THE FUTURE OF PUBLIC MEDIA CULTURES

This paper seeks to tie in the arguments that can be connected to the development of a global media culture and concerns around cosmopolitan forms of democracy. This is done by considering arguments for: (i) a global human right initiative in respect of global media conglomerates; (ii) technological change in respect of digital cultures; and (iii) the arrival of what Castells'shas described as the culture of 'real virtuality'. These views and perspectives are assessed in terms of the contributions they are likely to make towards what I call a 'cautious cosmopolitanism'. Finally I seek to make some definite policy recommendations that might help foster conditions in which cosmopolitan democracy could flourish.     

Toward a Culturally Informed Rehabilitation Treatment Model for American Indian/Alaska Native Veterans

American Indians and Alaska Natives (AI/AN) have a long tradition of military service, allying with Western forces in North America since the 1700s. It is hardly surprising, therefore, that AI/AN veterans experience higher rates of overall disability and service-related disability than veterans of other races and ethnicities. It is not clear, however, that AI/AN veterans with disabilities are receiving effective, culturally informed rehabilitation services. This article examines the incidence of disability among contemporary AI/AN veterans, considers barriers to effective treatment, and points out model programs tailored to the particular needs of this population, with attention to the historical and cultural context of AI/AN military service.     

Genericism and Specialization: The Story since 1970

Using the first three years of the British Journal of SocialWork, 1971–74, as a starting point, this paper tracesthe difficulties which have beset the social work professionin establishing a sound coherent basis both for a generic foundationand for subsequent specializations. It examines the factorswhich have contributed to these difficulties, in education,in practice and in relation to external factors, notably political.It concludes that social work has been blown off course butthat there are hopeful indications of a new impetus to restoreand regenerate the essence of good practice.     

PTSD and the Vietnam veteran: the battle for treatment

1. Patients with post-traumatic stress disorder (PTSD) often encounter treatment that is complicated by professional bias, personal issues, countertransference, and pathological staff dynamics. 2. Treatment is further complicated by diagnostic confusion, the dual diagnoses of substance abuse or depression, and symptoms that mimic personality disorders or psychosis. 3. The special circumstances of the Vietnam conflict that contributed to the susceptibility and etiology of PTSD are the individual characteristics of those who served, the special nature of the war itself and the military strategies used, and the psychosocial and cultural milieu in which it occurred.     

Social work intervention to protect children: Aspects of research and practice

This paper seeks to bring together three issues about which I have felt a nagging, persistent sense of unease over the past 10 years or more. They can be formulated thus: (a) Why is there a great divide between the professional debate on child abuse and that about other aspects of child care policy and practice; (b) Why is accepted good practice so often not carried out; (c) Why are the related implications of research so hard to translate into effective practice? These questions become even more pressing in the present political climate and in the context of the Implementation of the Children Act 1989.     

External Economic Variables Influencing the Economic Growth Rate of Seven Major Latin American Nations*

Cette étude etudie l'influence de l'investissement direct américan de même que l'aide étrangère américaine en Amérique latine sur le taux de croissance des diffé-rents pays. Plus particuliérement L'Alliance pour le Progrès fixa en 1961 comme objectif principal pour l'Amérique latine une croissance economique annuelle de 2.5 pour cent per capita. A la fin de 1967 cet objectif demeure encore hors de portée. Cette étude tente d'identifier les facteurs qui semblent empêcher l'Amé-rique latine d'attendre son objectif de croissance économique. The reported study attempts to identify the impact of American direct investment in Latin America and American foreign aid to Latin America upon the economic growth rate of such countries. More specifically, the Alliance for Progress set as its major goal in 1961 a 2.5 per cent per capita per annum increase in economic growth for Latin America. This goal had not been reached by the end of 1967. This study attempts to identify what variables seem to be preventing Latin America from reaching its economic growth goal.     

Eliciting survey cooperation: incentives, self-interest, and norms of cooperation

Given the weaker ties to community as noted by scholars such as Robert Putnam, survey researchers should not be surprised by a decline in survey participation over the past 10 years. This research analyzes the use of incentives coupled with introductory themes emphasizing cooperation and helpfulness--cooperative norms in American society--to understand their effects on survey response. This article analyzes two separate experiments (one phone and one mail) that provide evidence that norms of cooperation matter in the decision to participate in a survey, suggesting that this is particularly true at the refusal conversion stage. These results indicate that survey researchers may use such themes to their advantage, especially when conducting a nonresponse follow-up in a mail survey.
