In this paper I argue that we have been amiss in diagnosing the role played by government, which has exacerbated the housing problems afflicting low‐income households in Australia. However, I argue further we have placed too much faith in the capacity of managerial interventions to ameliorate what are far more deep‐rooted and systemic challenges. It is suggested that researchers need to adopt a more critical account of the conduct of contemporary government policy making, one that casts aside a view of the State as a benevolent agency whose primary objective is to ameliorate the conditions of the disadvantaged. Instead, the State should be understood as an agency that sustains the conditions necessary for the finance industry, developers and real estate agents, along with well‐off householders and landlords, to reap profits. The political economy of Australian housing, in its current incarnation, performs a form of reverse welfarism that exacerbates social inequality. 相似文献

Educational programs in human service professions such as social work, criminal justice, psychology, and public administration stress the importance of recognizing domestic/intimate partner violence as well as elder abuse. Students' abilities to recognize domestic violence in older couples have not been well-investigated. In this study, three vignettes were developed (Pat and Lee at age 75, Pat and Lee at age 30, Imagine yourself with Lee at age 75) in which intimate partner violence was perpetrated by the character Lee. Twenty-five items followed each vignette. When the variables of educational standing (graduate/undergraduate), ethnicity, and academic major were controlled, there were significant differences between the vignettes in 14 of 25 items (General Linear Model, F = 1.552, df = 50, p = .012). More than three out of four respondents for each vignette identified this as domestic violence and believed there was potential for serious harm. However, respondents were less likely to believe that a 75-year-old partner would know when to terminate a relationship in which there was intimate partner violence. Respondents who were asked to imagine themselves with Lee at 75 were likely to perceive Lee as more dangerous than respondents for the other vignettes. Implications are considered for educators. 相似文献

The transformation of social care in England is taking place though changes affording greater choice and control for people using services. Individual budgets were one key element of these changes and were piloted in 13 local authorities in 2006–2008. This article reports on interviews with training leads in these local authorities that took place in 2008 as part of an independent evaluation of the individual budget pilots. The aims of the interviews were to explore the role of training as part of the processes of transformation, the use of resources and establishment of training strategies within the local authority. Participants revealed that the subject of training was acquiring higher profile within their authorities, although uncertainties remain about the extent of local authority responsibilities for training. Within local authorities, training resources were yet to be determined and models of training were not fully developed. The article concludes that training will remain a central issue when implementing personalised social care services and that models of training for such changes should be shared and evaluated over the long term. 相似文献

Although their premise is correct, they over-state the power of their methodology. The error stems from a misunderstanding of how persons entitled to both primary and secondary social security benefits are classified in program data. The current economic and social context calls for a renewed assessment of the consequences of an early transition to parenthood. In interviews with 55 teenage mothers in Colorado, we find that they are experiencing severe economic and social strains. Financially, although most are receiving substantial help from family members and sometimes their children's fathers, basic needs often remain unmet. Macroeconomic and family structure trends have resulted in deprived material circumstances, while welfare reform and other changes have reduced the availability of aid. Socially, families' and communities' disapproval of early childbearing negatively influences the support young mothers receive, their social interactions, and their experiences with social institutions. 相似文献

Suicidal behavior among children and adolescents is a national problem and schools can be an effective context for suicide prevention and intervention efforts. School-wide screening programs are viewed as most effective from a public health standpoint, although they garner the least support from school administrators. The purpose of this article is to examine administrators' perceptions of three school-based suicide prevention models while also capturing opinions on barriers and benefits to implementation. Data were gathered through interviews with seven principals from one Midwestern state. Findings reveal agreement among principals that schools play a key role in suicide prevention, but they differ on which type of prevention approach is most appropriate. School principals believed the school-wide screening program included more barriers to implementation than either the in-service or the curriculum-based program, largely due to the likelihood of parental disapproval. Survey data from a national sample of homeless family shelters (N=59)were analyzed to describe the family support programming available to residents. Data were reported on facility and resident characteristics and family support programming, as well as on facility admission criteria and program participation requirements. Four independent variables (length of stay, shelter capacity, sponsorship, and program philosophy) were examined for their relationship to the family-oriented services offered. Facilities sheltered an average of 17 families, with a range of 2–200; the average length of stay for families was slightly over 5 months. Regarding family programming, services of an educational nature were more popular than those focused on providing support or therapy/intervention; services to parents to further adult development were more often offered than those either directed to parents in their parenting roles or to the family as a unit. Virtually all shelters (98%) applied eligibility criteria to families seeking admission. The most common reasons for exclusion were active drug (86%) and alcohol (83%) abuse by a family member; 40% also refused acceptance to families with adolescent males. Seventy-eight percent of facilities mandated participation in some support services. Smaller shelters operated with greater numbers of exclusions (¯x=5.98773; p<.05);larger shelters had higher percentages of mandatory family programming (¯x= 9.21823; p<.06).These findings shed light on shelter directors' beliefs about the etiology of family homelessness and proper steps to solve the problem. 相似文献
