Abstract. After an initial decline in the level of real minimum‐wage rates, there were series of unusually large increases in their levels — 70 and 50 per cent — during the years 1999–2002 in the Czech and Slovak Republics, respectively. Using information from matched employee–employer data sets, we look at the impact of minimum‐wage hikes on both wages and employment. Our results suggest that there are some, but not substantial, job losses in reaction to minimum‐wage hikes and that the impact on firm wages is rather large, implying that further increases of similar magnitude might very well have negative consequences for employment. 相似文献

This paper analyzes the general nonlinear optimal income tax for couples, a multidimensional screening problem. Each couple consists of a primary earner who always participates in the labor market, but makes an hours‐of‐work choice, and a secondary earner who chooses whether or not to work. If second‐earner participation is a signal of the couple being better (worse) off, we prove that optimal tax schemes display a positive tax (subsidy) on secondary earnings and that the tax (subsidy) on secondary earnings decreases with primary earnings and converges to zero asymptotically. We present calibrated microsimulations for the United Kingdom showing that decreasing tax rates on secondary earnings is quantitatively significant and consistent with actual income tax and transfer programs. 相似文献

The concept of Bildung, sometimes translated as self-cultivation, is located at the core of an influential tradition of educational thought. A key question concerns the relationship between Bildung and interculturality. Drawing on Wilhelm von Humboldt and Hans-Georg Gadamer, and on the so-called transformative learning theory, Bildung can be interpreted as a process of transforming one’s meaning perspective in encounters with others. A meaning perspective is a set of largely implicit presuppositions underlying one’s habitual ways of thinking, feeling and acting. Confrontation with alternative perspectives can be an opportunity to become aware of one’s own perspective, to critically assess it and to transform it. Thus conceived, Bildung is closely related to interculturality. 相似文献

We analyze a 140-year series of smallpox deaths in the Åland Islands, Finland. Vaccination, introduced in 1805, dramatically reduced the annual number of smallpox deaths. It also influenced the age distribution of smallpox deaths, changing smallpox from a childhood disease before 1805 to one which affected both adults and children after 1805. This appears to be due to the fact that Ålanders were usually vaccinated only once during childhood and often lost their immunity during adulthood. Spectral analysis of the prevaccination time series of smallpox deaths demonstrates a strong seven-year periodicity, reflecting the amount of time necessary to build up a cohort of nonimmune individuals. After the introduction of vaccination, the periodicity changes to eight years. The probability that a parish in Åland was affected by a smallpox epidemic is shown to be highly correlated with migration patterns and parish population sizes. 相似文献

We consider an intertemporal policy game between changing governments that differ in their attitudes towards a particular feature of market outcomes, exemplified with environmental pollution. When in power, a government will choose policy instruments and set strictness of regulation with a view to influencing the policy of future, possibly different, governments. We demonstrate that a “brown” government favours emission quotas over effluent taxes, as quotas establish property rights that are costly to reverse. Conversely, a “green” government prefers to regulate by taxes, in order to limit the incentives of future brown governments to ease regulations. Strategic behaviour tends to exaggerate policy differences (making green governments greener and brown governments browner) compared to when such strategic considerations were not an issue. We consider a log-linear model for survival data, where both the location and scale parameters depend on covariates, and the baseline hazard function is completely unspecified. This model provides the flexibility needed to capture many interesting features of survival data at a relatively low cost in model complexity. Estimation procedures are developed, and asymptotic properties of the resulting estimators are derived using empirical process theory. Finally, a resampling procedure is developed to estimate the limiting variances of the estimators. The finite sample properties of the estimators are investigated by way of a simulation study, and a practical application to lung cancer data is illustrated. 相似文献

The article focuses on how management and gender are done in written stories about female and male chief executive officers (CEOs). The stories were written by young Finnish business school students. The logic for studying stories written by students lies in the argument that the new generation will not reproduce common stereotypes about soft, democratic and caring female managers and hard, authoritarian and strong male managers. In the analysis, we rely on positioning theory, which focuses on how the CEOs are discursively positioned, that is, what kinds of roles and duties they are assigned and how their positions shift as the story unfolds. The analysis shows that while there is little difference in the rights and duties assigned to the CEOs, the positioning of female and male CEOs construct a very different picture of their abilities as business managers and leaders of people. The female CEOs are depicted as successful business managers but lacking in interpersonal skills. The male CEOs are also successful business managers but they are constructed as naturally competent leaders of people. This finding is linked to the Finnish management context as well as to the institutionalized leadership and management discourses. 相似文献
