撒拉语中的突厥语因素--一种具有察哈台语形式的乌古斯语?

任何一种语言都有地域特征,撒拉语既有古突厥语的特点,同时又因与周边语言的联系而有自己新的发展.它的突厥语特点代表了几种历史层面,这种层面反映出与不同突厥语群的联系.由于复杂的共时特征和与历史记载的差距,对于撒拉语进行分类是很困难的.根据如下两方面的论述(1)和乌古斯语的发生学关系;(2)和南西伯利亚语和克普恰克语长久的联系,本文提出自己的观点,不同意撒拉语与现代维吾尔语有发生学关系的看法.     

Home‐start and the delivery of family support

The publication of Child Protection: Messages from Research (Department of Health, 1995) and of the ‘Supporting Families’ Green Paper (Home Office, 1998) have both highlighted the importance of developing family support services, in keeping with the word and the spirit of the Children Act, 1989. This article presents some of the findings of a three year study of a voluntary organisation, Home‐Start, which offers support to mothers with children under five through volunteer home visiting. ‘Test Driving’ a Financing Instrument for Climate Adaptation: Analyzing Institutional Dilemmas using Simulation Gaming

Urban physical public infrastructure is a frontline defense mechanism to manage and mitigate climate-related impacts. Market instruments are often cited as possible means to spread risk and reduce financial burdens on the public sector. The authors argue that existing research tends to focus on the technical issues of instruments and neglects considering institutional dynamics that may enable or constrain local market-based financing mechanisms. In this article, three core dilemmas (values uncertainty, planning horizon, and indirect benefits) are used to analyze the responses of practitioners to a possible financing instrument. The findings indicate that the practitioner’s responses to tax increment financing were largely shaped by the adaptation dilemmas and not the characteristics of the instrument per se. By mapping the dilemmas onto whether they would recommend it, participants imposed a financial barrier on climate adaptation investments. The authors conclude that a key imperative in the design of policy instruments is to pay attention to the congruency of informal institutions at the ‘street level’ in order to be in-step with the current sociopolitical conditions. The findings also point to four key attributes that a local market-based instrument would need to be aligned and responsive to the Dutch planning and development context.     

Engaging Parents in Parentline Plus’ Time to Talk Community Programme as Part of England’s Teenage Pregnancy Strategy: Lessons for Policy and Practice

Based on 65 interviews with professionals and parents conducted during 2007–2008, this 16‐month, mainly qualitative evaluation of Parentline Plus’ Time to Talk Community Programme (a preventative initiative within England’s teenage pregnancy strategy) found that a community development approach and an ethos of partnership with parents and professionals facilitated engagement. Respectful and realistic implementation involved skilled workers building relationships of trust. By consulting with other professionals and parents it was possible to establish local need and to build on existing provision. Initially, insufficient prior local consultation and negotiation created perceptions of an imposed initiative, led by outsiders, resulting in wary local parents and professionals. The engagement and evaluation processes are considered in relation to the short‐term nature of the initiative and potential conflicts between responding flexibly to the needs of parents and delivering targeted programmes.

Journal Rankings in Business and Management and the 2001 Research Assessment Exercise in the UK

The public availability of detailed data from the 2001 Research Assessment Exercise in the UK allows an analysis of the publications cited in submissions to the Business and Management panel. Eighty per cent of the 9,942 publications submitted were journal articles. Submissions to the RAE can be scored in terms of the number of citations they make to journals that appear on various lists, such as the Financial Times list. The concentration of articles in a minority of journals, with 50% of all citations to just 126 journals, means that a core list of business and management journals can be compiled. The core list presented contains 562 journals out of the 1582 journal titles that were cited in Business and Management submissions. It includes all journals with more than two citations overall at least one citation in a 5^*, 5 or 4 rated submission. It also includes all journals cited in the RAE from Starbuck's ranked lists of journals and the Financial Times list.
