Current and prospective migration law and policy in Chile does not adequately incorporate the causes, content, and consequences of international migration to and from Chile. We describe and examine migration in‐flows, out‐flows, migration‐related policies, and how those policies drive, and are driven by, notions of development in Chile. We explore contradictions in Chilean nascent migration policy currently under legislative review. We argue that it is imperative that migration, migration policy, and their relationship to development be discussed inclusively and transparently and be explicitly incorporated into the Chilean government's nascent migration and development legal policies and frameworks.  相似文献

Why would any group want to have a decision-making body composed of representatives? The best answer is found in the “Anti-Federalist ideal” identified by Wood [1992]: if within-group benefits are highly correlated, a legislature composed of randomly chosen representatives that maximized its own well-being would maximize the well-being of the entire polity. This argument for representative government implies that the best districting schemes are the most segregated: within-district variance is minimized. This paper examines the pattern of educational homogamy in Ireland and Britain. Using contemporary data on recent marriages from the early 1970s through to the mid-1990s, we show that these two countries share a broadly similar pattern of educational homogamy, which is quasi-symmetric in character, with no tendency for women to marry up over and above that which can be attributed to the gender difference in educational attainment. In the 1970s, the strength of homogamy was much weaker in Ireland than in Britain. But we discern a clear inter-country difference in how the net strength of homogamy has changed over time. While it has declined in Britain since the 1970s, in Ireland the strength of homogamy has first increased and then levelled off. Our findings are inconsistent with the inverted U-shaped relationship between economic development and homogamy reported by Smits, Ultee and Lammers (1998) - an argument premised on secular change in the criteria of spouse selection. Instead, our results are better understood in terms of Mare's (1991) life course argument that homogamy is inversely related to the time-gap between school departure and first marriage.  相似文献

To what degree does criminology demonstrate the genuine presence or lack of a paradigm (i.e. theoretical-methodological consensus) to help structure its research enterprise? There are trade-offs to consider when pressing the question, such as a potential drain on efficiency in its allocation of resources, limits on its scientific credibility, and weakened institutional strength resulting from conceptual dissensus. Alternatively, an interdisciplinary field may benefit from insights continually drawn from its various parent disciplines. The present research offers a reply in two parts. The first focus relies on a content analysis of 2,109 peer-reviewed articles published in leading journals from 1951-2008 in providing a positive analysis. There is mixed evidence of methodological agreement and less on the matter of commitment to a specific theory. The second inquiry draws from reactions delivered by 17 leading criminologists on the normative question of whether the field’s a-paradigmatic status helps or harms scientific advance. An analysis of the oral histories indicates an indifference to the criticism of lacking paradigmatic uniformity as a legitimate critique and a vehement defense of porous intellectual boundaries. However, pragmatic considerations such as the potential for a diminishing need to train criminal justice undergraduates and threats to government funding may force the profession to give more consideration to the matter of its scientific bone fides.  相似文献

There is burgeoning literature on cities that host major cultural events. However, there is surprisingly very little empirical research focusing specifically on young people and cities of culture, so we have limited knowledge in terms of how young people actually experience and interpret cultural events. Given this, we offer an important and timely contribution to such debates. Our spatial focus is Derry/Londonderry (D/L) in Northern Ireland. During 2013 D/L was the UK’s inaugural City of Culture (CoC). The bid document and legacy plans for CoC stated that young people would be ‘cultural assets’ during 2013 and the ‘ultimate beneficiaries’ of the CoC legacy [Derry City Council 2010. Cracking the Code. City of Culture 2013. Derry: Derry City Council, 2013a. Our Legacy Promise. Building on the Success of 2013. Derry: Derry City Council, 2013b. Legacy Plan 2013–2023. This paper unpacks and analyses the extent to which young people in D/L related to and engaged with CoC and, arguably more importantly, how CoC affected their plans and aspirations for the future. Our research problematises the claim that young people were the ‘ultimate beneficiaries’ of CoC; most strikingly, it shows that young people, despite offering very positive views, both expect and desire to live in cities other than D/L. As such, the debilitating long-standing trend of economic migration of young people will continue raising important issues for local stakeholders.  相似文献

This article analyzes the reception of Thomas Piketty’s “Capital in the twenty-first century” from September 2013 to June 2015 in France, where it was first released, and in the United States, by academics who come from a variety of disciplines. We discuss the “spontaneous sociology” offered by some of the actors of this reception and analyze, using their remarks as a starting point, the major predictors of the content of an academic review of Piketty. Our results highlight the strong effect of passing time on the content of the reviews – three clear phases can be identified in the reception of the book showing a “proteus effect” pattern. They also emphasize the importance of understanding how academic disciplines structure the debate – much more so than the country of residence. In fact, most of the opinions academics express on Piketty’s book are tied to their departmental affiliations. We look at how this link articulates the intellectual structures of the disciplines with field theory. Our results suggest a strong autonomy of the social scientific field from more general public concerns.  相似文献

Abstract

Complex collaboration in rapidly changing business environments create challenges for management capability in Utility Horizontal Supply Chains (UHSCs) involving the deploying and evolving of performance measures. The aim of the study is twofold. First, there is a need to explore how management capability can be developed and used to deploy and evolve Performance Measurement (PM), both across a UHSC and within its constituent organisations, drawing upon a theoretical nexus of Dynamic Capability (DC) theory and complementary Goal Theory. Second, to make a contribution to knowledge by empirically building theory using these constructs to show the management motivations and behaviours within PM-based DCs. The methodology uses an interpretive theory building, multiple case-based approach (n = 3) as part of a USHC. The data collection methods include, interviews (n = 54), focus groups (n = 10), document analysis and participant observation (reflective learning logs) over a five-year period giving longitudinal data. The empirical findings lead to the development of a conceptual framework showing that management capabilities in driving PM deployment and evolution can be represented as multilevel renewal and incremental Dynamic Capabilities, which can be further understood in terms of motivation and behaviour by Goal-Theoretic constructs. In addition, three interrelated cross-cutting themes of management capabilities in consensus building, goal setting and resource change were identified. These management capabilities require carefully planned development and nurturing within the UHSC.  相似文献

This paper compares the Bayesian and frequentist approaches to testing a one-sided hypothesis about a multivariate mean. First, this paper proposes a simple way to assign a Bayesian posterior probability to one-sided hypotheses about a multivariate mean. The approach is to use (almost) the exact posterior probability under the assumption that the data has multivariate normal distribution, under either a conjugate prior in large samples or under a vague Jeffreys prior. This is also approximately the Bayesian posterior probability of the hypothesis based on a suitably flat Dirichlet process prior over an unknown distribution generating the data. Then, the Bayesian approach and a frequentist approach to testing the one-sided hypothesis are compared, with results that show a major difference between Bayesian reasoning and frequentist reasoning. The Bayesian posterior probability can be substantially smaller than the frequentist p-value. A class of example is given where the Bayesian posterior probability is basically 0, while the frequentist p-value is basically 1. The Bayesian posterior probability in these examples seems to be more reasonable. Other drawbacks of the frequentist p-value as a measure of whether the one-sided hypothesis is true are also discussed.  相似文献

Summary.  The Irish college admissions system involves prospective students listing up to 10 courses in order of preference on their application. Places in third-level educational institutions are subsequently offered to the applicants on the basis of both their preferences and their final second-level examination results. The college applications system is a large area of public debate in Ireland. Detractors suggest that the process creates artificial demand for 'high profile' courses, causing applicants to ignore their vocational callings. Supporters argue that the system is impartial and transparent. The Irish college degree applications data from the year 2000 are analysed by using mixture models based on ranked data models to investigate the types of application behaviour that are exhibited by college applicants. The results of this analysis show that applicants form groups according to both the discipline and the geographical location of their course choices. In addition, there is evidence of the suggested 'points race' for high profile courses. Finally, gender emerges as an influential factor when studying course choice behaviour.  相似文献
