Why Health Care Reform Now? Strategic Framing and the Passage of Obamacare

Economic reform and health care reform were both focal points outlined in President Obama's policy agenda, with increasing pressure to address economic and social insecurity given that President Obama entered office during the Great Recession (2007–09). The Patient Protection and Affordable Care Act (commonly known as ‘Obamacare’) successfully passed in March 2010 in the context of the economic crisis. We argue that the strategic framing of the economic crisis, through reasoning and arguments linking health care reform with economic downfall, is important in understanding the successful passage of Obamacare, and that this is reflected through strategic frames in speeches delivered by the President on health care reform. Health care reform has been successful not in spite of but rather because of the economic crisis of 2008, that allowed President Obama to use a strategic frame focusing on costs and economic problems. The two main frames identified are the ‘market’ and ‘rights’ frames. President Obama's strategic frames specifically surrounding the economic and cost‐containment priority of health care reform are categorized as a ‘market’ frame in this article. He used this frame until the passage of the law in 2010, when the frame shifted to ‘rights’ frames, largely portrayed through anecdotes and focused on the concept of ‘access’ to care rather than the ‘cost’ of care. This is observable through tracking speeches and statements made in support of health care reform between 2009 and 2013.     

Educating Social Workers for Health Care’s Brave New World

A transforming health care system challenges educators to formulate curriculum that is relevant and anticipates evolving expectations and demands. This article reviews key features of the changing health care landscape, describes a Centers for Disease Control funded prototypical social work practice model designed to fit the contours of that landscape, and suggests five fundamental principles to guide successful adaptation of social work health care practice and educational preparation. Curricular implications of these principles are discussed.     

An analysis of 12-step programs for substance abusers from a developmental perspective

Twelve-step programs are increasingly recognized as important resources and treatment adjuncts for recovering alcohol and other drug abusers. It is therefore important that social workers and other clinicians understand the therapeutic value of these programs to the recovery process. This paper explores 12-step programs such as Alcoholics Anonymous in light of Margaret Mahler's conceptualization of the separation-individuation process that leads to object constancy and healthy object relations.Based in part on a paper presented at the XVI Annual Symposium on Social Work with Groups, Hartford, Conn. October 29, 1994.

The Scholarly Communication Interest Group of the New England Chapter of the Association of College and Research Libraries sponsored a workshop titled “Partnering with Faculty: Scholarly Communication Conversations,” held on July 29, 2010, at the Franklin W. Women with Disabilities: Two Handicaps Plus

In the USA, women with disabilities participate less in social relations, educational institutions, and the labor force than expected on the basis of male/female and male non-disabled/disabled disparities. The resulting isolation appears to be linked with attributional, nurturance and attractiveness norms within the American socio-cultural system as well as to self-image and role selection components of the women's self-concepts. Participation, the socio-cultural system, and the self-concepts are viewed schematically as elements in a triangular relationship of circular causation.
