Nonprofit organizations in the United States depend on a diverse set of funding streams to sustain their operations. This study examines the ability of nonprofits to leverage funds from the private sector during the current economic downturn within four areas receiving federal funding for community and economic development. Both survey research and individual interviews were used to examine how nonprofits within these areas are incorporating their board members and community leaders to continue services during a time of resource scarcity.  相似文献

In the June issue ofSociological Forum, several authors addressed the question, What's Wrong with Sociology. Answers included increased fragmentation of the discipline, and the lack of an identifiable cumulative core of sociological knowledge. This paper examines many of the claims made by the contributors to the June 1994Sociological Forum, reframes their arguments, and by placing debates regarding the problems in sociology in a broader perspective, identifies many of the recent advances made by the discipline. Focusing on such notable contributions to the field as feminist and postmodern scholarship, we locate the positive side of multiple perspective research.Feminist Scholars in Sociology is a collective of researchers and teachers at the University of Colorado interested in exploring and sharing feminist theory and methodology.  相似文献

During the nineteenth century periodic fluctuations in industrial activity, strikes and lock-outs which accompanied the struggle of unions for recognition, and the ever increasing consciousness of the industrial worker that one serious trade setback could wipe out the savings of his lifetime, were important ‘pushes’ to emigration from the United Kingdom. The British trade unions responded to this ‘push’ from their own members and from thousands of unorganized workers for relief through emigration.

Contrary to the statements of historians of the English trade-union movement, emigration was not a project of British trade unions in the 1850 decade only; in fact, most of the unions in England's basic industries, mining, iron, textiles and engineering, as well as in many other smaller industries such as glass, cutlery and the building trades, looked upon emigration as necessary to improve the standard of life of the English workers. This viewpoint was natural to the ‘New Unionists’ of the 1850's, who accepted the principle that supply and demand regulated wages and prices. The trade unions, however, disapproved of emigration to the United States where workers would go to a rival trade; such emigration could not diminish the absolute number of workers in the industry. Instead, they advocated emigration to farms in the British colonies; but, nevertheless, most of the persons aided by English trade unions to emigrate went to the United States. The hesitancy of skilled workers to leave a familiar occupation appeared to be the most important reason for this.

Desirable as emigration was to trade unionists in times of trade crises, the leaders met overwhelming difficulties when they tried to use it as a safety valve. In the cotton famine and the iron-trade lock-outs of the sixties, for example, unions had no money to aid emigration, and were forced to seek grants from United States manufacturers to help needy workers to go to America. Although they were relatively helpless in times of crisis, the trade unions assisted emigration during good years, believing that such a policy would ease the severity of the inevitable next crisis. Most of the established unions had regularly operating emigration grants by which members in good standing could receive a sum of money in aid of emigration, usually enough to pay at least one passage to America. This benefit helped some of the most skilled workers and loyal union members to leave England for America.

The trade unions, in making these grants, had to adjust the amount of money given to the ‘state of health’ of the union treasury; thus, during crises when the treasuries were low the emigration benefits were often discontinued. As the years passed and the number of British workers in America increased, the unions hesitated to send men abroad during depressions or strikes in the United States. Not only did American workmen complain of such competition, but also English workers disliked to see men whom they had previously assisted to ‘take their labour abroad’ return home.

From 1850 until well into the 1880's, when most of the English trade unions were encouraging and aiding emigration, their influence actually was most effective toward that end in times of prosperity in the United States. It was the depression of the eighties and the rise of unions of unskilled workers and leaders who looked for improvement through Socialism rather than through adjusting the supply of labour, which finally eclipsed emigration as a panacea for the English working class.  相似文献

The authors present a review of the 2002 career development literature. The literature review is divided into the following areas: career theory, career assessment, career counseling interventions and practice, career counseling training and professional issues, and international issues in career counseling. The authors discuss the implications of the findings in this literature for career counseling practice.  相似文献

It is an established part of the conventional wisdom of socialwork theory and practice that attention to ethnic differenceis at the core of best practice. This principle is endorsedin welfare legislation or in the training and education of socialworkers in most European countries. Little empirical evidenceexists, however, to demonstrate that this principle guides practitionerdecision making, or to verify the claim that it benefits ethnicminority clients. At a cross-national level, no robust evidenceexists to illustrate similarities or differences in social workresponse to ethnicity. This article reports on aspects of astudy that examines these concerns within the context of childprotection. It demonstrates, perhaps surprisingly given nationalvariations in legislation and professional practice, that overall, country by country, the child’s ethnic affiliation evokeslittle significant response by social workers, confirming alargely universalist approach. However, through a detailed focuson the qualitative data, this paper considers the nature ofthe references to ethnicity that are made by social workersin terms of how they confirm or refute the dominant approachto multiculturalism within social work.  相似文献

This paper discusses pronatalist and migration policies that have been introduced in selected European countries. Measures and objectives are briefly described before an evaluation of the efficacy of each is provided. The case studies chosen show that pronatalist policies have had limited effects. Migration policies seem to have been more effective, although their aims so far have been largely non-demographic. Migration strategies will increasingly have to be considered for demographic reasons in the future, to counterbalance population decline. Both pronatalist and migration strategies tend to conflict with other policies (social and economic policies, emancipation or housing policies), and to be in competition with the demands of an ageing society. Limits to the development or expansion of either strategy are spelled out. Finally a few untried mechanisms are mentioned.  相似文献

Querulous Citizens: Welfare Knowledge and the Limits to Welfare Reform   总被引:1,自引:0,他引:1
Governments face pressures to improve services and (at the same time) to contain taxes and to ensure that their decisions are accountable to increasingly well‐informed and challenging citizens. The dilemma of “squaring the welfare circle” confronts New Labour in a particularly acute form, since the party has set ambitious targets for improvements in the NHS, education and elsewhere, and is also committed to economic prudence and transparency. This article uses new data from a major national survey to investigate knowledge and beliefs in the main policy areas. It shows that most people are generally strikingly well‐informed in some areas and ill‐informed in others. A government which wishes to pursue a progressive direction in redistribution, increasing taxation of the better‐off, or expanding provision for those on low incomes, faces real difficulties because many people hold inaccurate beliefs about policy impact and the policy context in these areas. However, NHS costs are more accurately perceived across the population, and the proposed expansion is likely to create less controversy. Current high‐profile policies appear to follow the contours of public knowledge reasonably accurately, but further policy development will require positive efforts to lead debates and improve public knowledge.  相似文献

This paper reports on the last of three National Hospice and Palliative Care Organization initiatives to move hospice and palliative care social workers into the patient/family outcomes arena: the development of the Social Work Assessment Tool. The experience of a team of practitioners and researchers is described, including results of two pilot studies and subsequent SWAT revisions. The major focus is on the current model performance improvement project, in which 19 social workers from 14 hospice and palliative care programs used the SWAT with 101 patients and 81 primary caregivers for a median of 44 days. Quantitative analysis indicated significant improvement in SWAT scores for patients from the first to the second social work visit (t = -2.60, df = 47, p .01). Qualitative interviewing of the social workers indicated some lack of readiness in the field to conduct quantitative outcomes measurement. Additional measures are needed in addition to the SWAT, including qualitative measures, and measures of mezzo and macro practice. Participants indicated that the SWAT was appropriate for use with economically and culturally diverse clients.  相似文献
