On the multiple frontiers of extraction: excavating contemporary capitalism

Understanding the intensification and expansion of extractive industries in contemporary capitalism requires an approach attentive not only to the literal forms of extraction prevalent in mining and agribusiness but also to new fronts of extraction emerging in activities such as data mining and biocapitalism. This article introduces the concept of operations of capital to trace connections between the expansive logic of extraction and capitalist activity in the domains of logistics and finance. Arguing that extractive operations are at large across these domains, we explore their relevance for capital’s relation with its multiple outsides. The resulting analysis provides a basis for mapping struggles against the changing forms of dispossession and exploitation enabled by extraction.     

TECHNICAL AND INSTITUTIONAL STATES: Loose Coupling in the Human Rights Sector of the World Polity

While human rights treaties have become increasingly popular over the past quarter century, there has not been a corresponding improvement in human rights practices. This discrepancy implies that a country's formal pledge to uphold human rights principles is loosely coupled from its actual performance. In this study, I develop a model of loose coupling based on organizational research and apply it to the human rights sector of the world polity. Empirically, I identify a set of institutional states whose human rights practices fall short of their treaty commitments, as well as a set of technical states whose practices exceed their commitments. Analyzing an unbalanced data set with a maximum of 755 observations across 167 countries during the 1975 to 2000 period, I use random effects models to predict a state's location on the Human Rights Decoupling Index (HRDI). The findings illustrate the importance of several organizational concepts for predicting a state's HRDI score. In particular, the analyses reveal the countervailing effects of globalization. While economic globalization (i.e., trade and foreign investment) is associated with the technical (positive) end of the HRDI, cultural globalization (i.e., memberships in international organizations) is associated with the institutional (negative) end.     

INFORMING RETIREMENT SAVINGS DECISIONS: A FIELD EXPERIMENT ON SUPPLEMENTAL PLANS

Although supplemental saving plans can be an important part of an individual's financial security in retirement, contribution rates remain low, particularly among those with lower salaries and less education. We report findings from an intervention that provided information on key aspects of the employer‐provided supplemental saving plans to older public employees in North Carolina. Among workers participating in a supplemental plan, individuals who received an informational flyer increased their contributions in the months following the intervention relative to the control group. In contrast, individuals who were not enrolled in a retirement saving plan were not moved to begin contributing to a supplemental plan. The results suggest that informational interventions can induce workers who are already engaged in the saving process to reassess their level of retirement preparedness. (JEL C93, D14, D9)     

Co‐Present Conversation as “Socialized Trance”: Talk,Involvement Obligations,and Smart‐Phone Disruption

In an era where digital and co‐present involvements become entangled, the role of face‐to‐face conversation now vies with mediated communication. Applying insights provided by Erving Goffman, we explore conversational interaction and consider how engrossing face‐to‐face conversation can be understood as a form of socialized trance. We explore how this interaction represents one type of “involvement obligation” that can become disrupted and, increasingly, uniquely impacted by mediated involvements that are enabled through mobile and “smart” devices. The crux of the argument is considered in the context of a burgeoning digital era where conversation is found to become meshed together in uneven ways with mediated interaction. We highlight the efficacy of Goffman's approach with regards to the current information environment, providing insights into how engrossing conversation and its involvement obligations are impacted by mediated interactions and how breaches of conduct are experienced. This column covers several conference sessions from the 14th annual Electronic Resources & Libraries Conference, providing guidance on how to navigate ebook duplication, improving documentation and workflows, implementing OpenAthens, and experiences with Project SILLVR (Streaming Interlibrary Loan Video Resources)and knowledge bases and related tools (KBART) automation. There is also a report from IFLA’s SIG Library Publishing Mid-Term meeting, which was an ideological meeting in nature, discussing community building, resource sharing, and status updates. A report from the 2018 Charleston Conference is also included.     

Connecting Print Patrons to Electronic Holdings with Shelf Dummies

After a two-year renovation, the Kent State University Music Library reopened as the Performing Arts Library. Before the closure, some serials were sent to the depository or reclassified within the library. In order to assist patrons browsing print journals or searching for articles in the stacks, library staff created shelf dummies detailing print and electronic holdings information as well as indexing for each title. Patron feedback has been positive, and the project has helped both library staff and patrons better understand accessibility and location of journals.     

Using Entropic Tilting to Combine BVAR Forecasts With External Nowcasts

This article shows entropic tilting to be a flexible and powerful tool for combining medium-term forecasts from BVARs with short-term forecasts from other sources (nowcasts from either surveys or other models). Tilting systematically improves the accuracy of both point and density forecasts, and tilting the BVAR forecasts based on nowcast means and variances yields slightly greater gains in density accuracy than does just tilting based on the nowcast means. Hence, entropic tilting can offer—more so for persistent variables than not-persistent variables—some benefits for accurately estimating the uncertainty of multi-step forecasts that incorporate nowcast information.     

Subsidiary Entrepreneurship and Entrepreneurial Opportunity: An Institutional Perspective

A subsidiary's ability to identify opportunities in the host country and to subsequently exploit these opportunities could create competitive advantages for the Multinational Corporation. While research on subsidiary entrepreneurship has focused primarily on subsidiary-specific resources and capabilities, as well as environmental factors, the type of opportunities that the subsidiaries may find in the host environment has been underexplored. Drawing on the subsidiary entrepreneurship literature, institutional perspectives, and entrepreneurship research, this paper suggests that subsidiaries embedded in institutional contexts that are different from those of their home country have unique advantages that enable the identification of entrepreneurial opportunities. Accordingly, a theoretical framework is proposed, based on contingency perspectives on the different views of entrepreneurial opportunities in relation to business processes in the host country's institutional environment, vis-a-vis uncertainty levels and legitimacy requirements. In addition, appropriate strategic approaches are suggested, through which subsidiaries can exploit these entrepreneurial opportunities.     

Looking at Journals from Both Sides

The author, a professor in the field of communication, describes his contrasting experiences with publishing an open access society journal and advising a regional association in regards to turning over publication of its journal to a major commercial publishing firm. Using his experience of producing an open access journal as a foundation, he argues for the intrinsic importance of establishing credibility and exercising personal care in the production and maintenance of a journal. The author argues that current efforts by some societies to increase access to their journals through outsourcing to commercial publishers may be counterproductive to the fundamental goal of disseminating knowledge.
