An empirical investigation of stalled residential sites in England

Drawing upon a national database of unimplemented planning permissions and 18 in-depth case studies, this paper provides both a quantitative and qualitative analysis of the phenomenon of stalled sites in England. The practical and conceptual difficulties of classifying sites as stalled are critically reviewed. From the literature, it is suggested that planning permission may not be implemented due to lack of financial viability, strategic behaviour by landowners and house-builders, and other problems associated with the development process. Consistent with poor viability, the analysis of a national database indicates that a substantial proportion of stalled sites are high density apartment developments usually is located in low house value areas. The case studies suggest that a combination of interlinked issues may need to be resolved before a planning permission can be implemented. These include; the sale of the land to house-builders, renegotiation of the planning permission and, most importantly, improvement in housing market conditions.     

Political connections,gender diversity and compensation policy

In this paper we analyze the influence of corporate governance, specifically political connections and gender diversity, on board and managers’ remuneration in savings banks in Spain. We also analyze whether financial experience moderates the relation between political experience and board compensation. To the best of our knowledge, the effects of having politicians on remuneration levels of financial firm have not been studied. Connections are important in hiring decisions and in generating business so it is interesting to explore whether they are important when it comes to compensation policies. We use a panel data and financial and corporate governance information from 44 savings banks for the period 2004–2009. Our results show that the previous political activity of the chairperson positively influences board remuneration. Our study provides the first evidence for a link between political connection and compensation policy, showing that, in addition to the standard firm-level factors, political and financial experience are material determinants of economic significance in compensation policies. Specifically, we show that financial expertise may substitute for governance mechanisms that are lacking in firms with weak governance environments (e.g. saving banks with high politicization).     

Computer‐Assisted Career Guidance Systems: A Part of NCDA History

The first computer‐assisted career planning systems were developed in the late 1960s and were based soundly on the best of career development and decision‐making theory. Over the years, this tradition has continued as the technology that delivers these systems’ content has improved dramatically and as they have been universally accepted as effective tools for career guidance practice. Although their widespread use in the United States is currently affected by financial conditions, the potential for using these systems in developing countries as a part of their implementation of career guidance services is promising.     

Marginalization by the Marginalized: Race,Homophobia, Heterosexism,and “the Problem of the 21st Century”

On November 4, 2008, Barack Obama was elected the 44th president of the United States. This historic election occurred 105 years after W. E. B. Du Bois proclaimed in the introduction to The Souls of Black Folk, “the problem of the Twentieth Century is the problem of the color-line” (1994, p. v). According to Du Bois, the problem of the color line is racialized segregation and oppression. This article posits, however, that “the problem of the 21st century” is the further marginalization within already marginalized groups, and this article focuses on the history and occurrence of homophobia and heterosexism within the African American community as well as its links to gender discrimination. Special focus is placed on the Black Church as a possible causal factor for homophobia and heterosexism in the African American community. Possible solutions are also proposed, which consist of a nationwide legalization of same-sex marriage and African American leaders actively and publicly supporting lesbian, gay, and bisexual members of the African American community.
