New Governance and the Case of Activation Policies: Comparing Experiences in Denmark and the Netherlands

This article explores the importance of new forms of governance in active labour market policies (activation) in two countries: Denmark and the Netherlands. Drawing on research with key stakeholders in these countries, we analyse how new governance, and particularly processes of contracting-out and localization, have found expression in recent reforms to activation. We conclude that localization and contracting-out may have a future role to play in the development of more locally responsive and individually focused services. But both countries have encountered problems in promoting joined-up services through local jobcentres, while contracting-out has not always led to the tailored, individually focused services envisaged by policy-makers. In both countries, there are also concerns that the restriction of the Public Employment Service to a 'gatekeeping and signposting' role will lead to inconsistencies in the quality of services, exposing the most disadvantaged to greater social risk.     

Welfare and women in poor urban neighborhoods: The effect of dependency on attitudinal indicators

This study examines the relationship between welfare dependency and the attitudes of female residents in poor urban neighborhoods. The analysis focuses on their attitudes about relationships, children, home ownership, and welfare, and how these attitudes are affected by race/ethnicity, neighborhood poverty, religion, close friendship ties with welfare recipients, and kin networks. Using the Urban Poverty & Family Life Survey and multiple and logistic regression analysis, the findings show that welfare dependency has a negative impact on attitudes but is diminished by a variety of cultural and social indicators. Results further illustrate that, for some residents in severely impoverished areas, consistent welfare receipt may counteract negative effects on attitudes experienced by their counterparts who do not receive welfare.     

A new variant of dual-record population estimation with an application in remote indigenous communities

Dual-record system methods are commonly used as a basis for population estimation. A basic assumption is that the units sampled are drawn only from the population to be estimated. This assumption cannot be met for remote Indigenous communities in Australia. A new variant of dual-record population estimation is presented, which relies on the availability of specific additional information to relax the assumption of perfect frame specification. This variant is applied to two remote Indigenous communities in the Northern Territory of Australia, using locally available data sources. Further theoretical exploration of this method is presented along with possible applications in estimating area-enumerated populations and census coverage.     

Predicting susceptibility to short-term stress with the defence mechanism test

The defence mechanism test (DMT) has been of considerable value in identifying individuals who are likely to show badly impaired judgement in times of sudden stress, yet it is little known outside Scandinavia. The DMT is described in this paper and its rationale fully discussed. There follows a critical review of studies in which DMT scores are related to performance in diverse (non-clinical) applied settings, the outcomes of which are generally most encouraging. A number of theoretical and practical problems are discussed, and suggestions are made for future research.
