of well‐being. Indigenous women with any education are more likely to report relative economic deprivation than are non‐indigenous women, or ladinas, controlling for objective measures of household wealth. 相似文献

Through a four-pronged methodology which includes textual analyses of the films, film reviews, and interviews with Rosie Perez as well as possible spectatorship positions to Rosie Perez films, the author examines the construction of Latinas in Hollywood film, especially in regard to traditional ethnic stereotypes. In addition, the author ventures into an understudied area of scholarship—namely the consideration of active audience and Latinas/Latinos. This combined methodology which examines both representation and interpretations—that is the production of meaning both at the sending and reception of popular culture—allows for a complicated reading of what Rosie Perez might mean to different segments of the audience. 相似文献

Sweden is widely believed to have an exceptionally low incidenceof child maltreatment deaths. Since Sweden is also the firstcountry to have outlawed all forms of corporal punishment, proponentsof a total ban on corporal punishment, in the UK and elsewhere,haveargued that this demonstrates that such a ban prevents fatalchild abuse. While not taking sides on the corporal punishmentissue, this paper demonstrates that the argument is misleadingon several counts. The available evidence suggests that Swedenhas a low, though not uniquely low, incidence of child maltreatmentdeaths. Widely cited statistics suggesting that Sweden is inan entirely different league from other countries are, however,seriously misleading. Nor does the evidence really allow usto conclude that Swedens relative success in this areais attributable to the ban on corporal punishment. Other countrieswithout a corporal punishment ban also have low or lower childmaltreatment death rates; the figures that are commonly citedin any case pre-date Swedens corporal punishment banand there are a number of other important variables, other thana ban on corporal punishment, that could account for internationalvariations. The article concludes with some thoughts about theselective use of evidence in debates of this kind. 相似文献

Evidence from focus group discussions with social workers in child care and child protection was collected for a research project exploring decision‐making in care proceedings and seeking a better understanding of the causes of delay in the process. Here this material is used to examine social workers' feelings about their work and to explore the anxieties they expressed. Isabel Menzies's work on containing anxiety in institutions is used to provide a conceptual framework for thinking about the ways in which individuals' unconscious defences against anxiety may affect the structure, policies and practices of the organization in which they work. It is suggested that this dimension needs to be taken into account in understanding difficulties which arise in putting policy into practice. 相似文献

In this article, Bridget McKeigueand Chris Beckett demonstrate that, in both respects, the Acthas not only failed to deliver, but has been followed by rapidchange in the opposite direction to the one hoped for. However,many commentators, both within and outside of government, continueto speak of the Act as if it had been a success. The articleconsiders a series of characteristic rhetorical manoeuvres,which seem to allow the Acts failings to be passed overin much of this discourse. Thequestion of the relationship between language and reality thathas been raised by postmodernist theory is considered, but itis argued that it remains sensible to see language as areflection of reality, however partial. Drawing on ideasabout metaphor from other disciplines, it is suggested thatby identifying the sources of metaphors used in spoken languageit is possible to gain insights into underlying mental concepts.Metaphors in the language of social work are found to come fromseveral sources, including medicine, business and industry,but attention is drawn here in particular to terms with militaryconnotations, implying underlying conceptual metaphors thatequate social work with war.
