From Permanent Settlement to Transnationalism – Contemporary Population Movement between Italy and Australia: Trends and Implications

Australia has one of the largest communities of overseas Italians which has evolved from a number of waves of migration. The contemporary migration relationship between the two countries is complex involving movement in both directions, much of it temporary. This article demonstrates that although there has been little permanent migration from Italy to Australia for several decades there has been a substantial increase in non‐permanent movements in both directions. The article examines the characteristics of different types of movers and then addresses the implications of the mobility.     

Learning about ourselves through considering others: an examination of German students' cross-national learning

The paper examines the research and findings in relation to cross-national learning, which provide the background to an evaluation of a collaborative module run by German and English academics. A discussion of language and the need to engage the German audience in their own language is outlined, highlighting some of the difficulties inherent in translation and ensuring concepts are accurately conveyed, before examining the earlier literature in relation to cross-national learning. Drawing from this we outline how the module was developed and designed, with the core material being case studies which were used as vehicles to explore differences and similarities in social work systems—not merely in terms of practice, but also in relation to legislation and organisation. Of particular interest were reflections and comments from German social work students about the potential benefits of cross-national learning for their own practice in Germany. We conclude that the use of case studies enables greater student engagement and that the findings of earlier studies in relation to their use is confirmed, along with clear evidence that such approaches enable deeper reflections about students' own social work practice and systems.     

The canary of the Constitution: same‐sex equality in the public sphere

Nowhere is the paradox between the ideals of the South African Constitution and lived reality more apparent than in public contestations around gender and sexuality. Gay and lesbian equality has come to occupy a symbolic place as a litmus test of the success of constitutional democracy in South Africa. And yet, because gay and lesbian equality is not widely supported, it is also one of the key moral barometers testing the gap between the Constitution and public opinion. This article looks at a series of public hearings held under the auspices of the National House of Traditional Leaders to gauge public opinion on same‐sex marriages. This is used as a case study to explore how sexuality becomes pivotal in debates about nationhood and belonging.

A non-parametric maximum test for the Behrens–Fisher problem

Non-normality and heteroscedasticity are common in applications. For the comparison of two samples in the non-parametric Behrens–Fisher problem, different tests have been proposed, but no single test can be recommended for all situations. Here, we propose combining two tests, the Welch t test based on ranks and the Brunner–Munzel test, within a maximum test. Simulation studies indicate that this maximum test, performed as a permutation test, controls the type I error rate and stabilizes the power. That is, it has good power characteristics for a variety of distributions, and also for unbalanced sample sizes. Compared to the single tests, the maximum test shows acceptable type I error control.     

Children after Divorce: Whose Rights? Whose Responsibility?

Concern about the increasing welfare bill for supporting parents and the growing number of mothers and children living in poverty after divorce or separation has recently led Governments to seek new strategies to enforce maintenance payments. A major emphasis in these arguments has been that noncustodial parents (usually fathers) have a responsibility to provide economic support for their children, and that children, mothers and the community have a right to expect this support. At the same time, there has been an increased concern by fathers for their rights to custody and access to their children after divorce or separation. These two concerns, however, have tended to be treated as separate issues, and little attempt has been made to examine the possible interaction between the two, or to examine systematically the respective rights and responsibilities of mothers, fathers, children and the community. These issues are examined here in the context of an analysis of interpersonal rights and responsibilities for financial support and child care.
