The estimated vector autoregressive (VAR) model is sensitive to model misspecifications, resulting to biased and inconsistent parameter estimates. This article extends the Bayesian averaging of classical estimates, a robustness procedure in cross-section data, to a vector time-series that is estimated using a large number of asymmetric VAR models. The proposed procedure was applied to simulated data from various forms of model misspecifications. The results of the simulation suggest that, under misspecification problems, particularly if an important variable and moving average (MA) terms were omitted, the proposed procedure gives robust results and better forecasts than the automatically selected equal lag-length VAR model.  相似文献

Novel approaches to natural resource management, particularly those which promote stakeholder participation, have been put forward as fundamental ingredients for establishing resilient, polycentric forms of environmental governance. This is nowhere more pertinent than in the case of the complex adaptive systems associated with urban areas. Decentralisation of urban green space management has been posited as an element thereof which, according to resilience thinking, should contribute to the adaptive capacity of cities and the ecosystem services upon which they rely. Implicit in this move towards increased adaptive capacity is the ability to manage through innovation. Although the importance of innovation towards system adaptability has been acknowledged, little work has thus far been carried out which demonstrates that innovative use of urban green space represents a form of adaptive response to environmental conditions. The current paper reports on research which maps examples of organised social-ecological innovation (OSEI) in an urban study area and evaluates them as adaptive responses to local environmental conditions which may contribute to system resilience. The results present OSEI as a coherent body of responses to local social and environmental deprivation, exhibiting diversity and adaptability according to individual contexts. The study therefore provides evidence for the importance of local stakeholder-led innovation as in the building of adaptive capacity in urban social-ecological systems.  相似文献

New models of innovation have suggested that the innovation process of product and service development is becoming more open, emphasizing the importance of external knowledge and systematically involving external actors and sources in innovation endeavours. The growing success of open innovation practices in many firms raises the question whether these principles can be transferred for reinventing public sector organisations. Beyond technocratic eGovernment and digitalization effort, but with support of web 2.0 technology, we present first examples of how external collaboration and innovation with citizens for public administrations can offer new ways of citizen integration, enhancing public value creation and the political decision making process. In the following, theoretical references and conceptual foundations of this development are identified. By intensive use of internet technologies the aim of Open Government is to achieve more transparency, more participation and a closer collaboration with the various stakeholders in the public sector.  相似文献

We propose a shift in emphasis when communicating to people when the objective is to motivate household disaster preparedness actions. This shift is to emphasize the communication of preparedness actions (what to do about risk) rather than risk itself. We have called this perspective “communicating actionable risk,” and it is grounded in diffusion of innovations and communication theories. A representative sample of households in the nation was analyzed using a path analytic framework. Preparedness information variables (including content, density, and observation), preparedness mediating variables (knowledge, perceived effectiveness, and milling), and preparedness actions taken were modeled. Clear results emerged that provide a strong basis for communicating actionable risk, and for the conclusion both that information observed (seeing preparedness actions that other have taken) and information received (receiving recommendations about what preparedness actions to take) play key, although different, roles in motivating preparedness actions among the people in our nation.  相似文献

Listeria monocytogenes is a leading cause of hospitalization, fetal loss, and death due to foodborne illnesses in the United States. A quantitative assessment of the relative risk of listeriosis associated with the consumption of 23 selected categories of ready‐to‐eat foods, published by the U.S. Department of Health and Human Services and the U.S. Department of Agriculture in 2003, has been instrumental in identifying the food products and practices that pose the greatest listeriosis risk and has guided the evaluation of potential intervention strategies. Dose‐response models, which quantify the relationship between an exposure dose and the probability of adverse health outcomes, were essential components of the risk assessment. However, because of data gaps and limitations in the available data and modeling approaches, considerable uncertainty existed. Since publication of the risk assessment, new data have become available for modeling L. monocytogenes dose‐response. At the same time, recent advances in the understanding of L. monocytogenes pathophysiology and strain diversity have warranted a critical reevaluation of the published dose‐response models. To discuss strategies for modeling L. monocytogenes dose‐response, the Interagency Risk Assessment Consortium (IRAC) and the Joint Institute for Food Safety and Applied Nutrition (JIFSAN) held a scientific workshop in 2011 (details available at http://foodrisk.org/irac/events/ ). The main findings of the workshop and the most current and relevant data identified during the workshop are summarized and presented in the context of L. monocytogenes dose‐response. This article also discusses new insights on dose‐response modeling for L. monocytogenes and research opportunities to meet future needs.  相似文献

This paper presents three small sample tests for testing the heteroscedasticity among regression disturbances. The power of these tests are compared with two of the leading tests for this hypothesis, one by Goldfeld and Quandt [5] and the other by Theil [17]. We also provide a heuristic method of selecting the number of middle observations to be deleted for the Goldfeld-Quandt type of tests.  相似文献

Biomonitoring programs for urinary chromium (Cr) typically attempt to evaluate occupational exposure via the inhalation route. This study investigated whether Cr can be detected in the urine of people following the ingestion of soils that contain relatively high concentrations of chromium in chromite ore processing residue (COPR). To evaluate the reasonableness of using urinary monitoring to assess environmental exposure, six volunteers ingested 400 mg of soil/day (low-dose group), two others ingested 2.0 g of soil/day (high-dose group) for 3 consecutive days, and one person ingested a placebo on each of 3 days. The soil and COPR mixture contained concentrations of total chromium (Cr) and hexavalent chromium [Cr(VI)] of 103 ± 20 and 9.3 ± 3.8 mg/kg, respectively. Therefore, the low-dose group ingested 41 μg Cr/day [including 3.7 μg Cr(VI)] and the high-dose group ingested 206 μg Cr/day [including 18.6 μg Cr(VI)] on each of 3 consecutive days. All urine samples were collected and analyzed individually for total Cr on the day prior to dosing, during the 3 days of dosing, and up to the first void 48 h after the last dose. No significant increases in urinary Cr excretion were found when background excretion data were compared with data following each of the 3 days of dosing or in daily mean urine concentrations of the high- vs the low-dose groups. It appears that Cr present in a soil and COPR mixture at Cr doses up to 200 μg/day is not sufficiently bioavailable for biomonitoring of urine to be informative. These results are consistent with previously published findings suggesting that incidental exposure to dusts and soils containing comparable levels of Cr will not result in increased concentrations of Cr in urine.  相似文献
