PUBLIC WEALTH,PUBLIC HEALTH,AND PRIVATE STEALTH: EXAMINING THE BLACK MARKET IN CIGARETTES IN AUSTRALIA

Taxes on tobacco provide a significant income for the Australian government — $5.1 billion in 2001. At the same time, health officials are making strenuous efforts to reduce smoking, particularly among teenagers. Some economists suggest that raising taxes on tobacco will produce more revenue while at the same time lowering smoking rates, particularly among youths who have less discretionary spending power than adults. But a by‐product of excise tax in Australia has been the emerging market in “chop‐chop,” tobacco diverted from legal channels by growers who receive considerably higher prices for a part of their yield than they can obtain from legal manufacturers. The article details this situation and suggests that only bold solutions may be able to reduce tensions in tax policies, smoking rates and the “chop‐chop” black market.     

1984 and beyond: Divergent Directions and Extra Depth*

It is time family therapy looked wider than the therapy session. Problems presenting also need to be viewed within a societal context. The complexity and fluid nature of issues affecting the family today needs to be recognised. To highlight this, 3 divergent areas are discussed; family structure, culture, and the nuclear threat. The myth of homogeneity is exposed and the pluralistic nature of Australian society is discussed. It is argued that family therapists have a responsibility to be aware of, and to comment on, family policy issues if the approach is to continue to develop divergent directions and extra depths.

Will oil markets tighten again? A survey of policies to manage possible oil supply disruptions

The effects of an oil supply disruption on the U.S. economy are analyzed along with the various policy options. Part of the analysis is based on a computerized model of the U.S. economy and the world oil market. Micro as well as macroeconomic issues are considered. The paper argues against the use of price controls and allocations and also against a disruption tariff used as a stand-alone measure. It advocates the use of some stabilizing macroeconomic measures and a temporary producer tax similar to the windfall profits tax.     

Small-sample results for maximum-likelihood estimation in branching processes

In this article, small sample properties of the maximum-likelihood estimator (m.l.e.) for the offspring distribution (pk) and its mean m are considered in the context of the simple branching process. A representation theorem is given for the m.l.e. of (Pk) from which the m.l.e. of m is obtained. The case where p0 + p1 + p2 = 1 is studied in detail: numerical results are given for the exact bias of these estimators as a function of the age of the process; a curve fitting analysis expresses the bias of m? as a function of the mean and the variance of the offspring distribution and finally an “approximate m.l.e.” for (pk) is given.     

Perceptions of drinking among Hispanic college students: how qualitative research can inform the development of collegiate alcohol abuse prevention programs

Alcohol abuse on college campuses continues to be a significant public health issue and health promotion strategies are being directed at changing the culture of collegiate drinking. From a qualitative research perspective such efforts remain uniformed since this area of research is currently dominated by large-scale surveys that illuminate little regarding undergraduate perceptions of alcohol use. This study describes results conducted on perceptions of drinking among college students, and discusses the implications these results may have for developing collegiate alcohol abuse prevention programs.
