利用保险公司和保险机制进行城乡困难群体医疗保障的探索--对新乡市和原阳县的调研报告

通过对河南新乡市和原阳县利用保险公司和保险机制解决城乡困难群体医疗保障问题的试点调查,我们对该模式进行了深入的理论与实施层面的分析,分析中,我们发现了其中的合理性、可操作性,同时也发现了其中所存在的问题,这些问题该如何解决,为此我们也提出了相关的建议。     

Reviewing the latest national policies and services for people with severe mental health disorders in government-funded institutions in Vietnam,and policy recommendations for service improvements

The aim of this paper is to provide the international community with a broad and updated picture of key policies and services for people with severe mental health disorders in Vietnam. In particular, the paper (1) reviews the most important national policies governing care for people with mental health disorders, (2) reviews the status of free-of-charge care provided to people with severe mental health disorders in a network of government-funded facilities across the nation and (3) discusses the future policy directions of Vietnam regarding people with mental health disorders.

Trends in Social Security in East Africa: Tanzania, Kenya and Uganda

As elsewhere in the world and in Africa in particular, social security in the member countries of the East African Community (Kenya, United Republic of Tanzania, and Uganda) has long been provided through voluntary assistance under the traditional extended family system. Later, and more specifically after independence in the early 1960s, when the region had a major increase in the number of employees in the formal sector — both public and private — who were mainly located in urban centres, formal social security schemes started to gain recognition among employed workers. Thus over the years, the urban population became increasingly detached from rural communities where the traditional extended family system was most effective. In addition, their general standards of living rose to such levels that if they ceased to earn employment income for one reason or another their livelihood could not be sustained through the extended family system. The above social security development trends have resulted even today in societies examining and determining ways to improve social protection beyond the formal sector so as to ensure arrangements are put in place for a large part of the working population to be provided with social security insurance during their working life and after retirement.     

Estimated Generalized Least Squares for a Heteroscedastic Regression Model

This paper considers the general linear regression model yc = X₁β+u_t under the heteroscedastic structure E(u_t) = 0, E(u²) =σ²- (X_tβ)², E(u_t u_s) = 0, tæs, t, s= 1, T. It is shown that any estimated GLS estimator for β is asymptotically equivalent to the GLS estimator under some regularity conditions. A three-step GLS estimator, which calls upon the assumption E(u_t²) =s?²(X,β)² for the estimation of the disturbance covariance matrix, is considered.     

Beyond organization-centred public relations: Collective action through a civic crowdfunding campaign

Public relations scholars have called for a shift from organization-centred approaches and practices to community, – or collective-based ones. With the Internet, the latter have become more frequent although under-researched or not well understood. This article addresses those gaps by researching a community-based campaign in New Zealand and by underpinning the research with collective action theory. Methodologically, it combines netnography, thematic analysis, and interviews with major players, to analyze a civic crowdfunding campaign. It provides an account of how two amateur activists not only initiated and managed this campaign, but also raised US$1.5 million (NZ$2.27) within three weeks to buy a private beach and gift it back to the New Zealand public. The article seeks to add to both PR scholarship and practice. It adds to the former by analysing the campaign and identifying success factors for civic crowdfunding campaigns more generally; and to the latter by accounting for a different kind of activist and community-based PR that goes beyond organization-centred approaches to offer gratifying community-centered work that improves the reputation of PR for contributing to the common good.     

Social protection systems and the future of work: Ensuring social security for digital platform workers

Digitalization is transforming societies and economies worldwide at an unprecedented scale and pace. In the wake of automation and digitalization, new forms of employment have been emerging in various occupations and sectors, such as the digital platform economy. The emergence of new forms of employment, such as work on digital platforms, requires that existing social protection systems adapt to the specific situation and needs of such workers, as to realize the human right to social security for all. Current social protection coverage for workers on digital crowdwork platforms reveals significant gaps in social security coverage. Where such coverage exists, it is often provided through the workers’ previous or additional jobs, or indirectly through their spouses or other family members. This raises questions about digital platforms free riding on the traditional economy with regard to the financing of social security. How can social protection systems adapt to changing forms of work to ensure full and effective coverage for workers in all forms of employment, including those in “new” forms of employment? How can workers in all types of employment, including those on digital platforms, be protected in an adequate and comprehensive way, combining contributory and non‐contributory mechanisms and based on equitable and sustainable financing mechanisms, so as to ensure adequate social protection to all?
