Current uprisings in the Middle East suggest a need for reform in US foreign policy, based in economic liberalism, to the exclusion of the needs of ordinary people. From the end of World War I to the present, the US has shaped a political economy in the Middle East, based on empowerment of patricians and oligarchies to develop a competitive edge over oil and oil-related industries. The geopolitics of US intervention has been based on forming binary categories of ‘allies’ and ‘foes’, to justify economic and political alliances, regardless of the histories behind the disenchantment of US presence in the Middle East. This has generated social conflict where people no longer seem to want to support the authoritarian regions which have allied with the US. These uprisings are a desperate call for democracy to end elitism, cronyism, and corruption—a reminder of the need to rethink inconsistent agendas and clandestine interventions which have destabilized the region for almost a century. Los levantamientos actuales en el Medio Oriente sugieren una necesidad de reformar la política exterior de los E.E.U.U., en base al liberalismo económico, a la exclusión de las necesidades de la gente ordinaria. Desde el fin de la primera guerra mundial al presente, los E.E.U.U. han dado forma a una economía política en el Medio Oriente, en base al liberalismo económico, a la exclusión de las necesidades de la gente ordinaria. Desde el final de la primera guerra mundial a la actualidad, los E.E.U.U. han configurado una economía política en el Medio Oriente, basada en el empoderamiento de los patricios y las oligarquías para desarrollar una ventaja sobre la competencia en el petróleo e industrias relacionadas. La geopolítica de la intervención estadounidense se ha basado en la formación de categorías binarias de “aliados” y “enemigos”, para justificar alianzas económicas y políticas, no obstante las historias detrás del desencanto de la presencia de los E.E.U.U. en el Medio Oriente. Esto ha generado un conflicto social, en donde la gente ya no parece que quiera apoyar los regímenes autoritarios que se han aliado con los E.E.U.U. Members of an HIV-prevention research network were asked to describe ethical challenges faced in their work. Major themes included acceptable standards of care for participants, defining research of relevance to host countries, reducing risks related to stigma, designing research that meets local needs without contributing to an inadequate status quo, and ensuring informed consent for complex research with potentially vulnerable participants. The challenges are interrelated and highlight the need for innovative, practical strategies to be incorporated into the planning, design, and conduct of HIV prevention trials. Research in applied ethics to support decision-making about HIV prevention research is needed, along with ethics training, mechanisms to support community-wide benefit from research, and expanded dialog on the ethics surrounding HIV prevention and public health research. 相似文献

“Explain or change” was a key term that came into currency in the UK from 2016 onwards to put the onus on public institutions to account for disparities in outcomes on the basis of class, gender, and ethnicity in the main. One of the most prominent outcomes of this policy initiative was the government Race Disparity Audit. This article aims to go behind the headline figures to understand what it means to either “explain” or “change” figures and policies around race/ethnicity in particular. It outlines the findings of a survey and some interviews with staff working in the NHS in London and in universities in England. The findings point to difficulties with the quality of data generated by these organisations, as well as the uses of data. Practitioners feel that data is incomplete and do not provide the routes to policy measures that will make a clear difference to outcomes. At the same time, there is a feeling there is a lack of will to use data to either explain or change their organisation's response to race inequality. Thus, this article concludes that the use of ethnicity data remains the main concern for many participants in this study. 相似文献

This paper aims to analyse and understand the models of policy implementation in Indonesian state universities during the ongoing process of market-driven reforms and how academics respond to these models. The research undertaken was in the form of qualitative study using semi-structured interviews as instruments to collect data. Interviews were conducted with 30 academics in three state universities in Indonesia. The research demonstrated that policy implementation in Indonesian state universities takes largely a dialectical form which takes place both at macro and micro levels, suggesting a blended application of top-down and bottom-up approaches. The results of this study also confirmed that the interaction between policy and local systems plays an important role for the successful implementation of the policy. Indonesian academics perceived that each of these models has its strength and weaknesses particularly in relation to the aspect of collegiality. It is anticipated that the study will both contribute to a better understanding of the dynamics between governments as policy makers and academics as street level bureaucrats in the implementation of a policy, and offer guidance for policy makers in the formulation and enactment of relevant policies in higher education sectors both in Indonesia and other contexts implementing policy implementation. 相似文献

This paper reports on the factors that contribute to the adoption rate of e-journal publishing based upon responses from 82 Malaysian journal publishers. Drawing upon the theory of innovation diffusion, the study examines the role of awareness, three organization variables (publication size, age of the journal, and experience of editors), and attributes of e-journals (relative advantage, compatibility, complexity, trialability and observability) as influences to the rate of e-journal publishing adoption. Findings show that only two attributes—complexity and trialability—emerge as significant contributors to e-journal adoption rates, and all three organization variables—journal's age, publication size, and editorial experience—are significant. Collectively, these five significant variables explained 57.8% of the variance in adoption rate. We discuss the results and implication of the findings with respect to the wider context of e-journal publishing. 相似文献

In this paper, we consider a linear mixed model with measurement errors in fixed effects. We find the corrected score function estimators for the variance components. An iterative algorithm is proposed for estimating the parameters. The computations on each iteration of this algorithm are those associated with computing estimates of fixed and random effects for given values of the variance components. We also derive the consistency of the estimators under regularity conditions. The simulation study shows that for relatively small sample size the corrected estimators perform very well. Because Islamic banks are prohibited from entering into transactions based on riba (interest), they mobilise funds mainly on the basis of the mudaraba (profit-sharing) form of contract. Thus, in the place of interest-bearing customer deposits, Islamic banks offer investment accounts the return on which depends on the return on the pool of assets in which the customers' funds are invested by the bank. In contrast to conventional deposits, such investment accounts therefore yield a variable periodic return which may be negative (a loss). Islamic investment accounts are thus a form of limited-duration equity investment.This type of investment account raises a set of issues concerning the contractual relations between the bank and the holders of such investment accounts. These issues may be addressed from the perspectives of both Agency Theory (principal-agent and principal-principal relations) and Transaction Cost Economics (contractual forms and governance structures), and it is the purpose of this paper to do so. In particular, we focus on governance issues such as the monitoring possibilities which may or may not be contractually available to investment account holders. We conclude that, under present contractual arrangements, investment account holders depend unduly upon 'vicarious' monitoring by or on behalf of shareholders, a situation aggravated by current shortcomings in financial reporting and limitations of the scope of external auditing. The latter have implications for accounting regulation as applied to Islamic banks. The paper concludes with some suggestions as to how this situation could be ameliorated. 相似文献

Subjective risk perceptions give rise to unique policy implications as they reflect both the expectation of risk exposure and the ability to mitigate or cope with the adverse impacts. Based on data collected from semistructured interviews and iterative ranking exercises with 159 households in the Altay and Tianshan Mountains of Xinjiang, China, this study investigates and explains the risks with respect to a seriously understudied population and location. Using both geostatistical and econometric methods, we show that although fear of environmental crisis is prevalent among our respondents, recently implemented pastoral conservation, sedentarization, and development projects are more likely to be ranked as the top concerns among affected households. In order to reduce these concerns, future pastoral policy must be built on the livestock economy, and intervention priority should be given to the geographic areas identified as risk hot spots. In cases where pastoralists have to give up their pastures, the transition to other comparable livelihood strategies must be enabled by creating new opportunities and training pastoralists to acquire the needed skills. 相似文献
