The risk communication practitioner in a government agency has two essential, interdependent tasks. One is to help develop and monitor effective communication programs with various external public audiences. The other task is to do the same thing for the senior government managers whose support is a prerequisite to addressing the first audience. Hence, the second audience–the manager–is really the first. This paper addresses ways in which communication practitioners can satisfy this crucial audience. A profile of these managers suggests that they would find it highly beneficial to have more control over the public problems they encounter, especially in view of the growing pressures to do more with less and demonstrate "customer satisfaction." They would rather avoid crises than manage them. And they would rather have their bosses praise their successes than challenge their budgets or punish their perceived difficulties or failures. Communication practitioners who can help them attain such benefits will find their efforts in great demand. They would be helpful team members who provide timely insights that can make and show agency success. We offer ten ways for communication practitioners to be more useful which focus their current strengths on satisfying senior managers'needs by becoming more valuable members of the program team. The qualitative and quantitative evaluation of risk in developmental toxicology has been discussed in several recent publications.(1–3) A number of issues still are to be resolved in this area. The qualitative evaluation and interpretation of end points in developmental toxicology depends on an understanding of the biological events leading to the end points observed, the relationships among end points, and their relationship to dose and to maternal toxicity. The interpretation of these end points is also affected by the statistical power of the experiments used for detecting the various end points observed. The quantitative risk assessment attempts to estimate human risk for developmental toxicity as a function of dose. The current approach is to apply safety (uncertainty) factors to die no observed effect level (NOEL). An alternative presented and discussed here is to model the experimental data and apply a safety factor to an estimated risk level to achieve an “acceptable” level of risk. In cases where the dose-response curves upward, this approach provides a conservative estimate of risk. This procedure does not preclude the existence of a threshold dose. More research is needed to develop appropriate dose-response models that can provide better estimates for low-dose extrapolation of developmental effects. 相似文献

A model is developed to use marital history data from the U.S. Current Population Survey and mortality statistics from the federal registration system to estimate color differences in (a) the risk of widowhood among women in the working ages and (b) the cumulative duration of widowhood. Color differentials in mortality among married males are thereby translated into person-years of dependent survivorship among women, in anticipation of our later estimating average and cumulative lifetime income losses for the survivors. Financial abuse is the most common type of elder abuse. Consumer fraud, a form of financial abuse perpetrated by criminals who do not know the victim, is not well studied. Seniors represent a disproportionate percentage of the victims of consumer fraud. This article reviews the data on the prevalence of consumer fraud (primarily telemarketing scams) in Canada. It examines the reasons why Canadian seniors are targets of fraud. It also describes many unique initiatives developed at the local, provincial and national level in Canada to educate seniors and those who care for them about the types of scams and the risks of fraud. 相似文献
