The equity-efficiency trade-off reconsidered

Envy-free and Pareto optimal allocations never exist in large economies with production, if there is enough variation with respect to preferences and innate abilities of the agents. If distributional equity is given priority only second best envy-free allocations may be considered. Those allocations are characterised in finite and continuum economies. In continuum economies envy-free allocations are type-egalitarian, i.e. agents with the same preferences but different abilities obtain the same consumption-labour bundle. Regarding implementation envy-free allocations can only be implemented by a tax depending on labour and income.I would like to thank two anonymous referees and the editor in charge of this paper for very helpful comments.     

Policy Theories in Hard Times? Assessing the Explanatory Power of Policy Theories in the Context of Crisis

Can the behavior of political actors in business-as-usual conditions be analyzed with the same theoretical framework as decision-making in situations characterized by uncertainty, ambiguity, complexity and urgency? After comparing major existing approaches and evaluating their explanatory logic under crisis circumstances, the present article develops a theoretical framework which explicitly accounts for the crisis characteristics at two stages of the policy making process, agenda-setting and decision-making. The bearing of policy-entrepreneurs, international networks, institutions and partisanship on policy outcomes critically depends on the specific workings on these levels in crisis-mode. These expectations are probed in an empirical re-evaluation of the 2011 Spanish pension reform.

Analyzing attrition in a community-based literacy program

Attrition presents a challenge for research, especially when it affects groups differentially. The present study used the strategy proposed by Cook and Campbell (1979) to investigate attrition in a community-based literacy program. The relationship of attrition to person-centered and program-centered variables, and the interactions between person-centered and program-centered variables were examined in 287 Head Start families. Thus, data from this program were used to illustrate methods for examining attrition and determine its effects. This examination revealed differences among the intervention groups in the pattern of attrition. There were interactions between intervention program-centered characteristics and person-centered characteristics of the participants that could affect the validity of the study and limit the generalizability of the results. Suggestions for dealing with these problems and preventing attrition are discussed.

契约法和国家的伦理中立:关于自由主义和社群主义的几点想法

在国家应该如何对待道德多元现象的方式上,社群主义者和自由主义者的意见不一致。自由主义者认为,国家必须在竞争的善的概念之间保持中立,社群主义者则争辩说,国家应该强化在社群内部占主导地位的道德观念。论文通过对契约法的讨论,阐述了自由主义国家和社群主义国家对待契约法的不同态度。     

Some linear and nonlinear rank tests for competing risks models

Using the methods of asymptotic decision theory asymptotically optimal for translation and scale families as well as for certian nonparmetric families. Moreover, two new classes of nonlinear rank tests are introduced. These tests are designed for detecting either “ omnibus alternatives ” or “ one sided alternatives of trend ”. Under the null hypothesis of randomness all tests are distribution - free. The asymptotic distributions of the test statistics are derived under contiguous alternatives.
