A Child and Adolescent Mental Health Day Program Working at the Edge of Chaos: What Complexity Science May Tell Us About Team,Family and Group Systems

The purpose of this article was to explore the potential application of the science of complexity to aspects of team, family and group systems. A child and adolescent mental health Day Program as a tightly knit multidisciplinary team closely interacting with family systems, provides an opportunity to illustrate concepts of this general scientific framework and offer potentially unique insights. In particular, the relevance of diversity and interconnectivity between parts of a system are highlighted. Ideas explored include team functioning, how change occurs in families and new ways of looking at groups. Furthermore, complexity provides support for intensive multisystemic interventions such as the Day Program to assist families with severe and chronic child mental health issues.

The theme of one of the plenary sessions held at the 1998 annual meeting of the Society for Risk Analysis, 'Assessing and Managing Risks in a Democratic Society,' was chosen to reflect the current debate about the best ways to integrate social, political, economic, and technical issues into fair risk management decisions. In the papers presented here, the three plenary speakers provide their perspectives on how environmental risk management decision making is—or should be—informed by democratic processes.

‘No Power on Earth can Remove his Liability’: Emperor Haile Selassie and the Foreign Office,a Documentary Essay

Using the newly released unregistered files of the Foreign Office Permanent Under Secretary's Department (PUSD) Macklin's documentary article examines an interesting, if somewhat arcane, ‘missing dimension’ in the history of Abyssinian Emperor Ras Tafari Makonnen, more commonly known as Haile Selassie, and his covert financial relationship with the British government following his exile to Britain in 1936 after the conquest of his country by Mussolini's Fascists, until his return in 1941. By examining how the Foreign Office employed covert politics in order to obviate disruption to its ‘official’ diplomatic strategy Macklin examines how the British government set about ‘neutralising’ the Emperor's diplomatically awkward presence in England in their pursuit of rapprochement with Mussolini through which to drive a wedge between Fascist Italy and Nazi Germany.     

Situational Crime Prevention and Its Discontents: Rational Choice and Harm Reduction versus 'Cultural Criminology'

In this journal, in 2007, Keith Hayward criticized situational crime prevention (SCP) and rational choice. The main thesis was that SCP cannot tackle expressive crimes of anger, hostility and excitement. The secondary thesis was that this was because the rational choice perspective cannot account for intangible aspects of offender decision-making. Hayward's cultural criminology was offered as better explaining expressive and other crimes. The present article suggests fundamental issues may have been overlooked. Some of the many ways SCP applies to expressive and irrational crimes, and how readily they fit into the choice framework, are outlined, and a preliminary critique of Hayward's cultural criminology is offered.     

The SDR Aid Link: It's Now or Never

The international community, in the form of the United Nations and, more recently, the G20, has committed itself to the Millennium Development Goals. The global financial crisis of 2008/9 served to increase the economic problems faced by low‐income countries, making it much less likely that the goals will be attained. At the same time, the decision has been made to reactivate the SDR scheme by making a new allocation of SDRs in order to create additional international liquidity. This article explores the idea of linking SDR creation with the provision of development assistance. Although the idea of a link is not original, contemporary global economic and political circumstances may generate an environment particularly conducive to the acceptance of the proposal.     

Strategies for Implementing a Tobacco-Free Campus Policy

Abstract

This report examines the rationale for creating a tobacco-free campus to utilize in passing antitobacco policies, and recommendations for overcoming barriers. As with any type of advocacy effort, a variety of impediments exist, including lack of administrative and staff support, absence of student involvement, and sparse resources. A variety of potential remedies and advocacy opportunities are explored and delineated.     

Cash payments in context: (self-)regulation in the new social relations of assistance

Cash payments to meet social care needs offer the possibility for the direct employment of personal assistants using public funds. Empirical work internationally has identified the benefits of cash payments. However, there has been less interest in the relationships between employers and their employees. This article offers some reflections upon the employment relationship from the perspectives of employers who have learning difficulties and their personal assistants. The study involved eight employers, their supporters and their personal assistants in an English city. A grounded theory approach was utilised and interviews were analysed using a framework approach. This article argues that the relational aspects of direct employment arrangements have not been adequately considered in academic literature and the policy framework. These insights can add to debates around how social care support mechanisms can offer responsive assistance whilst questioning the assumed ‘empowering’ effect of an unregulated market.
