The linkage effects of raw material processing in economic development: A survey of modeling and other approaches

Processing of primary raw materials has become an important and widely recommended strategy for economic development. Yet, even as the councils of many LDCs call for primary commodity producers to gain greater participation in downstream activities, there remain doubts on fundamental questions:What comparative advantage and what disadvantages do processing activities have in the LDCs?What linkages do processing activities offer?What is the potential contribution of processing to economic goal attainment in the LDCs?In this article we survey the material on processing, particularly with respect to modeling direct and indirect linkages between processing and the LDC economies. The article examines the following topics: (1) the literature on processing in economic development; (2) modeling processing linkages; and (3) outstanding questions regarding processing linkages.We focus on quantifiable linkages between the processing industry and the rest of the economy. There is also the possibility of other linkages, such as the development of entrepreneurship and management talent and technology, that are more difficult to quantify. It is important to distinguish between micro linkages, which refer to the direct impact on supplier and user sectors, and macro linkages, which include indirect general economic effects transmitted through government revenue and expenditures, the money supply, and foreign exchange availabilities.     

The Advantages of Multilevel Approaches

Editors' introduction: Thomas F. Pettigrew was born and raised in tightlysegregated Richmond, Virginia in 1931. But his Scottish-immigrant family did not subscribe to the South's racist norms, and he identified with and had early positive contact with African Americans. As an undergraduate at the University of Virginia, he discovered that there was a discipline that studied and resisted racism. These formative experiences forged his career path in social psychology to study intergroup relations. As a student of Allport's, Pettigrew is widely recognized as having expanded personality-oriented perspectives on prejudice to include a more social, contextualized orientation ( Kimmel, 1986 ). In that same vein, he focuses his commentary on incorporating multiple levels of analysis as we integrate theory, research and practice on intergroup relations. He emphasizes the importance of macro-level—institutional and societal—contextualization of social psychological work. Pettigrew thoughtfully considers each article in the issue and contends that multiple level analyses, and incorporating the macro-level, are critical for theoretical and empirical progress as well as maximizing effectiveness of interventions .     

Who cares about consent requirements for sourcing human embryonic stem cells? Are errors in the past really errors of the past?

Through an Access to Information Act request, we have obtained the consent forms used by the providers of every human embryonic stem cell (hESC) line approved for use by the Canadian Institutes of Health Research (CIHR), and examined them to verify whether or not they meet the consent requirements established by Canadian law and regulations. Our findings show that at least seven out of ten consent forms studied did not satisfy these minimum requirements. We then outline various options for responding to this situation in terms of: (i) remedial measures for dealing with executive problems with regulatory oversight procedures; and (ii) remedial measures for dealing with the impugned lines.     

Race,Roll‐Off,and Racial Transition: The Influence of Political Change on Racial Group Voter Roll‐Off in Urban Elections*

Objectives. Many cities in the United States have undergone or are undergoing racial transition from a majority white to a majority black population. Accompanying this is a change in the racial makeup of elections and officeholders. This article seeks to explain racial patterns in voter roll‐off as a city undergoes racial transition. Methods. Using a fixed‐effects regression model, we analyze the level of voter roll‐off (from the top‐of‐the‐ballot mayoral contest) among black and white voters across Memphis City Council elections, from 1967 through 2003. Results. The level of voter roll‐off among racial groups is sensitive to the racial aspect of political change. Black voters are most likely to continue to vote in council contests when there is a racial choice among candidates, when blacks have previously been elected, and when blacks occupy the mayoralty and a majority of council seats. Whites are most likely to vote in racially competitive council contests, as well as when there are a large number of white candidates, and when whites hold a majority of the council seats. Conclusions. In settings such as Memphis, where race has played a pronounced historic role, the racial context of political empowerment has a strong influence on electoral participation. Elections below the top‐of‐the‐ballot become more salient, and political efficacy grows among racial group members when that cohort occupies institutional positions, particularly the majority of positions in a governing institution.
