Summary.  Statistical agencies make changes to the data collection methodology of their surveys to improve the quality of the data collected or to improve the efficiency with which they are collected. For reasons of cost it may not be possible to estimate the effect of such a change on survey estimates or response rates reliably, without conducting an experiment that is embedded in the survey which involves enumerating some respondents by using the new method and some under the existing method. Embedded experiments are often designed for repeated and overlapping surveys; however, previous methods use sample data from only one occasion. The paper focuses on estimating the effect of a methodological change on estimates in the case of repeated surveys with overlapping samples from several occasions. Efficient design of an embedded experiment that covers more than one time point is also mentioned. All inference is unbiased over an assumed measurement model, the experimental design and the complex sample design. Other benefits of the approach proposed include the following: it exploits the correlation between the samples on each occasion to improve estimates of treatment effects; treatment effects are allowed to vary over time; it is robust against incorrectly rejecting the null hypothesis of no treatment effect; it allows a wide set of alternative experimental designs. This paper applies the methodology proposed to the Australian Labour Force Survey to measure the effect of replacing pen-and-paper interviewing with computer-assisted interviewing. This application considered alternative experimental designs in terms of their statistical efficiency and their risks to maintaining a consistent series. The approach proposed is significantly more efficient than using only 1 month of sample data in estimation.  相似文献

ABSTRACT

The policy diffusion literature has often focused on external pressures on domestic policy. However, by analysing the evolution of China’s monetary policy regime, we demonstrate a pattern of highly selective diffusion that is largely shaped by domestic political and institutional dynamics. We use an historical institutionalist approach to probe how the most relevant institutionally embedded agents, in this case, those within the Chinese central bank, have strategically engaged with this process. We show how selective diffusion has been shaped by epistemic policy learning through international engagement by China’s central bankers, and, in particular, how they have strategically used imported policy ideas as an institutional empowerment strategy, furthering the interests and agenda of the People’s Bank of China.  相似文献

ABSTRACT

Domestic and family violence (DFV) is a serious, worldwide public health concern and the literature suggests that women who have experienced violence identify health care providers as the professionals they would most trust with disclosure of abuse. Social work is well positioned to respond to women presenting in hospitals after experiencing DFV and in advocating for systems and policy initiatives to support health staff in becoming adequately trained and supported to detect and respond appropriately. This paper reports on research that surveyed health staff in two hospitals in Queensland, Australia, to identify what DFV training they had received, whether this training increased their knowledge, skills and confidence to address DFV and what services they would access to support women presenting with DFV. The results showed that the respondents were an experienced staff group who had worked in the health sector for 10–20 years but despite having access to State-based training, the majority of them had not completed any in-house training and only 12% had received face-to-face training, and when they did undertake training, it was usually only a two-hour session. Seventy-five per cent of respondents would refer to their hospital-based social worker and 40% would make referrals to other support services, primarily social work.

IMPLICATIONS
  • Hospitals need to prioritise, commit to, and resource appropriate and regular training to better equip health staff to identify and respond to DFV.

  • Training needs to build the knowledge and skills of staff members to address their confidence to intervene and offer support.

  • Social work can provide an important role in advocating and developing training and procedures to sustain health staff members’ capacity to respond appropriately to DFV.

The abduction of free African-Americans from cities like Philadelphia and the wholly illegal traffic of such people into the Deep South to be sold as slaves provided exceptional opportunities for women to participate directly in the American interstate slave trade as kidnappers, warehouse managers, and coffle co-captains. The activities of the Cannon-Johnson ring, active in the 1820s, demonstrate how Delaware’s Patty Cannon and other female traffickers leveraged familial relations with male conductors and station agents on this reverse Underground Railroad in order to secure their own passage through an otherwise treacherous and decidedly homo-social world.  相似文献

During the past 30 years in both the United Kingdom and the United States there has been an increasing emphasis on the need for the agencies, disciplines and professions who are involved in investigating child abuse allegations and in protecting children from abuse to work together, to cooperate with each other and to coordinate their responses. (See Besharov, 1990; British Paediatric Association, 1966; Kempe and Helfer, 1972; London Borough of Brent, 1985; London Borough of Greenwich, 1987). One way of achieving this has been through the use of multi‐disciplinary groups. This paper will describe the initial findings from a study which aimed to examine and compare the working of two such groups, namely, case conferences in the UK and multi‐disciplinary teams in one state in the United States, New Jersey. The findings from the study show that while there are some similarities between the two types of multi‐disciplinary groups, there are also significant differences in functions, membership, structure of meetings and chairing. However, the major difference that emerges is the more prominent role of representatives from the legal system in New Jersey's multi‐disciplinary teams compared with UK case conferences.
