Direct Payments and Disabled People in the UK: Supply, Demand and Devolution

Direct payments have brought new opportunities for self-determinationand independent living to disabled people in the UK, featuringprominently in government strategy and the 2006 White Paper,‘Our Health, Our Care, Our Say’. However, ten yearsafter direct payments legislation, take-up remains low and implementationvaries greatly. Rates of take-up in England remain more thandouble those in other parts of the UK, raising questions aboutdevolution and equity. This paper presents data from a nationalstudy to examine some of the mechanisms underlying uneven outcomesfor disabled people in different parts of the United Kingdom,with particular reference to the politics of devolved governance.The analysis focuses on scope for interpretations of policy;resources for information and training; the impact of mandatoryduties and targets; extensions to new user groups; and the roleof support organizations and disability activism. The evidencesuggests that local variations have been produced not only by‘local’ factors, but also by different opportunitystructures for policy development in England, Scotland, Walesand Northern Ireland. This raises questions about the impactof devolution on equity and opportunity for disabled peoplein the UK.     

Social Work Supervision of Staff: A Primer and Scoping Review (2013–2017)

Supervision of staff has a rich history within the social work profession, and is widely valued internationally for the support, knowledge, and skill it is perceived to provide. Moreover, quality supervision is championed for ensuring good client care. However, supervisors practicing within the social work profession have not typically had access to best practice information, nor accessed the parallel research related to the supervision of staff. A supervision primer provides an orientation to the supervision literature, including definitions and disciplinary perspectives. This sets the stage for a scoping review of social work supervision articles for the purpose of supporting supervisors in keeping current, locating, understanding, and applying literature to their practice. Seventy-nine conceptual and empirical articles first-authored by social workers were published in 36 journals between 2013 and 2017. The volume, location, context and nature of these articles are presented, pointing to an increased social work presence in the literature. Implications for supervisory practice, scholarship, and research are discussed.     

Disabled citizens as researchers – Challenges and benefits of collaboration for effective action and change

ABSTRACT

This article reports on the evaluation of an initial pilot for a collaborative research project undertaken in an English county between a service user-led Coalition of Disabled People, the local authority and local university. The project sought to map the assets and resources for/of disabled people in their local community as well as needs and gaps, to inform the Coalition’s strategic planning and raise awareness of disability issues across the county.

The article discusses an inclusive, co-productive approach using participatory action research. It focuses on experiences from the pilot stage of the project and considers how the authors worked together with the required knowledge exchange and power-sharing to recruit and train researchers with expertise from their personal experience of disability. Recruitment ensured they had relevant qualities and skills that could be developed, to increase their confidence, knowledge and skills set as researchers. They then undertook photo-elicited, semi-structured interviews with other disabled people, analysed findings and created photographic exhibitions for dissemination and awareness raising.

Demonstrating a commitment to emancipatory research and collective action for change, the discussion considers the promotion of shared values within the research team, and explores the benefits and challenges encountered during the process and how the particular stages were managed to achieve the beneficial outcomes of the pilot. The article seeks to add to the literature of participatory/emancipatory action research for social work.     

Historical events as transformations of structures: Inventing revolution at the Bastille

Conclusion Just as the taking of the Bastille led to a cascade of further events, so the theoretical reflections touched off by my analysis of that event has led to a cascade of further reflections. And as the analyst must draw an arbitrary boundary to establish analytical closure to an event, so must I bring to a close an article that still seems to me radically open and unfinished. I believe I have written enough to establish that thinking about historical events as I do here - that is, treating them as sequences of occurrences that result in durable transformations of structures - is potentially fruitful. Characteristics of the maximal independent set ZDD

Zero-suppressed binary decision diagrams (ZDDs) are important data structures that are used in a number of combinatorial optimization settings. This paper explores a ZDD characterization for the maximal independent sets of a graph; a necessary and sufficient condition for when nodes in the ZDD can be merged is provided, and vertex orderings of the graph are studied to determine which orderings produce smaller ZDDs. A bound on the width of the maximal independent set ZDD is obtained, relating it to the Fibonacci numbers. Finally, computational results are reported.     

Southern Romance: Relationship Quality,Consensus, and Context among Cohabiting Couples in the Gulf States

Abstract

Relationships are significantly stressed in the Southeastern United States. Of the six states in the Gulf region (Florida, Georgia, Alabama, Mississippi, Louisiana, and Texas), four are in the top-third of the nation's highest divorce rates. Threats to relationship household stability cause a myriad of social problems and public expenses of approximately $24 billion in increased spending in benefit programs to offset family hardship following divorce and relationship dissolution. This study analyzed associations between relationship quality and satisfaction, consensus, and a series of contextual variables among three types of cohabiting homeowners across the Gulf States (unmarried, married, and married with additional family members), surveying variables of interest. Findings indicated that dyadic couple relationships in this sample are generally distressed relative to other states and that significant negativity is present, but that a large portion of the variance in relationship quality is consistently predicted by certain factors. Using an instrument of increased sensitivity, these factors (consensus, negative interaction, household composition, etc.) have been parsed into specific components (types of consensus, types of interaction, etc.) for improved individual analysis. Specific relationship problem areas are outlined, clarified, and discussed.     

Improving OpenURL Menus: User Testing of Revisions to SFX® Menus

Abstract

Twenty-one volunteers tested the usability of revisions to the Texas A&M University Libraries' SFX® OpenURL link resolver menus, including the addition of Ex Libris' new bXâ?¢ recommendation service and a plug-in which pulls additional information about the journal into the menu. The volunteers also evaluated the quality and desirability of the bX recommendations and discussed their preferences for help options and full-text format. Results of the usability testing are reported along with the resultant menu changes. This study will be of interest to librarians implementing or redesigning OpenURL menus as well as those interested in the user experience.
