Abstract

Rough sleeping refers to the state of being literally without shelter or residing in shelter not fit for human habitation. People who sleep rough are thought to be a group who experience a range of complex problems in addition to their homelessness. Despite their small numbers relative to the broader homeless population, rough sleepers have been identified as a target group for policy and practice intervention. This article critically examines outreach responses directed toward people sleeping rough. Moving beyond traditional charity approaches or interventions that “move people on”, emerging models of “assertive outreach” have been implemented in Australia as part of broader strategies to reduce homelessness. Challenging the idea that assertive outreach is a shift from a social work approach, it is argued that interventions to actively end rough sleeping are consistent with social work principles. Indeed, this article takes it that social work must advocate for the provision of affordable housing as central to rough sleeping interventions. Housing not only enables people to achieve human dignity and worth, but the linking of housing with outreach responses to rough sleepers will facilitate a trusting and effective working relationship.  相似文献

The lack of engagement of fathers by child welfare services is well‐documented in the literature as a serious problem. Towards addressing this problem, this paper reports the findings of interviews with 18 fathers about their involvement with child welfare services in Ontario, Canada. Qualitative analysis of the interviews yielded themes about what men saw as the positive and negative aspects of their involvement with child welfare. Positive aspects of service involvement for fathers included understanding and supportive workers, useful assistance from workers, being connected to useful resources and being given a ‘wake‐up call’. Negative aspects of service involvement included uncaring, unhelpful and unprofessional workers; prejudice against fathers; and experiencing the child welfare system as unresponsive, uncaring and rigid. Implications for practice are discussed with a view to improving the engagement of men in, and their experiences with, child welfare services.  相似文献

Research in adults suggests that their perception of moral transgressions is affected by the moral character of the agent performing the transgression, such that undesirable actions enacted by ‘good’ agents are seen as less serious than those performed by ‘bad’ agents. This may be partly driven our tendency to view undesirable acts as less intentional when the agent has a perceived good moral character. It is currently unclear whether or not children make similar judgements. Therefore, we investigated if children's use of moral character information is consistent with their judgements of transgressions when the intent behind the act was ambiguous or blatant. Children aged 6–8-years (N = 60) viewed a series of six moral transgressions in which the protagonist's intent was ambiguous or blatantly harmful, and their moral character was described as being good, mixed or bad. The children were then asked how much they felt the behaviour was intentional, how severe it was and the degree of punishment it deserved. Transgressions performed by ‘good’ characters were viewed as less intentional than those by ‘bad’ characters, but only when the intent behind it was ambiguous. Similarly, transgressions performed by good characters were viewed as less severe and deserving of less punishment than those performed by bad characters, although this effect was not moderated by intent information. These pattern of findings suggest that the view of transgressions performed by good individuals as less serious than the same act performed by bad individuals is established early in development.  相似文献

This study analysed workers’ experiences of supervision following interactions with hostile and intimidating parents. This analysis examined management and organisational responses to worker stress, and assessed the adequacy of support that workers received. An online survey was designed to collect data on workers’ experiences and free text responses were qualitatively analysed for references to the supervision they received in response to working with parents. 590 participants responded to the survey. 402 were qualified social workers, and 423 worked in child protection. Participants had experienced a range of violent behaviour from parents. The overwhelming theme in responses was the lack of support and supervision workers received, often in stressful and frightening circumstances. Approximately one quarter of participants only used organisational procedures, guidelines or protocols on dealing with hostile parents. Workers reported that mismanaged parental hostility affected their practice and the quality of protection that children received. The violence experienced had a significant negative impact on their personal and professional lives. Organisational responses in the form of supervision and education were often inadequate and resulted in children receiving reduced quality of protection. Recommendations for policy and practice change are discussed, with the aim of caring for workers and the children they protect.  相似文献

This article exploits the international transmission of business cycles to examine the prevalence of attribution error in economic voting in a large panel of countries from 1990 to 2009. We find that voters, on average, exhibit a strong tendency to oust the incumbent governments during an economic downturn, regardless of whether the recession is home‐grown or merely imported from trading partners. However, we find important heterogeneity in the extent of attribution error. A split sample analysis shows that countries with more experienced voters, more educated voters, and possibly more informed voters—all conditions that have been shown to mitigate other voter agency problems—do better in distinguishing imported from domestic growth. This chapter discusses a case study of the merger between two relatively small organizations: a local nonprofit arts council and a public county‐level humanities commission. As this case deviates from other merger analyses that tend to focus on larger health and social service agencies, the chapter examines how well key findings of the nonprofit merger literature apply to mergers of organizations of smaller size and in other fields. Generally, we find that the merger literature so far provides sufficient guidance for nonprofit managers in fields such as the arts, where merger pressures have only now begun to mount.  相似文献

Conventional equality measures have made a limited impact on women’s position in the workforce. This is not simply the result of measures being inadequately pursued. Instead, this paper argues, there is a more fundamental difficulty with the policy approach: that it focuses on women as having problems which need to be redressed rather than on changing organizations. As a result women are seen as inadequate and men become resentful of the ‘special treatment’ that follows. Changing these perceptions requires cultural change which cannot be achieved via conventional personnel-based equality initiatives. Many organizations are looking for new ways to present and pursue equality programmes such as a stress on providing a ‘business case’ or through a consideration of the value of workforce diversity. The paper assesses the ability of these initiatives to change the culture for equality. It argues that many organizations are merely pursuing a defensive approach which centres on language change and modified initiatives rather than new approaches to winning consent. In contrast it argues that culture change will only be achieved through a more pro-active approach. Various initiatives such as skills audits and training for men are discussed which indicate what can be done in practice.  相似文献
