Policy challenges for child welfare in the new century

Recent changes in public policy reflect increased efforts to scapegoat poor women and children and to polarize the objectives of child protection and family preservation. This article challenges various stakeholders in the child welfare field to move beyond the quick-fix solutions and bureaucratic overregulation precipitated by horror stories of child abuse in the media. The new century presents an opportunity to pursue differential intervention strategies that protect children while empowering poor families and communities.     

Clarifying question meaning in a household telephone survey

This study contrasts two interviewing techniques that reflectdifferent tacit assumptions about communication. In one, strictlystandardized interviewing, interviewers leave the interpretationof questions up to respondents. In the other, conversationalinterviewing, interviewers say whatever it takes to make surethat questions are interpreted uniformly and as intended. Respondentsfrom a national sample were interviewed twice. Each time theywere asked the same factual questions from ongoing governmentsurveys, five about housing and five about recent purchases.The first interview was strictly standardized; the second wasstandardized for half the respondents and conversational forthe others. Respondents in a second conversational interviewanswered differently than in the first interview more often,and for reasons that conformed more closely to official definitions,than respondents in a second standardized interview. This suggeststhat conversational interviewing improved comprehension, althoughit also lengthened interviews. We conclude that respondentsin a national sample may misinterpret certain questions frequentlyenough to compromise data quality and that such misunderstandingscannot easily be eliminated by pretesting and rewording questionsalone. More standardized comprehension may require less standardizedinterviewer behavior.     

'Bataille's boys': postmodernity, Fascists and football fans

In his analysis of football hooliganism, Anthony King claims to reveal the historical, conceptual scheme young, male supporters draw upon. This 'masculine vision', he states, is similar to that held by the Freikorps. Both groups are said to adhere to modernist notions of masculinity, sexuality and nationhood, reinforced by rituals which maintain boundaries between these 'proper' males and deviant 'others'. Occasionally, football hooligans breach these boundaries in acts of postmodern transgression. King also claims that fans link sex and violence in their imaginations. In this response I examine King's critique of his fellow theorists; challenge his 'Freikorps-Fans' analogy; demonstrate the problem he has in establishing the sex-violence link and question the relevance of his concept of postmodernity.

Tackling the human problems in planning

This article presents findings from the first phase of a research program on the management of long-range planning systems. The initial focus is on behavioral problems encountered by those using planning systems and solutions for dealing with them. Both the problems and solutions were identified by chief planning officers during a university sponsored workshop. Some observations are offered about the way in which managerial thought processes affect the potential for resolving complex behavioral problems in organizations.     

The new class of chief executive officer

This article summarizes the results of research into the ways in which environmental forces are changing the management task of chief executive officers of large corporations. The article comments on the changing business environment; on the time spent by managers on environmental forces; changes in the basic strategies of managers concerned with major social and political environmental forces; the characteristics which chief executive officers believe their successors must have to be effective managers; major ways in which the impact of environment on the CEO is changing the infra-structure and decision-making process; and, finally, a brief look at the future.     

Technology transfer — and the U.S. space program

Using ten years of data in the structured technology transfer program of the United States National Aeronautics and Space Administration as a base, a rough model of the nature and significance of research and development and its movement as technology is presented. Painted in economic hues is the economic return of technology of 7·23 to 1 over an 18 year period, in technical terms—the nature of integrated circuit technology transfer and the public significance of technology transfer to the problems of rechargeable Cardiac Pacemakers. The distinction between natural technology diffusion and intended technology transfer is made to outline the movement of technology through the U.S. economy.     

Corporate social responsibility: an assessment of the enlightened self-interest model

Much recent discussion of corporate social responsibility has concerned operationality. Many activities subsumed under corporate social responsibility can be shown to be public or partially public goods. The theory of public goods can clarify and explain some complex problems of operationalizing the social responsibility doctrine. An examination of philanthropy provides some behavioral applications.     

An approach to stochastic programming for medium term planning

A number of methods of obtaining the distribution of the optimum of the ‘wait and see’ stochastic programming model have been proposed, but computational experience for these is currently limited to the solution of small problems. The purpose of this paper is to discuss the role of the ‘wait and see’ model in planning, and to propose a method of analysis based on the minimax and maximax decision criteria. The approach requires the solution of a special class of non-linear programming problems. Computational results to date suggest that it will be possible to analyse practically sized problems in this way.
