Public sector employees with responsibility for purchasing are under increasing pressure to implement small and medium enterprise (SME)-friendly policies. Such policies are intended to make it easier for SMEs to compete for and win public sector contracts. In spite of the socio-economic importance of this issue, there remains a dearth of evidence on what is happening in practice. Using primary survey data from 271 public buyers in Ireland, this paper examines the extent to which SME-friendly procurement policy is being implemented and the individual and organization factors that affect implementation. The findings reveal a gap between what government policy recommends public buyers and their organizations should do to facilitate SMEs versus what they are actually doing. Policy familiarity, procurement involvement, organization size and the maturity of the procurement function are shown to be positively associated with the implementation of SME-friendly policy. For managers and legislators, the findings underline the need to invest in the human capital dimension of public procurement if policy implementation rates are to improve. 相似文献

Understanding rural resident support for various forms of natural resource-related economic development has been a common research topic in rural sociology. However, the vast majority of research has only evaluated support for one form of natural resource use at a time. The little research that has explored support for a wide variety of uses has found that residents are likely to support many of the suggested forms of development. We assessed rural resident support for seven forms of natural resource development: commercial logging, natural gas, mining, real estate, wind energy, tourism, and outdoor recreation. Using social exchange theory, this study examines the influence of perceived impacts of development, industry trust, and perceived industry power on general support for the seven forms of natural resource-related economic development using a fixed effects generalized linear model among a sample of residents of rural Pennsylvania communities. Additionally, we use mixed logit discreet choice modeling to evaluate the drivers of relative support, meaning a stated preference for one form of development over other possible options. The drivers of general support and relative support were similar, with trust in industry and impacts to quality of life emerging as the primary drivers of both. 相似文献

Believing action to reduce the risks of climate change is both possible (self‐efficacy) and effective (response efficacy) is essential to motivate and sustain risk mitigation efforts, according to current risk communication theory. Although the public recognizes the dangers of climate change, and is deluged with lists of possible mitigative actions, little is known about public efficacy beliefs in the context of climate change. Prior efficacy studies rely on conflicting constructs and measures of efficacy, and links between efficacy and risk management actions are muddled. As a result, much remains to learn about how laypersons think about the ease and effectiveness of potential mitigative actions. To bring clarity and inform risk communication and management efforts, we investigate how people think about efficacy in the context of climate change risk management by analyzing unprompted and prompted beliefs from two national surveys (N = 405, N = 1,820). In general, respondents distinguish little between effective and ineffective climate strategies. While many respondents appreciate that reducing fossil fuel use is an effective risk mitigation strategy, overall assessments reflect persistent misconceptions about climate change causes, and uncertainties about the effectiveness of risk mitigation strategies. Our findings suggest targeting climate change risk communication and management strategies to (1) address gaps in people's existing mental models of climate action, (2) leverage existing public understanding of both potentially effective mitigation strategies and the collective action dilemma at the heart of climate change action, and (3) take into account ideologically driven reactions to behavior change and government action framed as climate action. 相似文献

This paper addresses the question of bankruptcy and honesty in local contexts, and especially the problem of the bankrupt small businessman in conveying ‘honesty’ to the local community. Studying bankrupt entrepreneurs, the analysis explores a tacit dialogue between the failed businessmen and the small town communities where they live and work. The bankrupts respond to their seemingly mistrustful surroundings by demonstrating their respect for the dividing line between two social categories of money: ‘company money’ and ‘family money’. This discursive resource expresses business ethics and respectability, both essential for the bankrupt entrepreneur to start another business in the local community. The empirical material in the study consists of interviews with 22 businessmen who had created small businesses and experienced at least one bankruptcy, half of them in small towns. The entrepreneurs were found through court records and word of mouth. Interviews were conducted by the author and by graduate students from the Department of Sociology in Lund. Peer interaction is an important component of children's social repertoires that is associated with a variety of developmental outcomes and life skills. The present study provides an in‐depth study of early dyadic peer behaviors during the infancy period, during which social competence with peers is first being developed. Results from variable‐centered analyses highlight the effectiveness of behaviors, such as offering objects to peers, and point to the importance of the social context set by a peer's prior social behavior and processes for eliciting peer responses. Findings from person‐centered analyses reveal marked individual differences in the processes through which infants are successful in eliciting responses from their peers, illustrating the presence of multiple pathways to achieving social competence with peers. 相似文献
