'It Won't Change the World But it Turned my Life Around': participants' views on the Personal Advisor Scheme in the New Deal for Disabled People

This article is a response to the largely negative commentary on the New Deal for Disabled People, in this journal and other leading social policy journals. It draws on a recent qualitative study of disabled people who have re-entered the labour force with the assistance of the Personal Advisor Scheme. Whilst it is acknowledged that the New Deal has its limitations and shortcomings, it is argued that the positive aspects of the scheme deserve to be highlighted. Also, it is suggested that the importance of enabling individuals who have experienced the scheme to voice their opinions and perceptions cannot be understated. By listening to the views and attitudes of those who have first hand experience of the scheme, policies and practices can be developed and redefined in ways, which incorporate the needs and views of the users.     

L'indicateur «Embauche des travailleurs» de la Banque mondiale: bilan des travaux et critiques

Cette note fait le point sur le débat suscité par le projet Doing Business de la Banque mondiale, et notamment par son indicateur «Embauche des travailleurs», censé mesurer la difficulté d'embaucher, la rigidité de la durée du travail et la difficulté de licencier. Les auteurs présentent les résultats des études qui l'ont utilisé, l'ont inspiré ou ont été influencées par cet indicateur. Ils se penchent ensuite sur les critiques de cet instrument qui pose des problèmes conceptuels et empiriques. Ils concluent par la formulation de suggestions pour les recherches à venir.     

Refining the Concept of Political Will: A Gender Perspective

While politics are known to be prevalent at managerial levels, there is currently little insight into what drives managers to engage in organizational politics and whether there are gender differences in this respect. In the current study we explore the concept of political will by using a qualitative approach based on 14 semi‐structured interviews with managers (five men and nine women) in a global semiconductor company. We identify key dimensions of managerial political will consisting of three attitudinal ambivalences: functional, ethical and emotional. We also examine gender differences along these dimensions and discuss managers' political will in the context of a masculine organizational setting. We conclude by discussing the theoretical and practical implications of the findings and further research directions.     

Color-Blind Racism in Post-Obama America: An Examination of Attitudes Toward Hurricane Katrina Evacuees in Houston, Texas

The issue of racism in America continues to be an important topic, particularly in reference to whether and to what extent it still exists and continues to impact the life chances of racial and ethnic minorities. This article examines Bonilla-Silva’s theory of color-blind racism within the context of attitudes of respondents in Harris County, Texas, toward the evacuees from Hurricane Katrina. Data from the 2006 and 2010 Houston Area Surveys are used to address whether color-blind racism frames impact citizen attitudes toward the evacuees and whether that impact differs pre- and post-Obama’s presidential election. The logistic and ordinal regression analyses reveal support for the impact of color-blind racism frames, particularly that of cultural racism, on attitudes toward the evacuees. Additionally, that impact, although stronger in the 2006 data, persists in 2010. Limitations and implications for future research are also discussed.     

A Descriptive Study of Home Modifications for People with Dementia and Barriers to Implementation

This study describes home environmental features, safety issues, and health-related modifications in a community dwelling sample of 82 elderly people with dementia. Main barriers to the accessibility of the homes were steps, both inside and outside the house. The majority of the caregivers had made home modifications, which pertained mainly to physical limitations. Home modifications to support cognitive deficits were made to a lesser extent. The main barrier to the implementation of home modifications to accommodate the care recipient's memory loss was skepticism about their usefulness. Regarding the removal of physical barriers, financial constraints were most frequently mentioned.     

Tenancy,Marriage, and the Boll Weevil Infestation, 1892–1930

In the early twentieth century, the cotton-growing regions of the U.S. South were dominated by families of tenant farmers. Tenant farming created opportunities and incentives for prospective tenants to marry at young ages. These opportunities and incentives especially affected African Americans, who had few alternatives to working as tenants. Using complete-count Census of Population data from 1900–1930 and Census of Agriculture data from 1889–1929, we find that increases in tenancy over time increased the prevalence of marriage among young African Americans. We then study how marriage was affected by one of the most notorious disruptions to southern agriculture at the turn of the century: the boll weevil infestation of 1892–1922. Using historical Department of Agriculture maps, we show that the boll weevil’s arrival reduced the share of farms worked by tenants as well as the share of African Americans who married at young ages. When the boll weevil infestation altered African Americans’ opportunities and incentives to marry, the share of African Americans who married young fell accordingly. Our results provide new evidence about the effect of economic and political institutions on demographic transformations.     

From blank spaces to flows of life: transforming community engagement in environmental decision-making and its implications for localism

Localism advocates the participation of ‘local’ groups in governmental decision-making processes. While making policy more context/place specific is a progressive goal, this paper suggests that the processes through which this occurs, and underlying conceptual approaches to scale and place, require a careful analysis. Although often side-lined, Indigenous experiences of localism are key to seeing these issues as critical responses to place and politics, rather than relegating them to an ‘Aboriginal’-specific issue. This paper outlines two practical implementations of Aboriginal inclusion in environmental decision-making, in Canada and Australia. These case studies demonstrate both the failings of current framings of localism and ‘environment’ in policy-making and the inadequate responses of governments to the complexities of place making. These challenges are illustrative and symptomatic of wider issues about how environmental policy and place are currently envisaged. This paper suggests a new methodological framing of these issues that positions the current framing as one view among many, offers a non-relativist frame of communication for moving beyond inclusion and outlines the implications of this reframing for localism.     

Children after Divorce: Whose Rights? Whose Responsibility?

Concern about the increasing welfare bill for supporting parents and the growing number of mothers and children living in poverty after divorce or separation has recently led Governments to seek new strategies to enforce maintenance payments. A major emphasis in these arguments has been that noncustodial parents (usually fathers) have a responsibility to provide economic support for their children, and that children, mothers and the community have a right to expect this support. At the same time, there has been an increased concern by fathers for their rights to custody and access to their children after divorce or separation. These two concerns, however, have tended to be treated as separate issues, and little attempt has been made to examine the possible interaction between the two, or to examine systematically the respective rights and responsibilities of mothers, fathers, children and the community. These issues are examined here in the context of an analysis of interpersonal rights and responsibilities for financial support and child care.
