The risk communication practitioner in a government agency has two essential, interdependent tasks. One is to help develop and monitor effective communication programs with various external public audiences. The other task is to do the same thing for the senior government managers whose support is a prerequisite to addressing the first audience. Hence, the second audience–the manager–is really the first. This paper addresses ways in which communication practitioners can satisfy this crucial audience. A profile of these managers suggests that they would find it highly beneficial to have more control over the public problems they encounter, especially in view of the growing pressures to do more with less and demonstrate "customer satisfaction." They would rather avoid crises than manage them. And they would rather have their bosses praise their successes than challenge their budgets or punish their perceived difficulties or failures. Communication practitioners who can help them attain such benefits will find their efforts in great demand. They would be helpful team members who provide timely insights that can make and show agency success. We offer ten ways for communication practitioners to be more useful which focus their current strengths on satisfying senior managers'needs by becoming more valuable members of the program team. How do we know things? The question of epistemology – which drives both the sociology and philosophy of science – is also a crucial question for political sociology. Knowledge is essential to even the most basic and foundational of political processes and institutions. In 2000, for example, the transition of power in the US presidential election hung for 36 days on uncertainty over a seemingly simple question of fact: who won the most votes in Florida? A few years later, disputed factual claims about Iraq's possession of weapons of mass destruction unraveled, calling into question key justifications of the US decision to invade Iraq in 2003 and significantly weakening perceived US legitimacy. Yet, surprisingly, sociologists and political scientists know relatively little about how knowledge gets made in political communities, nor how the making of knowledge is tied to other key aspects of political life, such as identity, authority, legitimacy, and accountability. 相似文献

This study investigated attachment security and behavior in 34 physically disabled infants and 26 non‐disabled infants by using convergent, categorical (secure, avoidant and ambivalent) and continuous (Attachment Behavior Q‐Set) measures of the relationship, based on the same set of home observations. Proportions of attachment classifications were not different for disabled and non‐disabled infants, but insecure infants in the disabled group scored consistently lower on the AQS security score than non‐disabled insecure infants. This result suggests that while proportions of attachment classifications may not vary as a function of infant status, insecure disabled infants are more insecure than insecure non‐disabled infants. An analysis of 5 behavioral dimensions of the AQS showed that secure infants emitted the same kinds of attachment behaviors without regard for infant status. Insecure disabled infants, however, showed lower levels of secure base behavior and physical contact with mother than their non‐disabled counterparts, and showed a marginal tendency to fuss more as well. Discussion focuses on the potential benefits of using convergent, categorical and continuous measures of attachment in the study of both typical and atypical groups of infants. 相似文献

Summary This article reports on the first extensive survey of ApprovedSocial Worker (ASW) activity under the Mental Health (NorthernIreland) Order 1986. The integrated health and social servicesorganizational structure, the adverse effects on individualmental health of the legacy of thirty years of civil conflictand the move from hospital to community care are significantfeatures which have influenced the delivery of mental healthsocial work services locally. The practice and experience ofASWs was surveyed by postal questionnaire and user and carerexperience of compulsory hospital admission was investigatedby a series of focus groups. The study revealed that two-thirdsof ASWs had experience of acting as an applicant in compulsoryhospital admission during the past two years. Nearly half (42per cent) of these ASWs had reported experience of between oneand five admissions and one-tenth had completed over twentyadmissions in the two-year period. In only a small minorityof cases did joint face-to-face assessment with the GeneralPractitioner (doctor) take place; nearly half of ASWs reporteddifficulties in obtaining transport; and only one-fifth of ASWshad experience of acting as a second approved social worker.Half of ASWs reported experience of guardianship, either asapplicant or in making the recommendation. Both service usersand carers reported a lack of understanding about the role ofthe ASW and complained about the lack of alternative resourcesthat ASWs could use to prevent hospital admissions. The overwhelming obstacles to effective CPS intervention created by increasing reports of abuse and neglect, funding shortfalls, and the lack of qualified workers have prompted national efforts to reform the public child welfare system in the United States. Organizations such as the American Public Welfare Association, the Children's Defense Fund, the Child Welfare League of America, and the National Association of Social Workers are currently working closely with other national organizations to develop legislative proposals that will enable child welfare agencies to be more responsive to the needs of children and families. A critical component of this reform is the need to recruit, train, and retain qualified and competent CPS workers. The four training programs described in this article are examples of innovative programs seeking to enhance service delivery by enhancing the knowledge and skills of their staff members. Although the four programs were developed in very different political and social climates and within diverse organizational structures, they all provide useful lessons in how to develop efficient and effective training for workers delivering protective services for children. Any national, state, or local efforts to design and develop new CPS training programs should take into account the significant strides made by these agencies. 相似文献
