Reflexive Modernization at the Source: Local Media Coverage of Bovine Spongiform Encephalopathy in Rural Alberta

The potential for reflexive modernization is defined by multiple factors, but the acknowledgment of risk is crucial, particularly among social groups that play a key role in risk minimization. This study offers an examination of the role of local media in response to the outbreak of bovine spongiform encephalopathy (BSE) in beef‐producing communities in rural Alberta. BSE is one of several global risk issues that reflexive modernization theorists argue have the potential to trigger a transformation toward a critically reflexive society in which such risks are minimized. Content analysis of newspapers in beef‐producing regions in Alberta, however, shows how local media framed BSE in a manner that maximized community cohesion and protection of local culture. This selective coverage of BSE in rural Alberta is quite likely to have contributed to, or at least reinforced, support for the current institutional structure of Canadian agriculture in beef‐producing regions, through the constriction of discourse.     

Power,capital, and immigration detention rights: making networked markets in global detention governance at UNHCR

With the expanded use of immigration detention and migration management practices worldwide, detention has emerged as a key issue for United Nations and international human rights institutions. A growing international rights movement seeks to make the practice fairer and more humane, leading to the dominance of a mainstream detention rights agenda and counter‐hegemonic system of governance. Drawing on ethnographic fieldwork conducted in Geneva and elsewhere, this article examines the capital, knowledge, and technological expertise that went into the construction of UNHCR's Global Detention Strategy. I highlight the rational calculation undergirding this global detention rights agenda, including the transnational policy networks of NGOs, INGOs, and academics that facilitate the movement's moral authority and capitalist growth. Their practices have become powerful neoliberal development tools, which give veracity to human rights agendas and attract oppositionally‐figured abolitionist praxis.     

Coming to terms with sexual abuse: a day care perspective

SUMMARY. Pre-five establishments are increasingly identifying or having to admit children who have suffered from sexual abuse. The feelings that sexual abuse arouse in staff., their need for support and praise in managing the children's needs, the angry and abusive parents and families, and the conflict between the various agencies in child protection requires some consideration. This article offers an insight into a group of nursery workers' efforts to come to terms with identifying abuse, understanding their right to express feelings and acknowledge anger and disgust and their attempt to integrate a preventive approach in the nursery curriculum     

Behind the Screen: The Role of State‐TV Relationships in Russia, 1990–2000*

Les systèmes de régulation de la production des programmes télévisuels sont aussi importants dans les études des médias que l'analyse du corps d'un texte. l'économie politique rend possible l'étude des programmes télévisuels et des systèmes de régulation de la production télévisuelle dans un seul modèle de même que leurs interconnections. Deux systèmes régulateurs de télévision sont décrits, et les dynamiques de leur transformation sont présentées. Les résultats des entrevues avec les fonctionnaires de l'industrie télévisuelle sont utilisés pour examiner l'influence des relations entre l'État et les entreprises de télévision sur le contenu des programmes produits par la télévision russe entre 1990 et 2000. This paper argues that the content of television programs is influenced by how their production is organized and regulated. The political‐economic approach provides a useful framework to link television programs and the regulation of TV production within a single model, and to investigate their interrelationship. Two systems of TV regulation are described in this paper and their evolution is discussed. Data from in‐depth qualitative interviews with Russian television industry insiders are used to examine the impact of changes in the regulation of television on the types and content of programs produced between 1990 and 2000.     

The Chinese non government agricultural work-study school: a case of participatory democracy

Comme une partie saillante du procès de développement. l'école du travail détudes était ouverte à l'influence non seulement par le système d'éducation, mais aussi par la grande société.
This paper examines China's attempt to involve her citizens in educational development during the Great Leap Forward, 1958–59. As in the West, participation was justified on the grounds of democracy. Unlike the West, it was not so much a technique of organizational management as a strategy of national development. As a salient part of the developmental process, the work-study school was open to influence not only from within the educational system but also from the larger society.
