Championing the interface between mental health and child protection: evaluation of a service initiative to improve joint working in northern Ireland

The importance of establishing effective inter‐agency working between adult mental health services and child care services in order to safeguard children has been repeatedly identified by research, policy, inquiries and inspection reports. This article reports on the evaluation of an initiative in one health and social care trust in Northern Ireland that aimed to facilitate joint working and so improve service provision and protection for children and families. The Champions Initiative involved identifying a Champion in each multidisciplinary community mental health team and in each family and child care team that would have responsibility for providing information, promoting joint working and identifying any obstacles to better cooperation. The evaluation of this Initiative assessed levels of experience, training, confidence, understanding and awareness in the Champions and their team members at baseline. The Champions and their Team Leaders were then followed up after six months to obtain their qualitative views of the impact of the initiative. The results include comparisons between mental health and child care staff, and crucially, views about whether the initiative has had any impact on working together. This study also generated recommendations for further service development in this complex and important area of practice. Copyright © 2010 John Wiley & Sons, Ltd.

SELECTING PARAMETERS FOR SHORT-TERM FORECASTING TECHNIQUES

The objective of this paper is to discover which of three forecasting modes used to select parameters for four short-term forecasting techniques minimizes errors. The study also examines whether the amount of historical data used to find parameters contributes to forecasting success. The results show the traditional one-ahead search routine works well in some, but not all, forecasting situations. Also, forecasting errors appear to decline when more historical data are included in the parameter search.

Alternative Methods for Computing the Sensitivity of Complex Surveillance Systems

Stochastic scenario trees are a new and popular method by which surveillance systems can be analyzed to demonstrate freedom from pests and disease. For multiple component systems—such as a combination of a serological survey and systematically collected observations—it can be difficult to represent the complete system in a tree because many branches are required to represent complex conditional relationships. Here we show that many of the branches of some scenario trees have identical outcomes and are therefore redundant. We demonstrate how to prune branches and derive compact representations of scenario trees using matrix algebra and Bayesian belief networks. The Bayesian network representation is particularly useful for calculation and exposition. It therefore provides a firm basis for arguing disease freedom in international forums.     

Causes of Disaster: Sloppy Management

The loss of control associated with accidents and disasters can have severe negative consequences for the organizations involved. Some disasters are caused by inadequacies of management, or by unprofessional behaviour but others arise when disaster preconditions are generated as a result of the normal functioning of larger managerial and technical systems. During the incubation period preceding a major incident, therefore, two levels of correction need to be considered to avoid disasters. ‘Sloppy management’ of various kinds can be tackled by establishing, strengthening and asserting appropriate forms of management control. The system properties which constitute disaster preconditions are less immediately accessible to management control. At both levels managers in pursuit of high reliability should expect to have to make a range of trade-offs.     

The Internet's impact on policy evaluation: information compression and credibility

As with all media, the Internet structures and frames information, rewarding some information search and decision behaviors while punishing others and, thereby, strongly influences evaluation research results and possibilities. Now that the Internet is for many evaluators the information medium of choice, the impacts of the medium on evaluation deserve careful attention. The objective of this article is to lay groundwork for a theory of the impact of the Internet on evaluation and policy analysis. Questions addressed include the following: (a) What is the impact of the Internet on the evaluator's professional role, work norms, and work habits? (b) Does the use of the Internet affect who is an evaluator or the meaning of professional evaluation? and (c) How does evaluation via Internet affect the technical quality and credibility of evaluation? A key thesis is that the Internet compresses information in the sense that it is not always easy to distinguish among information resources and, especially, the authority of the information provider and the nature of the knowledge warrant. On one hand, the Internet's information compression seems to hold potential for the democratization of evaluation. On the other hand, the diminished ability to make quality distinctions about evaluation-relevant information may undercut the legitimacy of evaluation.
