An application of the Impact Evaluation Process for designing a performance measurement and evaluation framework in K-12 environments

This article illustrates the application of the Impact Evaluation Process for the design of a performance measurement and evaluation framework for an urban high school. One of the key aims of this framework is to enhance decision-making by providing timely feedback about the effectiveness of various performance improvement interventions. The framework design process is guided by the Impact Evaluation Process, and included the participation of key stakeholders including administrative and teaching staff who all contributed to the performance measurement and evaluation framework design process. Key performance indicators at the strategic, tactical, and operational levels were derived from the school vision, and linked to specific interventions to facilitate the continuous evaluation and improvement process.     

Corporate social responsibility and the oil industry: Theory and perspective fuel a longitudinal view

To gain an in-depth theoretically-grounded understanding of managing corporate social responsibility (CSR), the current study offers four key propositions for CSR theory development: (1) Living corporate social responsibility from the inside out, (2) Earning trust of the public and the media, (3) Giving back as a community citizen, and (4) Accepting that we’re all in this together, but still unique. Also offered are five best practices for public relations in the oil industry. All emerged during in-depth interviews with three senior public relations managers of a leading independent US oil company; executives who have navigated CSR decision making and practices through nearly five decades (1966-2010) at different points in time. In the wake of two massive 2010 oil spill crises in North American waters that garnered extensive media attention, findings are particularly relevant for advancing CSR theory and for providing complex insider perspectives less traveled in the public relations literature.     

Personal wellbeing among ethnic Koreans in China's Northeast

This study investigates personal wellbeing among a sample of ethnic Koreans in China's Northeast using the eight-item Personal Wellbeing Index (PWI). The PWI demonstrated good psychometric properties, consistent with previous studies. The data revealed a moderate level of personal wellbeing (PWI score = 70.3) and the results supported the Theory of Subjective Wellbeing Homeostasis, suggesting that strong external and internal buffers protect the HPM for ethnic Koreans, despite the onslaught of marketisation and urbanisation in China that are threatening to undermine Koreans' sense of ethnic identity. The predictors of personal wellbeing were found to be age (with a nonlinear relationship), education, gender, income, marital status and the city in which the individual lives.     

A New Chilean Migration Act: an Approach to International Standards

The current Chilean Migration Act is the oldest in South America. It was created under the paradigm of national security, not human rights, and today does not adequately serve a participating democratic state, active within the international community. The Chilean government will soon be moving to discuss in congress a new migration act. We want to emphasize that the government should not forget the importance of incorporating international standards of migration policy into the national sphere. Chile is part of the United Nations system and, as a participating member, ratifies all core human rights treaties. Given that the United Nations Human Rights Bodies have made recommendations about migration policy, it is essential that this discussion be brought to the attention of our governing officials. This article reviews the UN recommendations as a concrete approach to the implementation of international standards in Chilean migrant policy.     

Rural Students’ Social Capital in the College Search and Application Process

Although the growing mandate for higher education creates challenges for students in rural areas, rural high school graduates currently attend college at a rate similar to their peers in other locale types. Prior research has attributed this accomplishment to family, school, and community social capital, yet the processes through which students translate social capital into educational attainment remain unspecified. This study examines how successful rural students access and engage various forms of social capital during the college search and application process. Analysis of semistructured interviews with 30 college graduates from communities throughout one predominantly rural state showed that family social capital provided most students with generalized support, but college‐specific guidance tended to correlate with parental education and income. Most students benefited from school social capital, primarily through pro‐college climate, peer networks, teachers, guidance counselors, and academic tracking. Students accessed community social capital through supportive youth and adult interactions, extended family ties, and a caring community, but these forms of social capital did not explicitly support the college search process. Although quantitative studies have operationalized family, school, and community social capital as distinct concepts, this study argues that these constructs cannot be disentangled given the interconnectedness of rural families, schools, and communities.     

How Children and Young People Influence Policy‐Makers: Lessons from Nicaragua

This article describes a participatory research project, which explored four case studies of children and young people's successful political advocacy in Nicaragua. The analysis combined a human rights‐based approach and a human development approach, and included concepts of multiple settings and levels, interrelated participation spaces, children and young people's citizenship, inclusion and exclusion, democracy, advocacy and empowerment. The main problems faced by children and young people seeking to influence policy‐makers were identified as adultism, dependency and lack of accountability. The research identified pre‐conditions, participation spaces and ways of organising for effective advocacy, and facilitation methods that had proved effective. It concludes that children and young people who achieve effective advocacy are generally self‐empowered, but can count on effective adult support and facilitation. They work through coordination with the authorities and not by clashing with them, but need to ensure effective follow up if they want politicians to keep their promises.     

Using difference-based methods for inference in nonparametric regression with time series errors

Summary. We show that difference-based methods can be used to construct simple and explicit estimators of error covariance and autoregressive parameters in nonparametric regression with time series errors. When the error process is Gaussian our estimators are efficient, but they are available well beyond the Gaussian case. As an illustration of their usefulness we show that difference-based estimators can be used to produce a simplified version of time series cross-validation. This new approach produces a bandwidth selector that is equivalent, to both first and second orders, to that given by the full time series cross-validation algorithm. Other applications of difference-based methods are to variance estimation and construction of confidence bands in nonparametric regression.     

A Note on a Specification Test for Time Series Models Based on Spectral Density Estimation

In a recent paper, Paparoditis [Scand. J. Statist. 27 (2000) 143] proposed a new goodness‐of‐fit test for time series models based on spectral density estimation. The test statistic is based on the distance between a kernel estimator of the ratio of the true and the hypothesized spectral density and the expected value of the estimator under the null and provides a quantification of how well the parametric density fits the sample spectral density. In this paper, we give a detailed asymptotic analysis of the corresponding procedure under fixed alternatives.
