Using the Theory of Planned Behaviour to Understand Motivation to Register Births in Lombok,Indonesia

Despite government interest in promoting birth registration, more than a third of Indonesian children do not have a birth certificate, affecting the realisation of both their human and citizen rights. While barriers to registering children's births in Indonesia have been assessed, there is limited research on how communities perceive the importance of having a birth certificate. This study used focus group discussions to explore parental motivations around birth registration. The results of a thematic analysis found that perceived use of birth certificates, perceived control over the application process and social norms related to certificate ownership affect the intention to apply.     

Linking an agency strategic review to increase knowledge management: San Francisco County Human Service Agency

Led by the agency director, the agency engaged in a Strategic Review, based on a comprehensive assessment of agency performance that identified strategies to improve organizational effectiveness through increased data-informed practice and knowledge management. The Strategic Review gathered information on staff perceptions, perceptions of external stakeholders, changing citywide and neighborhood demographics, policy mandates, and budget and workload issues. The need for the review was based upon multiple, substantial changes not addressed in the 2000 Strategic Plan, including the 2004 merger of the Department of Human Services and the Department of Aging and Adult Services, changes among the executive management team, transitions among key political entities, new policy mandates and changing budget allocations. This case study describes the Strategic Review process and content, summarizing key challenges and lessons related to addressing workload demands, fostering positive staff attitudes, balancing internal and external information needs, and integrating data use and planning processes across the agency.     

A Multi Sited Approach to Analysis of Destination Immigration Data: An Asian Example

There has been a bias in standard international migration data collection and research toward immigration and destinations while emigration origins have been neglected. This has hampered our ability to provide a substantial empirical base for migration and development policy decision making in origin areas. While improvement of migration data collection in origin countries remains an important priority, this paper argues that much can be learned about emigration from low income countries from immigration data in high income destinations. Migration stock and flow data from Australia are used to provide information on the scale and nature of movement between Asia and Australia. It establishes that there are important but different flows in both directions which belie traditional conceptualisations of south‐north migration and this has significant implications for the effects of migration on economic development.     

Best Practice in Temporary Labour Migration for Development: A Perspective from Asia and the Pacific

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low‐skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process ‐‐ recruitment and selection, and pre‐departure preparation ‐‐ at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries’ ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more “development friendly” migration policies in destinations.

Specific Organizational Citizenship Behaviours and Organizational Effectiveness: The Development of a Conceptual Heuristic Device

Organizational citizenship behaviour has generally been associated with organizational effectiveness. However, recent research has shown that this may not always be the case and that certain types of organizational citizenship behaviour such as compulsory citizenship behaviour, may be inimical to the fulfillment of formal goals and organizational effectiveness. Using military historical and business organizational secondary data, the paper maintains that extreme variance in either organizational (task) or personal (social psychological) support organizational citizenship behaviour generates entropic citizenship behaviour which derails completely the effective accomplishment of formal organizational goals. A general model of organizational citizenship behaviour with entropic citizenship behavior as its novel conceptual boundary is developed in the paper, and four specific propositions with implications for future empirical research are delineated.     

Moving mountains armed only with a teaspoon: the work of a ‘centre of excellence’ for residential child care

The Centre for Residential Child Care was established in 1994 as a direct result of the Scottish Office report ‘Another Kind of Home—A Review of Residential Child Care’. In 1997, the Kent report ‘Children's Safeguards Review’ praised its work. The role of so-called ‘centres of excellence’ has at times been queried. This paper seeks to clarify what have been the issues that have faced the Centre, how it has resolved them and what it has found to be key areas of work which have helped the development of good practice. The creation and experience of this Centre is described, its genesis, structure and work outlined, and comments made about what can be deduced from this experience about the role of so-called ‘centres of excellence’ in improving the quality of direct practice.     

Mapping the social geographies of autism – online and off-line narratives of neuro-shared and separate spaces

This paper draws together empirical work that has been produced by the authors in two different autistic spaces: the Swedish magazine Empowerment produced by and aimed at adults with autism, and English-speaking autistic communities online. While the two points of data collection are quite different, there are important points of commonality that enable us to explore central issues concerning autistic and neurotypical space and the meanings assigned to these in different contexts. The paper aims to introduce the notion of social geographies of autism, based on talks among adults with autism and a social movement to promote autistic identities, giving examples from our previous work that has spanned both online and off-line spaces. Key issues discussed in the paper include a focus on autistic political platforms and the carving out of both social and political spaces for people with autism. In doing so, neuro-separate and neuro-shared spaces must be negotiated.
