Access to adequate, safe, secure, accessible and affordable housing is a fundamental human right and one stipulated in the United Nations Conventions on the Rights of Persons with Disabilities. Australian adults with disabilities experience housing disadvantage including homelessness, poor-quality housing and housing unaffordability; however, we lack a comprehensive comparison of the housing circumstances of people with and without disabilities and differences by impairment type. We analysed data from a nationally representative sample of 11,394 working-aged Australians collected in 2011. We found that people with disabilities experienced disadvantage across all housing indicators, and people with intellectual and psychological disabilities fared worst. These findings suggest that there is a housing crisis for Australians with disabilities, which may intensify with the introduction of the National Disability Insurance Scheme. There is a need to develop long-term housing solutions that promote independence, are accessible and affordable, and that consider location and neighbourhood context.  相似文献

Abstract

Per the 2019 NASIG Core Competencies for electronic resources librarians (ERL), ERLs “work with concepts and methods that are very much in flux … [they are] knowledgeable about the legal framework within which libraries and information agencies operate… [including] laws relating to… equal rights (e.g., the Americans with Disabilities Act)”. However, the Core Competencies do not define the level to which an ERL is responsible for determining the accessibility of an electronic resource. This article aims to create a better understanding of the steps an ERL can take to develop an accessibility statement pertaining to procuring accessible content. This article synthesizes key laws and policies that ERLs should be aware of in order to draft an accessibility procurement statement for their institution. It will also discuss licensing strategies, documentation collection, and conducting potential audits of electronic purchases.  相似文献

Summary. Construction on, or in, the ground is affected by uncertainty. This includes the inherent variability of the ground itself, the effect of natural and human processes on the ground and the difficulties that are associated with the management and implementation of any construction works. The risk is considered to be in two parts: the probability of occurrence of a geohazard and the effect that this will have on the outcome of the project. Geohazards are determined as part of the ground investigation process, the principles of which are well established. Nevertheless uncertainty remains and communication between the professions and with the public is not always effective. Barriers are created by unfamiliar terminology and a lack of a forum for education and exchange of views. It is argued that the public must be continually involved—not only as recipients, but also as contributors.  相似文献

Wealth inequality between the top and bottom deciles has grown over the last 20 years (Piketty and Zucman in Wealth and inheritance in the long run, Centre for Economic Policy Research, London, 2014), as has the racial wealth gap (Shapiro et al. in The roots of the widening racial wealth gap: explaining the black–white economic divide. Within these broad trends of inequality, some families are able to get ahead and grow their wealth, while others are not. Yet we do not understand well the critical variables that increase the likelihood of wealth mobility across the life course—within the same generation. This paper addresses this gap and investigates the following questions: What accounts for intra-generational relative and absolute wealth mobility for families with children in the first decade of the twenty-first century? And how does it differ by race? The paper draws on two longitudinal data sets—the Panel Study of Income Dynamics household survey data matched with neighborhood-level US Census data (1999–2011), and the IASP Leveraging Mobility (LM) study (1998–2011). Applying an integrated mixed methods design, analyses are conducted in three stages: (1) A grounded theory analytic approach of the LM data determines key variables of wealth mobility: homeownership, income, employment characteristics, extended family wealth, negative life events, and neighborhood factors; (2) regression analyses test these indicators for absolute and relative wealth mobility; and (3) recontextualization through further analyses of LM data deepen the regression results by illustrating the pathways of significant wealth mobility predictors. Results reveal that increasing family income, larger family transfers, consistent long-term homeownership, and in some cases white-collar occupations increase the likelihood of upward relative wealth mobility. Negative life events, higher rates of neighborhood poverty, and black race are negatively correlated with the amount of wealth growth. These key drivers of wealth mobility highlight the need for targeted policies that reinforce and expand opportunities for all families to build wealth over the life course.  相似文献

This paper investigates the changing relationship between land, citizenship, and power in Brazil, where land-related policies have historically served to situate political and economic rights in the hands of an elite land-owning minority. In response, contemporary grassroots movements in Brazil, including the Landless Rural Workers Movement (Movimento dos Trabalhadores Rurais Sem Terra, or MST) advocate the substantive transformation of what I develop here as a new form of “agrarian citizenship”, in which political participation, local food production, and environmental stewardship redefine the ongoing constitution of the relationship between land, state, and rural society. Based on extensive interviews, participant observation and document analysis from 2004–2006, this ethnographic study examines the contours of how changing notions of agrarian citizenship are negotiated among members of a growing body of social groups demanding land redistribution and reasserting agrarian culture in Brazil. By developing and enacting new forms of political participation that involve the transformation of personal and collective values and practices, rural activists such as the MST envision the redistribution of land as a material right, but also view the transformation of the land-society relation as an equally public responsibility.  相似文献

PURPOSE: To determine the views of midwives towards perineal repair and the most effective way to teach and support midwives in developing this skill. PROCEDURE: A questionnaire was distributed to 111 midwives who attended a 1-day seminar. Information was sought on a range of views relating to perineal repair, including experience, confidence, education and accreditation, attitudes and trends. FINDINGS: One hundred and six (96%) questionnaires were returned. All respondents (100%) believed midwives should be taught to undertake perineal repair. The most important reason was to provide continuity of care for women. Experience increased confidence and enjoyment in undertaking perineal repair as well as lessening fears over the impact of suturing on women. Experience did not significantly impact on concerns regarding legal implications associated with perineal repair. Three quarters of respondents reported that midwifery students should have practical experience of perineal repair. There was strong support for doctors and midwives to undertake perineal repair education together (96%), preferably in a 1-day workshop format (56%); for standards to be set by the professional colleges (midwifery and obstetrics) (66%); for midwives and doctors to be accredited as competent before performing perineal repair independently (>90%) and for regular updates in perineal repair (93%). The majority of midwives (73%) felt that they were more likely to suture than 5 years ago, due mainly to a greater appreciation of woman centred care (35%). Over 60% of midwives said they would not suture a first-degree tear more than half of the time and 13% would not suture a second-degree tear more than half of the time. PRINCIPLE CONCLUSION: A desire to provide continuity of care appears to be a major motivator for midwives to learn to undertake perineal repair. There is need for standards to be set for perineal repair to encourage consistency in education. Perineal repair programs that involve midwives and doctors training together have strong support from midwives but it is unclear if doctors would also support this. Further research is needed to support or refute the trend for midwives to not suture some perineal trauma.  相似文献

Accurate assessment of emotion requires the coordination of information from different sources such as faces, bodies, and voices. Adults readily integrate facial and bodily emotions. However, not much is known about the developmental origin of this capacity. Using a familiarization paired‐comparison procedure, 6.5‐month‐olds in the current experiments were familiarized to happy, angry, or sad emotions in faces or bodies and tested with the opposite image type portraying the familiar emotion paired with a novel emotion. Infants looked longer at the familiar emotion across faces and bodies (except when familiarized to angry images and tested on the happy/angry contrast). This matching occurred not only for emotions from different affective categories (happy, angry) but also within the negative affective category (angry, sad). Thus, 6.5‐month‐olds, like adults, integrate emotions from bodies and faces in a fairly sophisticated manner, suggesting rapid development of emotion processing early in life.  相似文献

The ability to comprehend, discuss, and use disciplinary texts is central to graduate education. Although techniques for teaching writing have been well-discussed, and even incorporated into graduate curricula, the same is not true for techniques of scholarly reading, a crucial skill that is largely untaught and which students must learn independently or through shared culture. We argue that more explicit training in reading has potential benefits for graduate student education. Drawing on thirty-six in-depth interviews with students in the social sciences, we focus on the routines of managing academic reading, necessary for accessing information for research. Graduate students develop techniques and schedules that permit them to read rapidly or carefully, to read for different academic purposes, and to make information retrievable through notating. We suggest how graduate programs might incorporate reading education into the curriculum.  相似文献
