Independent Mental Health Advocacy: A Model of Social Work Advocacy?

ABSTRACT

Advocacy has received less attention in social work research than other aspects of social work practice. This paper draws attention to two tensions in social work advocacy; between worker-led advocacy and person-led advocacy, and between individual advocacy and system level advocacy. We argue that human-rights-based social workers must choose a person-led approach over a worker-led approach while advocating with both systems and individuals. This argument is made by drawing on findings of an evaluation of Independent Mental Health Advocacy (IMHA) in Victoria, Australia. It is shown that social work training had not prepared social workers for rights-based, person-led advocacy and that social workers in public mental health services were struggling to maintain the rights of people in their services even with assistance from IMHA.

• Independent Mental Health Advocacy (IMHA) is a model of advocacy influenced by social work theory and delivered in part by social-work-trained advocates.

• Social work training is not preparing social workers for person-led, human-rights-based advocacy.

• Public mental health social workers are struggling to maintain the rights of people in mental health services even with the support of external advocacy services.

     

Statistical estimation for a failure model with damage accumulation in a case of small samples

A failure model with damage accumulation is considered. Damages occur according to a Poisson process and they degenerate into failures in a random time. The rate of the Poisson process and the degeneration time distribution are unknown. Two sample populations are available: a sample of intervals between damages and a sample of degeneration times. The case of small samples is considered. The purpose is to estimate the expectation and the distribution of the number of damages and failures at time t. We consider the plug-in and resampling estimators of the above mentioned characteristics. The expectations and variances of the suggested estimators are investigated. The numerical examples show that the resampling estimator has some advantages.     

Collective Action and Property Rights for Poverty Reduction: A Review of Methods and Approaches

This article provides a review of literature on the relationship between poverty and the institutions of collective action and property rights, as outlined in the conceptual framework of Di Gregorio et al. (2008). Using the elements of the framework as a guide, it offers an overview of how researchers and practitioners identify and evaluate these concepts. The article emphasises the multidimensionality of poverty and the necessity of applying various approaches and tools to conceptualising and measuring it. In addition to highlighting the crucial role that institutions play in poverty reduction, it shows power relations and the political context to be of fundamental importance in poverty‐related studies.
