Un-imagining the local/future: cinematic engagement with the absence of hope

ABSTRACT

With reference to the 2014 Umbrella Movement and Hong Kong’s uncertain fate come 2047, I ask how one un-imagines the cultural future of inhabiting the locality. As people take prompts from the present predicament to cope with real possibilities about the future, they realize that a strong embodiment of local consciousness permeates the sociocultural space. I discuss how such engagement takes place through cinematic experience, and examine tactics of the spectator’s critique centring around the erosion of hope at the core of everyday, intellectual and affective imagination. I trace the ways in which postcolonial subjects engage with hope and with the shock of hopelessness in a lived social imaginary. Examining in detail three differently representative recent films, namely, The Midnight After (2014. Dir. Fruit Chan, The Midnight After Film and One Ninety Films), Overheard 3 (2014. Dir. Alex Mak and Felix Chong, Sil-Metropole, Bona Film and Pop Movies) and Ten Years (2015. Dir. K. L. Ng (‘Local Egg’, Boon-deh dan), J. Au (‘Dialect’, Fong-yin), K. Chow (‘Self-Immolator’, Jee-fun jeh), F. P. Wong (‘Season of the End’, Dong sim), and Z. Kwok (‘Extras’, Fau gua), Ten Years Studio), I depict the modes in popular imagination that invoke people’s engagement with the ‘local’, albeit in its affective state. Accordingly, in the context of ‘externalized’ social realities, I identify three interlocking modes of cultural engagement, which I characterize as figurative, performative and prefigurative, respectively. In their ‘future’ imaginary, I look for ordinary people’s ways to face the absurdity of the status quo and the performativity of local struggles with the self.

Autism spectrum disorder (ASD) does not only affect the child alone, but the family unit as well. This qualitative study explored the impacts of ASD on the relationship between parents and their neuro-typical children and how the neuro-typical children cope with the impacts of having an autistic sibling in the family. Utilising principles of the social relations theory, five Singaporean families (n = 10) consisting of five mothers and five neuro-typical children were interviewed. Both the mothers and the neuro-typical children were seen to be equal agents in influencing the interactions with each other, and contributed in maintaining the close relationship through various strategies. Findings revealed that having an autistic child in the family imposed certain constraints and additional responsibilities for the family members. Despite so, the neuro-typical children coped well with such constraints. The in-depth data highlight the value of considering both the agency of mothers and the neuro-typical children and how they bidirectionally influence each other while sharing the caregiving roles for the autistic child in the family. It is strongly recommended for practitioners to incorporate elements of child's agency when expanding their scope of psychosocial intervention work with the neuro-typical children.

SPECTRAL ANALYSIS IN BUSINESS FORECASTING: THE WIENER-KOLMOGOROV METHOD *

The objective of this paper is to introduce the Wiener-Kolmogorov (WK) method to business researchers and to applied workers who have an interest in spectral techniques. It is seen that the advantage of the WK method is that it provides better forecasts than autoregressive regression analysis when the order of the true autoregressive process is large. The paper outlines the steps involved in the WK method. Also discussed is a labor-saving feature to guide one at the outset as to whether the WK algorithm should be used. A numerical example is given to illustrate the application of the method in time-series forecasting.

A note on the non-negativity of continuous-time ARMA and GARCH processes

A general approach for modeling the volatility process in continuous-time is based on the convolution of a kernel with a non-decreasing Lévy process, which is non-negative if the kernel is non-negative. Within the framework of Continuous-time Auto-Regressive Moving-Average (CARMA) processes, we derive a necessary condition for the kernel to be non-negative, and propose a numerical method for checking the non-negativity of a kernel function. These results can be lifted to solving a similar problem with another approach to modeling volatility via the COntinuous-time Generalized Auto-Regressive Conditional Heteroscedastic (COGARCH) processes.     

The Role of Behavioral Responses in the Total Economic Consequences of Terrorist Attacks on U.S. Air Travel Targets

U.S. airports and airliners are prime terrorist targets. Not only do the facilities and equipment represent high‐value assets, but the fear and dread that is spread by such attacks can have tremendous effects on the U.S. economy. This article presents the methodology, data, and estimates of the macroeconomic impacts stemming from behavioral responses to a simulated terrorist attack on a U.S. airport and on a domestic airliner. The analysis is based on risk‐perception surveys of these two scenarios. The responses relate to reduced demand for airline travel, shifts to other modes, spending on nontravel items, and savings of potential travel expenditures by U.S. resident passengers considering flying domestic routes. We translate these responses to individual spending categories and feed these direct impact results into a computable general equilibrium (CGE) model of the U.S. economy to ascertain the indirect and total impacts on both the airline industry and the economy as a whole. Overall, the estimated impacts on GDP of both types of attacks exceed $10B. We find that the behavioral economic impacts are almost an order of magnitude higher than the ordinary business interruption impacts for the airliner attack and nearly two orders of magnitude higher for the airport attack. The results are robust to sensitivity tests on the travel behavior of U.S. residents in response to terrorism.     

Governing police practice: limits of the new accountability

The advent of public-sector managerialism has brought with it a new principle of police accountability in Western democracies such as Australia and Britain. The new accountability gives emphasis to managerial rather than legal or public-interest standards, favours external oversight combined with self-regulation rather than centralized control, and promotes risk management rather than rule enforcement. This article makes use of the experience of an Australian police force to show that the new accountability has not been successful in holding police accountable, while elements of the old accountability have re-emerged to dominate public debates. It is argued that in the area of police governance, the neo-liberal state does not necessarily pursue a coherent strategy of 'acting at a distance' (cf. Miller and Rose 1990), partly because of the inability of accountability technologies to deliver substantially the promised policy outcomes and partly because of the sensitivity of its political arm to the public's moral outrage against corruption (cf. Garland 1996).
