We analyzed the 1980 U.S. vital statistics and available ambient air pollution data bases for sulfates and fine, inhalable, and total suspended particles. Using multiple regression analyses, we conducted a cross-sectional analysis of the association between various particle measures and total mortality. Results from the various analyses indicated the importance of considering particle size, composition, and source information in modeling of particle pollution health effects. Of the independent mortality predictors considered, particle exposure measures related to the respirable and/or toxic fraction of the aerosols, such as fine particles and sulfates, were most consistently and significantly associated with the reported SMSA-specific total annual mortality rates. On the other hand, particle mass measures that included coarse particles (e.g., total suspended particles and inhalable particles) were often found to be nonsignificant predictors of total mortality. Furthermore, based on the application of fine particle source apportionment, particles from industrial sources (e.g., from iron/steel emissions) and from coal combustion were suggested to be more significant contributors to human mortality than soil-derived particles.  相似文献

Citizen Advisory Committees (CACs) are being used in increasing numbers to provide public input into environmental policy and management decisions. While there is a large body of literature consisting of guidelines for establishing and running CACs, the body of literature of empirical evaluations of CACs is markedly smaller. Fourteen empirical studies of CACs involved in environmental policy decisions (spanning the period from 1976 to 1994) are reviewed here, including case studies, large-scale surveys, and consultant reports. For each study consideration is given to the methods of study, the issues considered by the CACs, the organizations advised, the definitions of success used in the study, and the suggested factors contributing to the success, or lack of success, experienced by the CACs. The review shows that the influence of CACs on policy outcomes have varied from case to case, with some accomplishing little and others having significant policy impacts. The increased use of CACs by government and industry presents an excellent opportunity for academics and practitioners to strengthen their understanding of the internal processes and capabilities of CACs through comparative evaluation research.  相似文献

Using new measures to compare both the 48 states and 52 upstate New York counties, this research reformulates V. O. Key's hypothesis that noncompetitive systems benefit upper socioeconomic groups while competitive systems favor the lower classes. In designing these tests, we returned to Key's original conceptualization, which, contrary to the subsequent research that claimed to test his hypothesis, did not separate and oppose the political and economic sectors. In line with Key's formulation, we find that competitive political structure goes hand in hand with competitive economic structure and together they determine an array of fiscal policies that are different from those of noncompetitive political-economic systems. This return to the original sense of the hypothesis resolves many of the puzzling findings that have been generated in the last several decades. Democratic party affiliation and urban differentiation also affected revenues and expenditures. These same characteristics were previously shown to affect poverty and social pathology. That they now affect public policy for dealing with these problems means that those caught in the web of poverty are in double jeopardy.  相似文献

Limit expressions (as the dimension p ← ∞ ) are derived for the relative risk of the James-Stein estimator and its positive-part version. The limit is simple to evaluate, and gives the amount of improvement in risk that is possible. The technique used is to bound the risk, both above and below. with bounds that converge to the same limit. Culture is a complex construct in organizations, consisting of attitudes, perceptions, values and beliefs, which must necessarily be set in context. Many authors imply that culture is organization-wide and common to all employees. In terms of safety culture, the organizational context may determine its salience and likelihood of affecting behaviour, especially in a highly regulated environment such as the nuclear industry. This study investigates the components of safety culture and how it varies in a highly-regulated nuclear power plant. A 60-item questionnaire measuring safety attitudes and values was administered anonymously to 1550 employees at two plants in the UK nuclear industry, with a 64.7% mean response rate. Principal components analyses revealed six factors conceptually common to shop floor and management (supervisor/manager/professional) groups for both plants, relating to: management style and communication; responsibility and commitment; risk-taking; job satisfaction; complacency; and risk awareness. A canonical discriminant analysis of the items suggested that the data could distinguish three employee groups. The implications of these findings and the proposal that there are two or more safety cultures in the organization is discussed.  相似文献

To investigate the extent to which personal values and experiences among scientists might affect their assessment of risks from dioxin, radon, and environmental tobacco smoke (ETS), we conducted an experiment through a telephone survey of 1461 epidemiologists, toxicologists, physicians, and general scientists. Each participant was read a vignette designed to reflect the mainstream scientific thinking on one of the three substances. For half of the participants (group A) the substance was named. For the other half (group B), the substance was not named but was identified only as Substance X, Y, or Z. Knowing the name of the substance had little effect on the scientists' evaluation of dioxin, although those who knew the substance to be dioxin were more likely to rate the substance as a serious environmental health hazard (51% vs. 42%, p = 0.062). For radon, those who knew the substance by name were significantly more likely to consider it an environmental health hazard than were those who knew it as substance Z (91% vs. 78%, p less than 0.001). Participants who knew they were being asked about ETS rather than substance X were significantly more likely to consider the substance an environmental health hazard (88% vs. 66%, p less than 0.001), to consider the substance a serious environmental health hazard (70% vs. 33%, p less than 0.001), to believe that background exposure required public health intervention (85% vs. 41%, p less than 0.001), and to believe that above-background exposure required public health intervention (90% vs. 74%, p less than 0.001). These findings suggest that values and experiences may be influencing health risk assessments for these substances, and indicate the need for more study of this phenomenon.  相似文献
