Democratic deliberative theory has long emphasized the importance of citizen deliberation as a form of political participation and a centrally important component of any vital democracy. Public deliberation and discourse among citizens has been less frequently investigated as a form of political participation than more standard indicators such as voting or volunteering for political organizations. This research examines the extent to which internalized beliefs about deliberation are associated with deliberation outcome measures among a national sample of high school students participating in a year-long deliberation forum, Project 540. Using a multilevel analysis, the research specifically tested the extent to which scales of personal and normative deliberation beliefs, independently and moderated by Project 540 participation, predict key deliberative outcomes (e.g., civic skills, intention to participate in civic affairs). We find that predeliberation endorsement of both personal and normative beliefs predicts increases in certain positive deliberative outcomes, and that these effects are not moderated by participation in Project 540. The implications of these findings for deliberative democracy theory and for developing effective citizen deliberation forums are discussed .  相似文献

On the basis of administrative data from the Research Data Centre (FDZ-RV) of the German Federal Pension Insurance, we examine the effects education has on the timing of retirement for employees in East and West Germany in 2007. The large sample size of the Scientific Use File of the pension inflow statistics (n = 29933) allows a differentiated analysis considering multiple dimensions. Using key demographic indicators such as sex, region, length of career and pension payments, we demonstrate the effects of the level of education on the age of retirement, measured in years between 60 and 65 or older. Our analysis shows that high skilled retire later than low skilled employees. The difference is smaller than one year. But the beginning of the high skilled careers is round about two years later, with higher pension payments. Based on this findings, we discuss to which extent skills can lengthen the lifetime career with respect to pull and push factors.  相似文献

This study introduces a cost-based informational asymmetry into a two period signaling model. We examine the effects of import tariff policy within this environment of incomplete information and compare them to the standard, full information effects. When tariff rates can be credibly fixed, the standard effects of tariff policy may be significantly altered. For example, lower tariffs may discourage foreign entry because of the induced signaling effects of tariff policy. Moreover, because the impact of tariff policy depends on the cost structure of domestic firms, uninformed policymakers will not be able to predict the qualitative effects of tariff policy. Olivola and Todorov (Elected in 100 milliseconds: appearance-based trait inferences and voting. J Nonverbal Behav, 2010) provide a convincing demonstration that competence ratings based on 1-second exposures to paired photos of US congressional candidates predict election outcomes at better than chance levels. However, they do not account for variation in competence judgments. In their analysis, Olivola and Todorov show that attractiveness, familiarity, babyfacedness and age are proximal predictors of vote choice, but find that after controlling for competence these factors no longer reliably influence the margin of electoral victory. Drawing on well-documented halo effects of attractiveness on character-based inferences and the extensive literature on mere exposure effects, we re-organize Olivola and Todorov’s analysis into a simple path model to explore the causal ordering of these factors. We find that spontaneous assessments of attractiveness and familiarity occur prior to attributions of competence, and thus exert a downstream effect on judgments of competence.  相似文献

Abstract The exporting of organic produce from New Zealand is a response to the ongoing breakdown of Fordist regulatory measures for agriculture in destination markets. The unambiguous neoliberal revolution in New Zealand has survived only through the expansion of food exports, especially by large corporate entities and producer marketing boards. It has also rendered the country's exporters of food products particularly sensitive to the trade and agricultural policies of the United States, Japan, and the European Union. Some commentators consider New Zealand's experiment in agricultural deregulation indicative of a wider coherence in global food trade, a new stability institutionalized in the Uruguay Round of the GATT and regulated under the auspices of the World Trade Organization. The case of organic and low-input food exporting from New Zealand shows that no such ‘new times’ exist. Rather, these new types of food exporting are crisis experiments induced by green protectionism—the use of health and food safety issues as an impediment to trade. In turn, green protectionism is a direct result of the continuing breakdown of Fordist agricultural regulation in key nations: the global trade in food products remains in crisis.  相似文献

ABSTRACT

Historically, federal and state legislation placed different conditions on same- and opposite-sex couples' ability to marry, adopt, or exercise their parental rights. Given the historical intertwining of marriage and parenting, legal issues remain hinged on differing conceptions of marriage and what constitutes a legal family in the United States, especially for same-sex partners compared to their different-sexed couple counterparts. This article provides a historical review of decisions that serve as the foundation for queer parenting rights in the United States. A key focus is on the impact of the U.S. Supreme Court Obergefell v. Hodges (2015) marriage decision on queer parenting and its relevance to researchers and practitioners whose work involves queer families. State discrepancies continue to exist for the treatment of parental rights in spite of the legalization of same-sex marriage. Finally, suggestions are provided for future directions for the field.  相似文献

In recent years a number of international sector‐specific agreements have been developed by the international community and ratified by developing countries – some with specific spending targets. This article offers an empirical analysis of the individual and aggregate affordability of six sectoral targets and, based on the actual or estimated cost of each of the targets, compares target spending levels with actual government expenditure in five African countries. Most targets are not met and, while individually ‘affordable’, the estimated cost of meeting the six targets simultaneously indicates that they are not jointly affordable, with an estimated cost of more than 100% of total government expenditure in four of the five countries. Meeting any of the sectoral targets in full would require either sectoral trade‐offs, or significant increases in donor or government expenditure.  相似文献
