This paper provides an overview of the New Immigrant Survey Pilot (NIS-P), a panel survey of a nationally representative sample of new legal immigrants to the United States based on probability samples of administrative records of the U.S. Immigration and Naturalization Service (INS). The NIS-P links survey information about immigrants' pre- and post-immigration labor market, schooling, and migratory experiences with data available from INS administrative records, including the visa type under which the immigrant was admitted. Results indicate that the procedures followed for locating, interviewing, and reinterviewing respondents yielded representative samples of new legal immigrants and high-quality data. On the basis of data obtained from the first round of the survey, we present new information never before available on the schooling and language skills of new immigrants and their earnings gains from immigration.  相似文献

Migration and stratification are increasingly intertwined. One day soon it will be impossible to understand one without the other. Both focus on life chances. Stratification is about differential life chances - who gets what and why - and migration is about improving life chances - getting more of the good things of life. To examine the interconnections of migration and stratification, we address a mix of old and new questions, carrying out analyses newly enabled by a unique new data set on recent legal immigrants to the United States (the New Immigrant Survey). We look at immigrant processing and lost documents, depression due to the visa process, presentation of self, the race-ethnic composition of an immigrant cohort (made possible by the data for the first time since 1961), black immigration from Africa and the Americas, skin color diversity among couples formed by US citizen sponsors and immigrant spouses, and English fluency among children age 8-12 and their immigrant parents. We find, inter alia, that children of previously illegal parents are especially more likely to be fluent in English, that native-born US citizen women tend to marry darker, that immigrant applicants who go through the visa process while already in the United States are more likely to have their documents lost and to suffer visa depression, and that immigration, by introducing accomplished black immigrants from Africa (notably via the visa lottery), threatens to overturn racial and skin color associations with skill. Our analyses show the mutual embeddedness of migration and stratification in the unfolding of the immigrants’ and their children’s life chances and the impacts on the stratification structure of the United States.  相似文献

The goal of sociology, and all social science, is to produce reliable knowledge about human behavioral and social phenomena. To reach that goal, we undertake three kinds of activities: theoretical work, empirical work, and, even more basic, we develop frameworks that assemble the fundamental questions together with the fundamental tools that will be used to address them. This article examines the three sets of activities and their interrelations. Both deductive and nondeductive theory are highlighted, as are three kinds of empirical work—testing the predictions of deductive theories, testing the propositions produced by nondeductive theories, and extratheoretical measurement and estimation. While the United States welcomes foreign-born students and trainees and, less warmly, temporary workers such as H-1B visa holders, it places an array of requirements, obstacles, and delays upon persons who would like to make the U.S. their permanent home. The number of people in the queue for legal permanent residence (LPR) is, however, difficult to ascertain. This paper estimates the number of highly skilled foreign-born persons waiting for LPR via the three main employment-based categories, separately by whether they are living in the United States or abroad, as well as the number of family members. We find that as of the end of FY 2006 there were about half a million employment-based principals awaiting LPR in the United States, together with over half a million family members, plus over 125 thousand principals and family members waiting abroad. These numbers dwarf the visas available annually – 120,120 plus any not used in the family preferences – suggesting that the long delays in gaining legal permanent residence are a visa number problem, not an administrative processing problem, as many believe. The backlog thus cannot be eliminated without a large change in public policy. The delay in gaining legal permanent residence could contribute to the decision of many highly skilled foreign-born to leave the United States.  相似文献

This paper develops a framework for estimating previous illegal experience among annual cohorts of new legal immigrants to the United States – using public‐use administrative microdata alone, survey data alone, and the two jointly – and provides estimates for the FY 1996 cohort of new immigrants, based on both administrative and survey data. Our procedures enable assessment of type of illegal experience, including entry without inspection, visa overstay, and unauthorized employment. We compare our estimates of previous illegal experience to estimates that would be obtained using administrative data alone; examine the extent of previous illegal experience by country of birth, immigrant class of admission, religion, and geographic residence in the United States; and estimate multivariate models of the probability of having previous illegal experience. To further assess origins and destinations, we carry out two kinds of contrasts, comparing formerly illegal new legal immigrants both to fellow immigrants who do not have previous illegal experience and also to the broader unauthorized population, the latter using estimates developed by the U.S. Department of Homeland Security (2002 ), Passel (2002 ), and Costanzo et al. This paper reports estimates of the total numbers of actual legal immigrants to the United States that result from the family reunification provisions of U.S. immigration law. These immigration multipliers are estimated separately for major visa categories and by gender and are obtained in the context of an analysis of how individual characteristics of immigrants and their origin country conditions affect (a) the decision to migrate to the United States and (b) once admitted, their propensity to remain and to become U.S. citizens. The analyses combine longitudinal data on the 1971 cohort of legal immigrants and data from the 1970 Census Public Use Tapes. The results suggest that the actual multipliers differ importantly by visa category and that they are substantially lower than the potential multipliers and lower as well than previously supposed.  相似文献
