Some partially variance balanced structurally incomplete row-column designs

Earlier results by the authors are used to provide the intrablock analysis for row-column designs that have observations at nodes of the row-column lattice, the design being structurally incomplete when some nodes are empty. Construction, properties, and intrablock analyses of some special b× b row-column designs with b empty nodes taken along the principal diagonal of the lattice are developed. The designs discussed have m > 1 associate classes and are said to be partially variance balanced. The special designs fall in two classes and are shown to be nearly optimal in a specified class of designs. A small catalog of designs constructed is provided and they should be useful when empty nodes do not represent wasted experimental units, perhaps because the row and column assignments of treatments are sequenced.     

Railroad Construction and Antebellum Slave Prices*

Slave prices rose rapidly to historic highs in the late‐antebellum South. The boom in railroad construction in the South helps explain this large increase in slave prices. The economic connection between railroads and slave prices reconciles the views of traditional economic historians who thought slavery was economically irrational and the views of the new economic historians who have concluded that slavery was highly profitable. It was the massive public subsidies to railroads that explain it was public policy that provided the stimulant to slave prices, not the “peculiar” culture of the antebellum South or the planter efficient management of slave labor.     

THE IMPACT ON FAMILIES OF REPORTED CHILD ABUSE OR NEGLECT

In order to evaluate the impact upon children and families of reported child abuse and neglect and the subsequent interventions, the casenotes of a random sample of substantiated cases (N=151) dealt with by the South Australian child protection agency were searched. The goal was to identify information concerning service delivery and changes for family members in the ensuing six months. Results relevant to both of these are presented and evaluated. An important corollary finding of this work was the absence of detailed information about outcome in the casenotes. We argue that this absence of feedback to child protection workers and policy-makers is likely to have detrimental effects on both worker morale and the quality of the services provided.     

Report on matching procedures of a dual record system in the southern Philippines

There are generally three stages to the development of rules for matching vital events data from two sources covering the same population: (a) establishing a set of “true” matches and nonmatches; (b) determining the best tolerance limits for each single characteristic which might be used in matching; and (c) experimenting to determine the set or sets of characteristics and the weights to be used in classifying a pair of records as matched or nonmatched. Specific examples, based on early matching experiments with data from the dual record system of the Mindanao Center for Population Studies (MCPS), are presented. Successive application of different sets of characteristics (differential valence rule) to the remaining unmatched events produced an acceptable rule for matching in this study.     

Sample registration in India

India's ad hoc sample registration scheme for obtaining current estimates of rural birth and death rates for the whole country is being implemented quite rapidly. Five states have 140 sample units, and eleven states will have from 20 to 100 units in the study depending upon the stage of implementation by March, 1967.Essential elements of the project for each unit are: (1) continuous registration of vital events by a paid part-time local enumerator, (2) a six-month household survey to detect births and deaths which occurred during the previous six months, and (3) matching events from registration and surveys and field recheck of unmatched events to obtain the "best" count of real number of events. Preliminary results in a non-random sample indicate that the crude birth and death rates are around 37.1 and 15.7 per 1,000, respectively, for India's rural population, but these probably will be found to be on the low side.Most of the problems of implementation are operational or administrative rather than statistical: (1) For various reasons, some states are slow in agreeing to assume financial and other responsibilities for the scheme. (2) In many states, even after the scheme has been accepted, there are delays in recruiting the staff, training, and so forth. (3) The most serious problem in the whole project is maintaining control of field operations well enough at each stage to insure that prescribed instructions and methodology are being followed.Experience in India indicates that staged implementation of such projects is highly desirable when trained staff are limited. There still are a number of methodological problems which must be tested as the sample registration evolves. Sample registration is one of the first steps in the Indian program to. develop an adequate vital statistics system. Exploratory studies to measure completeness of civil registration are being done now in an effort to develop means of using civil registration data alone for measurement of vital rates.     

Abstruse and Insecure? Irish Immigrant Identity in Modern Scotland

This paper will look at the religious and political identities that for many people have come to characterize Scottish football. Such a characterization is particularly evident in the case of the two major clubs in Scotland; the 'Old Firm ' of Glasgow Rangers and Celtic. Nonetheless, Scotland is not unique in its sport acquiring an extrasporting dimension and football in particular often has broader political resonance. As Hoberman opines (in Sugden and Bairner, 1993, p. 10), sport has no intrinsic value structure, but it is a ready and flexible vehicle through which ideological associations can be reinforced. Put another way, sport can becom e an important pointer to features of the wider society. It can reflect both the positive and negative features of a society as well as feed aspects of those features. For many people, sport, particularly football, has acquired the capacity to become both a source for, and a reflection of, important social, political and cultural identities. This article argues that such identities are intrinsic to Scottish football. Football is also sym ptomatic of the ongoing conflicts of identity that have become important to Scottish life, especially since the influx of Catholic im migrants from Ireland began in the middle of the nineteenth century.     

Fossil Fuels and Food Security: Analysis and Recommendations for Community Organizers

ABSTRACT

This paper examines the relationship between fossil fuels and food security and makes recommendations for community organizers. During the 20^th century, North America's food system grew critically dependent on oil and natural gas for production, processing, and transportation. The authors argue that numerous petroleum-related factors including supply problems, increasing global demand, and geopolitical tensions may now threaten food security. Various approaches to reducing fossil-fuel dependency and increasing local food production are explored. The authors conclude that community organizers can make important contributions to local food security, and they provide specific recommendations and resources for doing this.     

Homeless Military Veterans and the Intersection of Partner Violence

The objective of this paper was to identify, screen, and assess homeless veterans through outreach for domestic abuse services. This study focuses on 507 homeless veterans, from 2002 to 2007 identified in a homeless shelter and a transitional housing program. Homeless veterans completed the Domestic Violence/Abuse Screen (DV/AS) and psychosocial assessment. The majority were males, African American, divorced, Army, Vietnam, substance-dependent, and homeless, while the minorities had combat-PTSD; were charged and convicted of domestic violence; were on supervised parole or probation; had juvenile records; were victims of domestic violence during rearing; had a perpetrator relative; had prior domestic violence treatment; and were referred for domestic abuse treatment services. There is a lack of research evidence for the effectiveness for screening of homeless veteran partner violence. This sample shows the benefit of integrating domestic abuse screening into homeless programs and more research.     

Nonparametric standard errors and confidence intervals

We investigate several nonparametric methods; the bootstrap, the jackknife, the delta method, and other related techniques. The first and simplest goal is the assignment of nonparametric standard errors to a real-valued statistic. More ambitiously, we consider setting nonparametric confidence intervals for a real-valued parameter. Building on the well understood case of confidence intervals for the median, some hopeful evidence is presented that such a theory may be possible.     

Maximum-likelihood estimation for constrained- or missing-data models

In statistical models involving constrained or missing data, likelihoods containing integrals emerge. In the case of both constrained and missing data, the result is a ratio of integrals, which for multivariate data may defy exact or approximate analytic expression. Seeking maximum-likelihood estimates in such settings, we propose Monte Carlo approximants for these integrals, and subsequently maximize the resulting approximate likelihood. Iteration of this strategy expedites the maximization, while the Gibbs sampler is useful for the required Monte Carlo generation. As a result, we handle a class of models broader than the customary EM setting without using an EM-type algorithm. Implementation of the methodology is illustrated in two numerical examples.
