Caregivers have an important role in assisting frail and/or disabled individuals to maintain their independence in the community. Support to assist caregivers in this often stressful and demanding role is critical to sustaining the caregivers' health and ability to provide care. This paper reviews federal policy changes since 2000 that have expanded and enhanced services for informal caregivers. Next, data collected from State Units on Aging and other state agencies are presented to describe the extent to which caregiver services are included in home- and community-based programs under three funding streams (Medicaid waivers, Centers for Medicare and Medicaid Services–funded programs, and state-funded programs). Program characteristics, such as eligibility and consumer-directed options, are included. Finally, the accomplishments and initiatives reported by state respondents related to supporting informal caregivers are also explained. Results indicate that services for informal caregivers are receiving greater attention and are frequently offered under home- and community-based service programs by the states that participated in this study.  相似文献

This paper explores the process of resettlement among recent refugees in Perth, Western Australia. We propose four refugee resettlement styles created through the interaction of a number of factors. These factors can be clustered as: (1) the social features of refugees (their human, social, and cultural capital), and (2) the host society's responses to refugee settlers (Australia's resettlement policy and services and the broader influence of the host society's responses to refugees). We propose that refugees approach their resettlement in predominantly active (“achievers” and “consumers”) or passive (“endurers” and “victims”) ways and that these are differentially successful strategies. Medicalization of the refugee experience in Australia is a factor that may influence refugees to adopt a passive “victim role”, so we propose that a greater emphasis during early resettlement should be placed on refugees' own culturally defined priorities such as employment and stable housing. The argument developed in this paper is supported by data from two qualitative research projects conducted in Western Australia. The fieldwork consisted of interviews, focus groups, and participant observation, and targeted refugees from the former Yugoslavia and the Horn of Africa who arrived in Australia during the 1990s and 2000s, as well as resettlement service providers.  相似文献

In the past two decades, Australia has shifted from being a settler nation that promoted state-supported permanent migration to one where the scale and relative importance of temporary migration schemes have grown significantly. In 2017, Australia was the second largest issuing country of temporary visa permits after the United States, with temporary migrants applying, on average, for 3.3 temporary visas and spending 6.4 years in this multi-step visa journey to achieve permanent residency . As part of a broader research project on the social implications of temporary migration programs, we examine how Argentine temporary migrants exchange care to navigate temporary visa restrictions and the permanent temporariness in which they live. Our central argument is that transnational and local expressions, practices, and processes of care are co-constituted in particularistic temporary migrant care configurations that facilitate prolonged migration projects and continuity of care over time, despite the precarity that permanent temporariness brings. Drawing on extensive ethnographic fieldwork among Argentine temporary migrants, we illustrate the dynamics in which economic, accommodation, personal, practical, emotional and moral care is exchanged. The findings reveal the central role that transnational economic and practical as well as local, including local virtual, proximity care has in the everyday lives of Argentine temporary migrants. Ironically, their fragile temporariness may be an incentive to develop local support networks or maintain strong transnational ties to survive living in limbo.  相似文献

The extensive congressional politics literature on House member retirement has yet to consider an important and unique subgroup of members – congressional widows. Using a semi-parametric Cox Model, this paper examines the duration of widows’ careers in the United States House of Representatives. Of particular concern are the relationships between years in office and age, education, region, prior political experience, committee positions, career ceilings, majority/minority status, and majority party size. We find that age, region, and majority party size are most relevant to understanding lengths of widows’ careers. In doing so, we contribute to the literature on political widows, gender in politics, as well as more general scholarship centered on congressional careers.  相似文献
