Governing Through Patronage: The Rise of NGOs and the Fall of Civil Society in Palestine and Morocco

This article examines foreign aid and government funding to NGOs as forms of patronage and explores the impact of such funding on the nature and role of civil society. Using qualitative research from Palestine and Morocco, we argue that patronage transforms NGOs into apparatuses of governing. NGOs become key sites for the exercise of productive power through the technologies of professionalization, bureaucratization, and upward accountability. The article explores how this transformation of NGOs depoliticizes their work while undermining their role as change agents within civil society. The findings have implications for understanding the transformation of NGOs, the relationship between patrons and their grantees, and, finally, for exploring the limitations of NGOs as vehicles for social change in sensitive political environments. 相似文献

The current study examines whether daily coping moderates the effects of daily stress on same‐day mood and next‐day mood among 58 Latino adolescents (Mage = 13.31; 53% male). The daily diary design capitalized on repeated measurements, boosting power to detect effects and allowing for a robust understanding of the day‐to‐day experiences of Latino adolescents. Hierarchical linear modeling revealed that on days when youth reported higher levels of peer and academic stress, they also reported more negative moods. However, only poverty‐related stress predicted mood the following day. Engagement coping buffered the effect of poverty‐related stress on next‐day negative and positive mood, while disengagement exacerbated the effects of academic and peer stress. The need for interventions promoting balanced coping repertoires is discussed. 相似文献

We refine the established association between education and health by distinguishing three aspects of a person's education (quantity, credential, and selectivity) and by examining the mechanisms through which they may correlate with health. Data are from the 1995 Aging, Status, and the Sense of Control Survey, a representative U.S. national telephone survey of 2,593 respondents aged 18 to 95, with an oversample of elderly. Results show that physical functioning and perceived health increase significantly with years of formal education and with college selectivity for those with a bachelor's or higher degree, adjusting for age, sex, race, marital status, and parental education. The credential of a college degree has no net association with physical functioning and perceived health beyond the amount attributable to the additional years of schooling. Of the three aspects of education, years of schooling has the largest effect. Most of that association appears attributable to its correlation with work and economic conditions, social psychological resources, and health lifestyle. A large portion of the net association of college selectivity with physical functioning and perceived health appears attributable to health lifestyle. 相似文献

Because of urgent concerns to protect tropical forests in Latin America, social science research on them has been generally ‘forest-centred.’ This forest-centred approach considers the people who inhabit the frontier as agents of land use change and forest conversion focusing on how their actions affect forest cover. Welfare indicators for forest frontier populations (income, education, health, access to basic services) are addressed only incidentally in terms of how they influence land use. ‘People’ centred research, which asks questions from the perspective of human welfare such as, ‘Are frontier settlers better off than they were before?’ or ‘What kind of socio-economic impacts does frontier life have on the people who live there?” and “How can their lives be improved?,” has been less common. As a result, we know much about the impacts, especially adverse impacts, which settler activity on the frontier has on forest cover but little about the impacts settlement has on settlers, themselves. This paper attempts to shift discussion towards these kinds of questions and a more people centred approach by reviewing existing research that directly addresses the welfare of settlers in tropical forest frontiers in Latin America. We also review research that touches on settler welfare by considering the concept of ‘sustainability’ on the forest frontier and stakes out a comprise position between ‘forest’ and ‘people’ centred questions or concerns. Settler welfare is defined primarily in economic terms. Household income, wealth, and agricultural productivity are interpreted a proxies for welfare in most cases. We also consider welfare in terms of access to basic services (health and education) and living conditions. We particularly consider how settler welfare indicators may change over time on the frontier. Tropical forests, defined as tropical, moist, broadleaf forests, are the main ecological setting of interest. These forests are generally the largest unoccupied areas in many Latin American countries and are thus, also the main ‘agricultural frontier’ or areas of new settlement by small farmers. 相似文献

As the average age of the Canadian population continues to increase, and providing care at home to frail older adults becomes ever more prevalent, support for family and friend caregivers remains a key social policy issue. Economic support is an important consideration given the impact of caregiving on labour force participation. Yet the caregiving/paid work relationship is not always straightforward. While caregiving often restricts employment, limited attachment to employment may also influence the decision to provide care. Isabel's story, collected as part of a study of sibling views of fairness in sharing parent care as well as parent assets, provides a case study in how siblings give different priority to care work versus career work and what support needs arise including those related to sibling conflict over differing priorities. Isabel claims she sacrificed her career to care for her ailing mother while her siblings argue that through caregiving, Isabel was sheltered from the paid workforce. 相似文献

Asian Community Mental Health Services is a nonprofit organization that delivers mental health services to primarily Asian and Pacific Islander communities. From its early beginnings and over its 35-year history, the agency has had to overcome numerous challenges, including gaining legitimacy as a culturally specific nonprofit, combating stigma surrounding mental health issues within the Asian Pacific Islander community, building resources to fund service delivery, and developing an educated and culturally sensitive workforce. Evaluation designs for social programs are developed assuming minimal or no disruption from external shocks, such as natural disasters. This is because extremely rare shocks may not make it worthwhile to account for them in the design. Among extreme shocks is the 2010 Chile earthquake. Un Buen Comienzo (UBC), an ongoing early childhood program in Chile, was directly affected by the earthquake. This article discusses (a) the factors the UBC team considered for deciding whether to put on hold or continue implementation and data collection for this experimental study; and (b) how the team reached consensus on those decisions. A lesson learned is that the use of an experimental design for UBC insured that the evaluation's internal validity was not compromised by the earthquake's consequences, although cohort comparisons were compromised. Other lessons can be transferred to other contexts where external shocks affect an ongoing experimental or quasi-experimental impact evaluation. 相似文献
