A nation’s population is redistributed through migration flows and counterflows between its constituent subnational areas, resulting in a geographical pattern of net migration gains or losses which may change from one time period to another. Migration effectiveness is the indicator commonly used to measure net migration as a proportion of gross migration turnover for any territorial unit. This paper explores the effect of net migration in two different countries, Australia and the United Kingdom, using measures of migration effectiveness computed from period-age migration data sets for a system of city regions assembled for four consecutive five-year periods in each country. While the evidence suggests that the overall effectiveness of net migration has declined over the 20-year period in both countries, marked similarities and contrasts are apparent in the spatial patterning of migration that together provide useful analytical insights into the changing space economies of the two countries.  相似文献

Despite our pretensions to science, modern industrial society is as myth-bound and mystical as any that has preceded it. Our prevailing cultural myth includes a dangerous vision of global sustainability and poverty reduction centered on unlimited economic expansion, free trade and technological fixes. This paper dissects the modern myth, exposing its conceptual flaws and practical failings. It then proposes an alternative conceptual framework for development derived from ecological economics and ecological footprint analysis. The new framework recognizes that the human enterprise is a subsystem of the ecosphere whose growth is constrained by biophysical limits. If humanity is to seize control of its destiny it must arise above wishful thinking and tribal instinct. Global society needs a new cultural myth rooted in humanity's unique claim to intelligence and self-awareness in the face of danger. Human security depends on equitable development—not growth—within the means of nature. Sustainability with social justice can be achieved only through an unprecedented level of international cooperation rooted in a sense of compassion for both other peoples and other species.  相似文献

Competence approaches are among the techniques that claim to measure the behaviour, skills, knowledge and understanding crucial to effective managerial performance. It is claimed that competence approaches empower and develop managers while enabling them to meet organizational objectives. Since the bases for the techniques are avowedly scientific, they are said to provide organizations with a gender neutral form of assessment. In this paper we construct a theoretical framework in terms of which these claims can be analysed and assessed. Using this framework, we examine the competence approach as it has been implemented in six organizations in relation to the claim to objectivity.  相似文献

Fifty-two families with mentally handicapped children under five describe their confusing experiences with a variety of professionals and officials. Such confusion can be explained partly by the reluctance of different agencies and government departments to co-operate with one another and by the dominance of the medical profession in services for the handicapped. But the main cause of the chaotic health and welfare arrangements lies in politicians' indifference, as expressed by their apparent free-for-all, private-market attitudes to the planning of services.  相似文献

There has been some confusion among women and health professionals about the management of osteoporosis since the publication of the Women's Health Initiative and Million Women studies. This guidance regarding estrogen-based and non-estrogen-based treatments for osteoporosis responds to the controversies about the benefits and risks of individual agents. ABSTRACT

While the link between leadership and follower well-being is well established, less is known about the relation between leaders’ leadership behaviour and their own well-being. Particularly, a systematic integration of existing studies is missing. Based on an integrated framework summarising major theories on the leader well-being–leadership link, we quantitatively synthesised findings on the relations between different leadership behaviours and leader well-being indicators. The meta-analytical results (95 effect sizes; N?=?12,617) confirmed significant relationships of constructive and destructive leadership with leader well-being in the expected directions. Relative weight analyses on the constructive leadership behaviours showed that change-oriented and relational-oriented leadership (e.g. transformational, participative) accounted for more variance in leader well-being than task-oriented leadership (e.g. transactional). Regarding destructive leadership, active destructive leadership (e.g. abusive supervision) showed stronger negative associations with leader well-being than passive leadership (e.g. laissez-faire). Based on our integrated framework, we proposed and found support for divergent patterns of associations for different forms of well-being (positive vs. negative, short-term vs. long-term, job-related vs. general). Our study demonstrates a considerable linkage between leader well-being and leadership, supporting the adoption of leadership development programmes and organisational health interventions for leaders given their impact on employees, teams and organisations.  相似文献

International crises generate uncoupling between multinational enterprises (MNEs) and the institutional environment. In these settings, industry associations of MNEs have an incentive to engage in institutional change by taking a role as institutional entrepreneurs in order to generate change within the existing, unsuitable institutions. However, MNEs can also try to avoid such institutions or try to adapt to them. Because the antecedents and outcomes of these three forms of engagement in institutional change (institutional avoidance, adaptation, and entrepreneurship) have been scarcely studied in Europe, this reflection examines the case of Spain during the international crisis and analyses the coordinated action of MNEs through their associations in seven industries. The discussion of 30 pieces of evidence regarding the engagement in institutional change in Spain suggests a model that proposes relevant antecedents of different forms of engagement and the expected outcomes resulting from the chosen forms, among them: co-evolution and co-involution.  相似文献

While many IT security incidents result in relatively minor operational disruptions or minimal recovery costs, occasionally high-impact security breaches can have catastrophic effects on the firm. Unfortunately, measuring security risk and planning for countermeasures or mitigation is a difficult task. Past research has suggested risk metrics which may be beneficial in understanding and planning for security incidents, but most of these metrics are aimed at identifying expected overall loss and do not directly address the identification of, or planning for, sparse events which might result in high-impact loss. The use of an upper percentile value or some other worst-case measure has been widely discussed in the literature as a means of stochastic optimization, but has not been applied to this decision domain. A key requirement in security planning for any threat scenario, expected or otherwise, is the ability to choose countermeasures optimally with regard to tradeoffs between countermeasure cost and remaining risk. Most of the planning models in the literature are qualitative, and none that we are aware of allow for the optimal determination of these tradeoffs. Therefore, we develop a model for optimally choosing countermeasures to block or mitigate security attacks in the presence of a given threat level profile. We utilize this model to examine scenarios under both expected threat levels and worst-case levels, and develop budget-dependent risk curves. These curves demonstrate the tradeoffs which occur if decision makers divert budgets away from planning for ordinary risk in an effort to mitigate the effects of potential high-impact outcomes.  相似文献

Scholars have been examining multiple facets of the experiences of employed mothers for decades. However, much of this scholarship has focused on the examination of specific variables that may have an influence on their lives. In this article I seek to review much of this research and explore it through the framework of a temporal multifaceted adaptation approach. This framework addresses the specific phases that comprise the professional or semiprofessional employed mother's adaptation to her home and work environments. Thus, this approach organizes employed mothers’ experiences in terms of the antecedent, process, and outcome phases of their adaptation to their lives as employed mothers. Organizing and examining the research in this way enables a more comprehensive understanding of how the experience of employed mothers evolves over time, as well as the factors that both hinder and help them as they adjust to challenges associated with their role.  相似文献
