Planners’ Perceptions of Why Canadian Communities Have Too Many Plans

A survey of Canadian planners explored perceptions about factors contributing to the growing number of plans communities have adopted recently. The results suggest that practitioners see themselves as responding to current community concerns, as well as to requirements imposed by higher levels of government. Neoliberal practices that force compliance with accountability frameworks to enable transfer payments increase demands for new plans. Professional practices within planning have encouraged specialization—in fields such as urban design—that often leads to plan-making activities. With many plans to coordinate, and limited staff resources and time available, practitioners face increasing implementation challenges.     

Rights discourses in relation to education of people with intellectual disability: towards an ethics of care that enables participation

In this paper we argue that human rights approaches for intellectually disabled people have failed to recognise the complexity of rights claims made by and on behalf of this group. Drawing on a research project into discourses of education for intellectually disabled people in the Eastern Cape, South Africa we discern three rights discourses; namely, rights to full participation, rights to special services and rights to protection. These draw off a social model, a medical model and a protective model, respectively. We note that these discourses may be set up in contestation with each other. However, we argue that they can be seen as complementary if viewed within an ethics of care that enables participation. Within this conceptualisation, participation is viewed within relations of care but is subject to a critique that examines the role of context and disciplinary power in constructing dependency.     

Interdependency among addictive behaviours and time/risk preferences: Discrete choice model analysis of smoking, drinking, and gambling

This paper simultaneously measures the rate of time preference and the coefficient of risk aversion, as well as investigates the interdependencies of four addictive behaviours: smoking, drinking, pachinko (a popular Japanese form of pinball gambling), and horse betting among a sample of the Japanese population. We reach two main conclusions. First, there are significant interdependencies among the four addictive behaviours, in particular between smoking and drinking and between gambling on pachinko and the horses. Second, we conclude that the higher the time preference rate and the lower the risk aversion coefficient becomes, the more likely individuals smoke, drink frequently, and gamble on pachinko and the horses.

Although the urgency with which the Dutch East India Company administration at the Cape built defensive works was a direct result of their fear of attack from both land and sea, there was an additional imperative, for the Castle at Cape Town stood as a symbol of Dutch colonial aspirations. In this paper, we compare written and material texts of one part of the Castle's architecture to show firstly, how the discordances between such sources can reveal an underside of early colonization and secondly, how the Castle moat, in the seventeenth century a stamp of aspirant power, was by the mid‐nineteenth century a dump and a public nuisance.     

Activating adult allies from a rural community on lesbian,gay, bisexual,transgender, and queer student issues in school using photovoice

Purpose: Many students who are lesbian, gay, bisexual, transgender, or queer (LGBTQ) face hostile school environments that can negatively impact their mental health and education. This study involved a photovoice project where high school students from a gay-straight alliance in the rural southeastern United States took photographs that depicted the issues LGBTQ students were facing and then exhibited their photographs and stories to individuals from the school system and local community to promote awareness, dialogue, and action. Methods: Twenty adults who attended the photovoice exhibit responded to an online survey about their experiences with the intervention. Results: Eighty-five percent of adults reported that the intervention made them think about issues they had not previously considered, including the struggles LGBTQ youths face, gender issues, and living in a rural community. Common emotions experienced at the intervention included feeling excited, concern for the youths, and proud of the youths. Furthermore, 81% of the adults indicated that they would take action or behave differently as a result of the intervention, including supporting and affirming LGBTQ students, using gender-neutral and -inclusive language, and confronting bias in themselves and others. Conclusions: Photovoice is a promising strategy for LGBTQ students to activate adult allies in their community.

Curriculum Reform,with Particular Reference to Primary Literacy,in Contemporary English and Norwegian Official Documents

This paper explores similarities and differences in recent curriculum reform in England and Norway, focusing particularly on literacy. The main database consists of the official curriculum policy texts produced in both countries. Literacy is the major focus of the paper and a critical account is offered of current literacy policy in both countries by comparing the perspectives, values, and assumptions built into official texts. The paper begins by explaining and comparing the format of the reformed curricula in England and Norway, and by pointing to the impetus for change in both cases. It then goes on to analyse the various conceptions of literacy underpinning official literacy curriculum with reference to functional literacy, cultural literacy and critical literacy. It demonstrates how curriculum policy, and, more specifically, literacy policy is used as a vehicle for social control and reproduction and it concludes that differences in the nature of official policy in both countries can be explained with reference to the origin and impetus for change in the first place, and the extent to which the voice of the education establishment was heeded or silenced.
