This paper interrogates the notion of exclusion with a particularfocus upon the experiences of young women. It focuses on thepotential that community processes hold for drawing marginalizedyoung people back into mainstream life. It considers two examplesthat were each concerned with the development of community facilities.One sought to remove young people from an inner city area, theother was intended to provide community facilities for youngpeople. Each adopted a different approach to the participationof young people and had different outcomes. The discussion exploresthe potential that public planning processes hold for encouragingthe participation of young people and for providing effectiveavenues for the diverse realities of young people to be validatedand to contribute to decision-making. The successful participationof young people in public life is a challenge, yet they arerarely encouraged to participate in defining solutions to theproblems they are identified as causing. Social policy is just about the last social science subject to take the postmodern challenge, though we have seen a rash of contributions in recent months. These have proved catalytic but may have been presented in a manner that is careless as to the nature of welfare as a boundaried academic realm. These offerings have also illustrated the difficulties involved in splicing poststructural analysis with a historically structural subject. Equally, definitions of social policy generated within the welfare community may also act as a de facto barrier to the postmodern. Consequently we seem to have the makings of a non-debate of incompatible analyses, making even the possibility of a "third position" a remote one. However, a sideways glance at the chronologically more advanced postmodernism–feminism debate offers some hope that a welfare-adapted postmodernity may emerge in the future. 相似文献

Are Subsidies to be Blamed? A Reexamination of U.S. Countervailing Duty on Hog Imports From Canada 总被引:1,自引:0,他引:1
A dramatic increase in U.S. hog imports from Canada triggered a successful countervail action against Canada in 1985, and resulted in an import tariff. This paper finds Canadian subsidies were not a major factor explaining increased hog exports, rather, the depreciation of the Canadian dollar played a larger role. More importantly, we find that hog imports from Canada did not “injure” the U.S. industry. These results imply the U.S. hog countervail duty was the outcome of rent-seeking activities rather than due to economic factors. 相似文献

Educational aspirations play an important role in educational achievement, understanding more about the factors that shape aspirations should enable educators and others who support young people to better articulate educational ambitions and then to work towards their achievement. Given this, the current paper uses a form of integrative data analysis to examine two issues. First, it identifies that a social ecological measure of resilience mediates the impact which proximal risks and resources have upon young people’s educational aspirations. Second, it establishes that the linkages between these proximal risks and resources, resilience and educational aspirations are similar for young people facing high levels of adversity and young people on more or less normative developmental pathways. The paper draws on a data collected in the first wave of the Youth Transitions Study; a longitudinal mixed-methods investigation of the factors that influence transitions to adulthood for a group of vulnerable teenagers. 相似文献

Analysis of repeated measures data using a mixed model includes specifying a form for the covariance matrix of the within-subject observations. This reduction in the number of estimated parameters from the unspecified structure may improve the efficiency of inferences made. An implementation of this technique has been incorporated in the MIXED procedure of the SAS® statistical package, and includes a wide range of options for the structure of the covariance matrix. In spite of numerous recent outcome studies of extremely low birth weight (ELBW) infants, no data exist on their development prior to term. In this study we traced and compared the neurobehavioral development of 251 ELBW (< 1,000 g) and 240 low birth weight (LBW; 1,000 g–2,500 g) preterms born between 1995 and 2004 from 32 to 37 weeks postconceptional age (PCA), using the Neurobehavioral Assessment of the Preterm Infant (NAPI Korner & Thom, 1990). Compared to the original NAPI cohort of 521 infants (born 1983–1989), the ELBW and LBW infants were at higher medical risk, displayed weaker motor development, a tighter scarf sign and popliteal angle at all or most PCAs, and a weaker cry at older PCAs; they did not differ in irritability and percent asleep ratings. Few differences were noted between the ELBW and LBW groups. Research is now needed to determine whether the 1995 to 2004 NAPI values of ELBW and LBW infants at 32 to 37 weeks PCA are predictive of later outcome of high‐risk preterms. 相似文献
