Rural Community and Rural Resilience: What is important to farmers in keeping their country towns alive?

Many studies have highlighted the phenomenon of rural decline in parts of the developed world, summarised as a loss in agricultural employment leading to a decline in the number and size of rural settlements. This study of small towns in part of Australia’s inland rural “heartland” employs the concepts of interactional rural community of place and rural resilience to identify how farmers perceive their interactions with their local town. This study suggests that robust levels of ongoing engagement between farmers and town communities are important in maintaining rural populations and services along with both a strong local economy and environment. Face-to-face interviews with 115 farmers in two rural regions of New South Wales, Australia, highlight the importance of the local economy and jobs, the quality of the local environment and a strong sense of belonging, in contributing to a strong sense of local community and potential for resilience.     

Feasibility study for a survey measuring abuse and neglect of older adults

This feasibility study was prepared by Statistics Canada, under arrangement with the Strategic Policy Research Directorate, Human Resources and Skills Development Canada (HRSDC). It investigates issues associated with conducting surveys of abuse and neglect of older adults in community and institutional settings in Canada. A roadmap is provided for the work ahead, including options for a sampling frame, collection approaches, estimated costs, and an activity schedule.     

Impairment on the move: the disabled incomer and other invalidating intersections

In this article, I argue that disabled people and immigrants are subjected to similar forms of representation. I draw on examples from theology in the Christian Middle Ages, the influence of eugenics on late nineteenth and twentieth-century US immigration policy and welfare reform in contemporary neoliberal Britain. These vignettes are invoked as case studies to illustrate how ableism follows impairment on the move and to point to the ways in which the confluence of ethnocentric and ableist fantasies about strangers brings the history of disability and migration onto the same terrain of disrepute.     

Sex drugs, peer connections, and HIV: Use and risk among African American, Latino, and Multiracial young men who have sex with men (YMSM) in Los Angeles and New York

African American and Latino young men who have sex with men are at high risk for HIV infection. We administered brief intercept surveys (N=416) at 18 Black and Latino gay pride events in Los Angeles and New York in 2006 and 2007. Ordinal logistic regressions were used to model the effects of substance use during sex, peer connectedness, relationship status, and homelessness on condom use. Alcohol use, crystal use, homelessness, and having a primary relationship partner were negatively associated with condom use, while peer connectedness and marijuana use during sex were positively associated with condom use. Implications for service providers and future research are discussed.     

Language and Race

The tension between the sacred and the civil unfolds on myriad levels in Israel and the Palestinian territories. The purpose of this paper is threefold: first, to sketch the evolution of the tension between the sacred and the civil in the modernisation process of the Middle East and in the birth of Israel in particular; second, to point out the limitations and ultimate failure of both governmental and peace‐building approaches that ignore the paradoxical nature of this opposition; and third, to attempt to find an alternative, phenomenological approach to religious space. The analysis is organised around four nested spheres: the Middle East in general, the Holy Land, Jerusalem and, finally, the Temple Mount/al Haram al‐Sharif at the centre. Though the Temple Mount/al‐Haram al Sharif is not a simple illustration among others, it constitutes the most powerful and comprehensive symbol of the forces at work in the constitution of religious space.     

Going beyond training: theory and practice in managing learning

The establishment of new bodies to replace the Central Council for Training and Education in Social Work (CCETSW) and to regulate the social work profession provides the opportunity to establish an improved progressive system of qualifications and continued professional development in the coming years. With the current pressure on social work agency budgets it is imperative that precious training resources—staff and money—are used to make the maximum impact on service delivery. Our involvement in the provision of a range of training programmes leads us to believe that much of the staff development and training effort invested by agencies in their staff often seem to have a limited impact on effectiveness. A change in approach is needed so that learning is placed at the heart of organisational processes to maximise the benefits of affirmation and growing professional confidence. This is essential if we are to continue to ‘nurture’ valuable professional staff and ensure that services remain flexible, creative and responsive in meeting ever‐rising public expectations.

This paper examines some of the challenges of evidence‐based practice and the demands for routine evaluation and objective‐setting. The advantages and disadvantages of a competence specification approach within the development of service and occupational standards as the basis for professional education are discussed. The paper argues that strategies for practice learning require the development of learning organisations and a better academic and agency partnership to support more effective professional education and continued professional development.     

International Perspectives on the Use of Community Treatment Orders: Implications for Mental Health Social Workers

Substantial changes to mental health law and policy have occurredthroughout the Western world during the last decade. The drifttowards control, particularly in the form of Community TreatmentOrders (CTOs), has profound implications for the role of mentalhealth social workers, yet this issue is rarely discussed inacademic literature. This paper seeks to redress this gap inknowledge by examining aspects of law, policy and practice usingthree case studies: Victoria, Australia; Ontario, Canada; andregions of the UK. The paper begins by critically reviewingselected literature on CTOs, revealing competing claims aboutefficacy and their impact upon service users¹ and practitioners.A discussion of policy and practice contexts in the three jurisdictionsis then presented and supported with a typology, to illustratecontrasts and comparisons. In their conclusions, the authorsassert that mental health social workers often have a crucialpart to play in the implementation of CTOs but that this isnot always acknowledged in law and organizational policy. Socialworkers’ roles and responsibilities need to be more explicitlyidentified in mental health law. At the same time, there shouldbe a continuing debate about how such coercive powers fit withcodes of ethics and practice standards, at national and internationallevels.     

Green Coffee? The Contradictions of Global Sustainability Initiatives from an Indian Perspective

The ‘Common Code for the Coffee Community’ (4C) was developed as a multi‐stakeholder initiative designed to embed sustainability principles in the mainstream coffee industry. It elicited widespread condemnation from producer countries during its initial ‘testing phase’. Focusing on Indian opposition, this article comes to the conclusion that, unless key issues as defined by producer‐country interests are addressed, any initiatives to advance the economic, social and environmental sustainability of the industry are likely to be seen as vehicles within a neo‐imperialist agenda seeking to establish consumer‐country control over the product supply chain.
