CHILD PROTECTION: PARADOXES OF PUBLICITY,POLICY AND PRACTICE

Recent media coverage of child abuse in Victoria is critically analysed. Parallels are drawn between the substance and style of newspaper coverage of child abuse cases in the late nineteenth century ‘first wave’ of the child rescue movement and that in the late twentieth century ‘second wave’ of the child rescue movement. The twin themes of vengeance and voyeurism are clearly evident in both periods. The classic late nineteenth century concepts of Freud and Durkheim are drawn upon to illuminate the psychological and sociological sources of these themes. The current Victorian child protection system is used as a case study to explore the paradoxes for policy and practice which arise in part from the publicisation and associated politicisation of child abuse. These paradoxes include the redirection of resources from prevention and treatment to investigation services.     

Corporate compliance programs: risk management for the future

The Department of Justice has estimated that the government loses $100 billion annually in health care fraud. Consequently, the government's health care fraud enforcement activities with respect to all health care providers and suppliers continue to grow. Last year alone, the government collected more than $8 billion in settlements, fines, and penalties involving health care fraud. Recent settlements with the government have begun to include corporate compliance programs that require continued government oversight of the health care organization as an essential part of the settlement. The first section of this article describes the legal significance of health care companies' having corporate compliance programs. The second section provides a sample list of topics that should be included in any corporate compliance program. Finally, we describe various issues related to the creation and implementation of corporate compliance programs.     

Evaluating community initiatives

The increasing emphasis on using research evidence as a basis for policy and practice change has led the Joseph Rowntree Foundation to consider better methods of evaluation. A theories of change approach has been found to be particularly valuable.     

The Role of Giving and Receiving Emotional Support on Depressive Symptomatology among Older Couples: An Application of the Actor-Partner Interdependence Model

The present study investigated whether perception of receiving emotional support mediates the relationship between one partner's giving of emotional support and the other partner's depressive symptomatology using a population-based sample of 423 couples from the Changing Lives of Older Couples study. A path model was used guided by the Actor-Partner Interdependence Model. Results indicated that spouses' giving emotional support was related to the degree to which their spouse reported receiving emotional support. Perception of receiving emotional support, in turn, was related to lower depressive symptomatology of the support recipient. Both husbands and wives can benefit from emotional support through their perception of receiving emotional support, and spouses' perceptions, as well as their actions, should be considered in support transactions.     

Fractured relationships and the potential for abuse of older men

Elderly men are an understudied population in the area of abuse and neglect. The typical elder abuse or neglect victim is described as a frail woman. The National Elder Abuse Incidence Study shows men to be victims as well and at higher risk than women for abandonment, the most extreme form of neglect. A qualitative study of older widowed men did not specifically explore issues of abuse and neglect, but found several of the men experiencing alienation from one or more of their adult children. This paper explores the dynamics of these "fractured relationships" and finds several patterns that may increase an older man's risk of being neglected when his needs for support increase. Many men are not functioning in a kinkeeper role and are not attempting to repair fractured relationships. Minimizing their own feelings may prevent men from understanding the extent of alienation felt by an adult child.     

The Positive Effects of Easy Goals on Decision Quality and Risk Propensity in an MCPLP Task

In this study the potential performance benefits of easy goals were examined within the multiple cue probability learning paradigm (MCPLP). Specifically, the effects of varying levels of goal difficulty on performance and risk propensity (used to define a form of commitment) were investigated. With few exceptions, previous studies demonstrated support for difficult goals. In this study, contrary to the majority of past evidence, as goals became easier decision quality significantly improved. Moreover, risk propensity increased with easier goals and, as suggested by a post-hoc analysis, had more direct impact on decision makers’ behaviors than goal levels. Goal-related behavior in complex MCPLP tasks appears to significantly differ from the majority of goal evidence in other types of research due to the tendency for subjects to view complex task properties in the same context as goal levels.
