Recent educational reforms in England have given considerable responsibilities for the overall administration of schools to governing bodies largely comprised of lay people. The paper explores the knowledge of education possessed by lay governors. Issues considered include: the systematicity of that knowledge; its possible sources, and how gender, ethnicity and social class influence the knowledge held and used by governors. Also examined are the question of whether governors are always knowledgeable actors within the context of education and the implications of this for schools and democratic participation in their governance. Data is derived from a four year qualitative multi-site case study of ten school governing bodies in two English local education authorities undertaken by the authors between 1988 and 1992.  相似文献

Abstract It is well recognized that the informal economy—unregulated economic activities that generate real or in-kind income—features prominently in the day-to-day lives of many in the developing world. Researchers have begun to explore the informal economy in developed countries but this work has focussed primarily on urban areas to the neglect of rural areas. In this paper the nature and correlates of informal work in nonmetropolitan Pennsylvania are described through an analysis of survey data on 505 families. Results indicate that participation in informal activities is widespread, is not more typical of the poor, does not contribute greatly to family income on average but does help many poor families weather difficult economic times, is both economically and noneconomically motivated, and, net of other sociodemographic variables, is positively related to rurality of residence and formal labor supply.  相似文献

This article builds on theoretical work in the social movements literature that uses "master frames" (Snow and Benford 1992) to account for the cyclical clustering of social movement activity within certain historical periods. I identify "master frame alignment" as the dynamic process by which social movement actors rhetorically transform the master frames within a cycle of protest to make them resonate more clearly with a movement's unique social and historical situation. Just as frame alignment processes serve to link a movement organization's activities, goals, and ideology with those of a potential group of adherents, master frame alignment processes link the activities, goals, and ideology of a movement organization with those espoused within the broader symbolic atmosphere of the social movement. I present historical data from Irish newspapers and political documents to show how the Irish Sinn Féin movement, seeking self-determination during the early twentieth century, rhetorically reconstructed the master frames generated by the League of Nations in order to better exploit this particular window of political opportunity.  相似文献

The evolving democracies of Eastern Europe and the former USSR republics are keenly interested in establishing charities. They have little law on this issue because their former governments did not encourage the development of charities. This article compares US and English regulation of charities and proposes a regulatory framework based on what the authors believe are the best attributes of both. Although the framework is based on the common law system, it can be adapted to the civil law systems of the Eastern European nations and the former USSR republics. Liberia has gone through civil crisis for over a decade which has resulted in the destruction of infrastructure and disruption of basic services delivery particularly in Monrovia, the capital city. Most of the 1.3 million people living in Monrovia are without adequate environmental sanitation and waste management services which situation poses a serious health risk to the residents. The current waste management service coverage is less than 20% and disposal is by indiscriminate open dumping. In 2003, there were series of outbreaks of cholera epidemics in the city during which time a total of 26,651 cases were reported with many dying.The waste management plan was initiated as an exit strategy of UNICEF following an intervention response programme to assist the Monrovia City Corporation (MCC) whose capacity in this area had been crippled as a result of years of war, through the provision of support in solid waste collection and disposal.The objectives of the plan were to:
(a) Improve waste management services delivery in the city.
(b) Strengthen the ability of the MCC to plan and manage the waste services delivery.
(c) Enhance cooperation of service beneficiaries through comprehensive and effective health education and service promotional campaign.
(d) Enhance revenue generation and community participation through the promotion of private sector and CBOs/NGOs active involvement in the waste management service delivery.
The general methodology adopted for the assignment entailed the following:Desk study and review of existing reports on Water and Environmental Sanitation (WES) in Monrovia and other relevant literature, consultation with stakeholders, site visits and participatory planning which aimed at soliciting the opinions of the various stakeholders involved with the respective components to capture their aspirations and experiences. It also covered collection and analysis of available information and data to facilitate the plan preparation and facilities design.The three-phased strategy (short, medium and long term) covering a period of 10 years (August 2004–December 2014), recommended a combination of technical options for collection based on the pursuit of staged development to allow for the adoption of realistically attainable standards within a framework of continuous and systematic improvements as economic conditions improved and new knowledge gained through practice. The plan sought to blend the capacity within the City Corporation with that of the private sector and NGOs/CBOs to respond to the diverse service demands of the city taking into consideration housing and infrastructural conditions, service costs and cost recovery to ensure sustainability. It also identified sources of financing and allocated financing responsibilities to facilitate effective plan implementation.  相似文献
