Most evaluators seem to presume that all evaluative studies should result in conclusive evidence. Often, however, less than conclusive evidence may not only suffice, but be the only real alternative under conditions of limited evaluation resources. Three levels of evidence common to evaluation studies are discussed: suggestive evidence, preponderant evidence, and conclusive evidence. Ten factors are also presented which can be used to determine the level of certainty appropriate for a given evaluation study. Consideration of these factors enables the evaluator to specify when less than conclusive evidence is acceptable.  相似文献

The author examines influences of his personal experience with crime, his ideology, and his theoretical knowledge on his approach to the study of crime. Personal experience led to observations that (a) responses to crime are often gut-level rather than rational, (b) both street crime and the criminal justice system are characterized by incompetence, and (c) the retributive impulse must be considered in the study of crime. The radical ideology of the author led to the conclusion that crime is linked with the structure of the economic system. Finally, the author's scholarly knowledge led to recognition of the importance of the causality/meaning and determinism/voluntarism debates for the study of crime and for policy planning. He concludes that one must recognize the importance of all three sources of one's understanding of crime in order to engage in criminological research.

The social policy of the Thatcher government is characterized by an abrupt shift in the direction of the private sector. To what extent does this reflect what people want? The Institute of Economic Affairs conclude from the only suitable national opinion survey that such a move is strongly supported. Our reanalysis of their data shows that this strand in public opinion can coexist with, and need not contradict, an equal public enthusiasm for state welfare. Such results have important implications for our understanding of social policy. We conclude, therefore, with a discussion of contrasting marxist and liberal accounts which seeks to show that the evidence of ambivalence in popular attitudes about the welfare state supports particular developments in theory.  相似文献

Summary It is generally conceded that our allied mental health professions have fallen short in our attempts to provide adequate services to those people whose need is most desperate, those individuals and families ambiguously and condescendingly designated multiproblem. It could be said that we, the caregivers, have been unwilling or unable to be good enough mothers to these, our motherless children. In fact, the early, formative experience of the people with whom we are concerned has invariably been marked by gross discontinuities in mothering; the consequent defects in controlling, regulatory psychic structure (ego defects) are most prominently manifested in the chaotic life-style which characterizes these individuals and families. Our task as caregivers, when viewed from this perspective, is clear: we must somehow bring order out of disorder. But, with tragic regularity, disorder prevails; the provider of service succumbs to the same painful feelings of disorganization, bewilderment, frustration, and helplessness with which his client struggles, and, eventually, both give up in despair. What is more, this sense of fragmentation and futility pervades the institutions responsible for provision of services. Client, caregiver, and institution, all are trapped in the same tortuous maze. How, then, are we to extricate ourselves? Certainly not by drafting yet another master plan which promises everything and delivers nothing. Both realistic and humanistic considerations dictate more modest goals: We might not be able to rescue everyone who needs assistance, but we can help a few. Under current conditions of accelerated socioenvironmental change in the Mediterranean forested landscapes, fire is one of the most critical and difficult risks to tackle within the region. This article summarizes the lessons learned from a project based on the participatory integration of qualitative local stakeholders' knowledge with expert GIS fire simulations carried out in the County of El Bages, Catalonia, Spain. First, in this article, a theoretical model--the forest fire circle--is presented in order to explain the reasons for the rise in the damage and frequency of forest fires in this Mediterranean area. Second, it describes the methodology developed and the stages followed during the project. Results show that: (1) the advocacy of old forest reactive management paradigm assumptions and practices based on uncontrolled forest succession can put vast wooded areas of the Mediterranean basin at critical risk; and (2) forest fire management approaches that ignore the crucial role of long-term prevention and local capacity building strategies have failed. In the final section, the content and the specific dimensions of the old reactive paradigm that has characterized forest fire risk management in Catalonia are discussed and contrasted with the possibly emerging preventative paradigm.  相似文献
