This paper considers the prospects for successful implementation by governments of guest-worker programs that are based on an intended temporary presence of foreign workers. A means of enforcement of temporary presence is a penalty imposed for overstaying the permissible time period. Employers who are obliged to post bonds for their foreign workers are provided with an incentive to ensure that their workers leave at the end of their contractually specified stay. We consider the consequences of such a bond when foreign workers can leave legal employers for illegal employment. We also investigate the effectiveness of deferred payments to foreign workers as a means of discouraging transition from legal employment to illegal presence. In the final analysis, although the policy intention is a temporary stay, we conclude that if foreign workers do not wish to return home, there is an almost inevitability to the creation of a population of illegal immigrants (whose presence may be subsequently legalized). This study evaluated several statistical models for estimating treatment effects in a randomized, longitudinal experiment comparing assertive community treatment (ACT) versus brokered case management (BCM). In addition, mediator and moderator analyses were conducted. The ACT clients had improved outcomes in terms of housing and psychiatric symptoms than BCM clients. Case management housing assistance and financial assistance partially mediated housing outcomes. No reliable mediators were found for psychiatric symptoms, and no reliable moderators were found for either housing or psychiatric symptoms. The study also made several important methodological advances in the analysis of longitudinal data in randomized experiments.  相似文献

Legitimation for the maintenance of privilege is often made by rhetorical strategies that appeal to often irrelevant but favored values of a group. The case for the continuance of the exclusion of women at two revered state-supported militarystyle colleges, The Virginia Military Institute (VMI) (in Virginia) and the Citadel (in South Carolina), was made by those institutions and their lawyers and expert witnesses by appeals to “rationality” which encompass unsupported stereotyped views and references to the value of historical precedent and the status quo. The view that males and females are basically different with respect to cognitive and emotional characteristics is employed in the rhetoric. Thus, in these institutions and in some others today (e.g., a new single sex public school) sex segregation is offered as a benefit not only to males but to females, who are regarded as unable to learn well in coeducational environments. The article notes that assumptions about basic cognitive and emotional differences are deceptive and are not supported by empirical evidence, and that the studies cited by advocates of sex segregation are either impaired methodologically or are irrelevant today. The article also explores the way in which such values as diversity and states' rights are employed in the rationales for segregation.  相似文献

OUT OF UTOPIA:     
An important segment of writings on postindustrialization is distinctly utopian in stressing the greater mastery and control made possible by recent innovations in information technology. The utopian theme underscores the technical outcomes of innovations and highlights their benefits for ameliorating social problems. By contrast, our work suggests that many of the social problems in contemporary society are a consequence of recent innovations in information technology. We argue that postindustrial theorists are correct in stressing mastery over certain technical problems but incorrect in slighting the destabilizing effect innovations have on organizations and the markets in which these organizations participate. These destabilizing effects complicate organizational strategies by increasing market risk and uncertainty. Since most organizations are risk aversive, social problems are created as organizations externalize their costs and pass along risk to other, more dependent actors. Illustrations from two institutions, politics and the economy, indicate that many postindustrial innovations are associated with heightened competition as well as greater risk and uncertainty across the institutional order. We conclude that postindustrial technology introduces no net gain in man aging the complexities of the social world. Risk and control are both integral to technological innovation and constitute the paradox of postindustrialization.  相似文献

The utility of various curvilinear comfort models of interpersonal distance was examined in a study employing subjects' responses to a broad range of videotaped, seated distances. Results obtained provided considerable support for these models. Intermediate distances were rated as more comfortable, preferable, and appropriate than more extreme close or far distances. This pattern of results was manifested for interaction situations involving both two- and four-person groups.This research was supported by Grants #HD-07045 and HD-8546-01 from the National Institute of Child Health and Human Development and by a NIH Biomedical Research Support grant 5S07 RR07087-12.  相似文献

The present study was designed to explore further the effects of nonverbal behaviors and sex on compliance. Male and female subjects who had just found a dime in a phone booth were approached by a male or female experimenter and were asked to return the dime that the experimenter had supposedly just lost. In the Eye Contact condition, the experimenter gazed at the subject as the request was made, whereas in the No-Eye Contact condition he/she did not. In addition, the experimenter lightly touched half of the subjects while making his/her request, but did not touch the other half. Replicating previous findings, it was found that both eye contact (significantly) and touching (marginally) produced increased rates of compliance. Extending prior results, these effects were obtained for male experimenters. Furthermore, a Sex of experimenter times Sex of subject interaction effect was obtained, such that subjects were much more willing to comply with the request of an opposite, rather than same sex experimenter. Questionnaire data suggested that: 1) subjects were aware of the touch, but not of the eye contact variable, and 2) the requesters were perceived as much more attractive when they were of the opposite, rather than the same sex as the subjects.  相似文献

The proportional hazard model with unobserved heterogeneity gives the hazard function of a random variable conditional on covariates and a second random variable representing unobserved heterogeneity. This paper shows how to estimate the baseline hazard function and the distribution of the unobserved heterogeneity nonparametrically. The baseline hazard function and heterogeneity distribution are assumed to satisfy smoothness conditions but are not assumed to belong to known, finite-dimensional, parametric families. Existing estimators assume that the baseline hazard function or heterogeneity distribution belongs to a known parametric family. Thus, the estimators presented here are more general than existing ones.  相似文献

We analyze the endogenous determination of migration quota, viewing it as an outcome of a two-stage political struggle between two interest groups: those in favor and those against the proposed migration quota. First, we compare the proposed policies of the two interest groups under random behavior of the government, with and without lobbying. We examine the effect of the status quo and government intervention in the proposal of the quota on its nature, assuming that, with and without government intervention, the uncertain approval of the proposal is the outcome of a lobbying contest between the two interest groups.

Academic freedom and the autonomy of academic institutions (their freedom from outside interference) are core values in contemporary academic life. This article outlines changes that have taken place in the last few decades that impact academic freedom and autonomy to at least some degree. These include the increasing catering by universities to stake-holders in the environment, increasing professionalization of university administrations, an evolving pattern of broadening authority over internal university decision-making, and an increasing attention to student (i.e. customer) needs. Two case studies -- one of recent decisions in the University of California system and the other at the University of Oslo -- illustrate the theoretical points in the article and point to the need to know a lot more about academic autonomy and academic freedom, especially in an environment of changing management practices and scarce resource bases for many institutions. The cases were selected because of the authors’ familiarity with them and are examples meant to illuminate some of the challenges and complexities inherent in the phenomena and to inspire further research on academic freedom and autonomy utilizing the instrumental and institutional perspectives from organization theory that are the core of our theoretical analysis.  相似文献
